MINUTES OF A SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
September 14, 1966
The Cily Council of the City of Baytown, Texas, met in special session on
Wednesday, September 14, 1966 at,6:30 p.m. in the City Hall with the following
members in attendance:

The Mayor called the meeting to order and the following business was transacted:
Extension of Employment Fire Chief Lintelman
Councilman Ball moved to approve the extension of employment for Fire Chief,.
Art Lintelman, until June 1, 1967 at which time he will be retired. Councilman Hullum
seconded the motion. The vote follows:
Ayes: Councilmen Ball, Hullum, Massey, Braswell, Fanestiel and Donnelly.

Deny Request of Police Association - referendum vote Denied Also - Pay Increase
The Council next considered the request of the Police Association for a $25.00
per month salary increase. Councilman Donnelly moved that the request by the .
Police Association for a pay increase of $25.00 per month be denied and dLso their
request that the Council call for a referendum vote be denied. Councilman Fanestiel
seconded the motion. The vote follows:
Ayes: Councilmen Ball, Massey, Hullum, Massey, Donnelly and Fanestiel.

Free Parking Downtown - Trades Day Promotion
Councilman Donnelly moved to approve the request of the Downtown Merchants and
Professional Association that the parking meters be hooded and free parking permitted
during the period September 21st through September 24th for A Trades Day promotion.
Councilman Ball seconded the motion. The vote follows:
Ayes: Councilmen Ball, Massey, Hullum, Braswell, Fanestiel and Donnelly.

Ordinance - Condemnation Proceedings Robert W. Kelly Jr., Tract
Councilman Donnelly moved to adopt an ordinance authorizing the City Attorney
to proceed with condemnation proceedings on a tract of land belonging to Robert W.
Kelly, Jr. as the right -of -way is necessary for the North Main Improvement program,
Councilman Hullum seconded the motion. The vote follows:
Ayes: Councilmen Ball,

ORDINANCE 829
AN ORDINANCE AUTHORIZING THE CITY ATTORNEY TO OFFER FOR AND
ON BEHALF OF THE CITY OF BAYTOWN, TEXAS, ONE HUNDRED AND
NO /100 ($100.00) DOLLARS TO ROBERT.W. KELLY, JR. FOR THE
ACQUISITION OF CERTAIN INTEREST IN CERTAIN LANDS, DESCRIBED
IN SAID ORDINANCE, REQUIRED FOR PUBLIC USE FOR STREET, ROAD
AND HIGHWAY PURPOSES, IN FEE SIMPLE, REQUIRING THAT SUCH OFFER
BE ACCEPTED WITHIN FIVE (5) DAYS; DIRECTING THE CITY ATTORNEY
TO BRING CONDEMNATION PROCEEDINGS IN THE EVENT.SUCH OFFER IS
REFUSED AND PROVIDING FOR THE EFFECTIVE DATE THEREOF.
Request - Pave Portion Market Street Frontina Upon Business
The Council considered a request from the property owner that the City pave a
portion of Market Street, in the vicinity of the T.G. & Y. Store, the proposed Wyatt
Cafeteria and the Burger Chief. The property owner has constructed a curb and
gutter and a ten foot section abutting his property in accordance with the City's
paving policy. The section to be paved is 16.5 feet in width and extends from the ten
foot strip, paved by the proprty owner, to the existing paved section and lengthwise
from the T.G. & Y. Store to the dicth crossing Market Street. The estimated cost for
concrete pavement in this location is $3,758.00 for materials only. Councilman Ball
moved to authorize the improvement of this section of street with concrete material
with the labor being performed by City forces. Councilman Braswell seconded the
motion. The vote follows:
Ayes: Councilmen Ball, Hullum, Braswell and, Fanestid

Nays:. Councilmen Massey and Donnelly
Increase Salary - City Manager
Councilman Ball moved to increase the salary of the City Manager to $15,000.00
anually. Councilman Donnelly secon ded the motion. The vote follows:
Ayes: Councilmen Ball, Massey, Hullum, Braswell, Fanestiel and Donnelly.

Adiournment
There being no further order of business, the motion was made and seconded that
the meeting adjourn. The ayes were unanimous and the (Mayor declared the meeting
adjourned.
