1966 06 29 CC Minutes, Special4157 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN. TEXAS June 29, 1966 The City Council of the City of Baytown, Texas met in special session on Wednesday, June 29, 1966 at 6:30 a.m., in the Holiday Inn with the following members in attendance: C. M. Massey Albert Fanes ti el Raymond T. Donnelly Fritz Lanham Jack Morton Jack Rimmons Norman Foote A. M. Braswell Discussion Appraisals - North Main Councilman, Councilman Councilman City Manager City Engineer and P. W. Director V. Chairman Citizens Cap. I.A. Committee Member C.C.I.A. Committee Mayor Pro Tem There was a discussion of right -of -way appraisals which have been made by the County employed appraisers on North Main as well as the difficulty encountered by the negotiators in obtaining signed deeds. The group also discussed the possibility of constructing a 49 foot street in the existing 60 foot right -of- way. After a full discussion, Councilman Donnelly moved: (1) to proceed with North Main as originally planned, and (2) instruct the City Attorney to proceed on condemnation in those cases where we have been unable to acquire the property through negotiation. Councilman Massey seconded the motion. The vote follows: Ayes: Councilmen &)assay, Fanestiel and Donnelly. Nays: Mayor Pro Tem Braswell Appraisers Confirmation The Council instructed the City Manager to contact the County Right -of -Way Department and request appraisers, McDonald and Rutter, to review their appraisals to determine if any damages to remaining property had been inadvertently omitted. The Council also instructed the City Manager to request the County Right - of-Way Department to have their negotiators contact the property owners and make an offer to them on the basis of the low appraisal and in those cases where they have determined that the property cannot be acquired on this offer, to notify the City of Baytown so that condemnation proceedings can be instituted. Adiournment The motion was made and seconded that the meeting adjourn. The ayes were unanimous and the Mayor Pro Tem declared the meeting adjourned. Edna Oliver, City Clerk
