1966 09 16 CC Minutes, Special4212 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN September 16, 1966 The City Council of the City of Baytown, Texas, met in special session on Friday, September 16, 1966, at 7 :00 A.M. at the. Holiday Inn with the following members in attendance: A. M. Braswell C. M. Massey Albert Fanestiel Raymond T. Donnelly Seaborn Cravey V. V. Ramsey Jack A. Morton Absent: Patrick Ball Don. M. Hullum Fritz Lanham Councilman' Councilman Councilman Councilman Mayor. County Commissioner City Engineer and Director of Public Works Councilman Councilman City Manager Discussion of Felton Street - One -Way Traffic Into K Mart Parkins Lot There was a discussion of the problem of traffic on Felton Street generated by the access to K- Mart's parking lot. Residents of Graywood Addition had requested that the access be eliminated in order to reduce traffic on Felton Street. It was pointed out that the K -Mart management has agreed to build two access driveways off Memorial Drive to serve their parking area. Councilman Fanestiel moved that the Traffic Ordinance be amended to make a one -way traffic section of that portion of Felton Street between Williams Street and the entrance to K -Mart parking lot. Traffic is to move in a northerly direction only, with "One -Way" signs as required; ' leaving the barrier on K- Mart's lot and installing "Do not Enter" signs to prevent fI traffic from entering Felton Street in a southerly direction from K- Mart's parking lot. Councilman Donnelly seconded the motion. The vote follows: Ayes: Councilmen Braswell, Donnelly, Fanestiel and Massey. Mayor Cravey Nays: None In connection with this change it was requested that a "Stop' sign be installed on the north side of Williams Street to stop traffic entering Felton Street. Councilman Fanestiel requested that a stop strip be painted on Main Street to prevent Alain Street traffic from blocking off Hines Avenue traffic when stopping for the traffic signal at the intersection of North Main and Williams Street. The Council also discussed with County Commissioner Ramsey several items relat- ins to streets, drainage and library service. The motion was made and seconded that the meeting adjourn.
