1966 06 15 CC Minutes, Special4148 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN June 15, 1966 The City Council of the City of Baytown, Texas, met in special session on Wednesday, June 15, 1966 at 5:00 p.rp., in the Council Room of the Baytown City Hall with the following members in attendance: ° Patrick Ball C. Hu l l um Fritz Lanham George Chandler Councilman Councilman Councilman Councilman Mayor Pro Tem Acting City Manager City Clerk Mayor Councilman City Manager City Attorney The meeting was called to order by Mayor Pro Tem Braswell and the following business transacted: Open Bids - Enlargement West Alain Treatment Plant Bids were opened on the advertisement for enlargement of the West Alain Treatment plant and they are tabulated as follows: Couch Construction Company Base Bid $356,500.00 Clyde Smith Contractor, Inc. Base Bid $366,560.00 George C. Cox, Inc. Base Bid $362,500.00 The bids were referred to the Engineer for tabulation and vertification before the Council proceeds with the business of awarding the contract. 0. M. Coe - Taxing Procedure - City Tax Office 0. M. Coe, Tax Assessor - Collector, submitted a written schedule of tax values and tax dollars for the past years on all industrial properties on the city's tax roll. He reported that it is felt the values used for 1965, based on the renditions after deliberations and explanations of the equalization program reflect assessed values comparable to all the other values on the roll. Using Humble Oil & Refining Company as an example, when asked how the city and school renditions compare with the recent appraisal made by Pickett & Company, comparable figures were presented. by Mr. Coe. Pickett & Company placed a valuation of $343,554,825.00 on the plant, which included port facilities, Humble Pipe Line terminal and Compressim Station facilities. In 1964 the City had an assessed value on plant facilities of $22,628,240.00 and in 1965 it was increased to $33,942,360DO. Brsed on the city's resolutim, 50% of 20% of the plant facilities market value set the city's valuation at $339,423,600 which was $4,131,225.00 lower than that shown by Pickett G Company. The difference was attributed to port facilities which were assessed by the School but could not become a part of the City as it is in the Navigation District. In discussing Consolidated Chemicals Company, Mr. Coe reported that no assessment has been levied against the Company by the City as it is situated on a fee tract and it will be necessary for the City Council to annex a portion of the plant facilities before an assessment can be made by the City. According to the Pickett & Company appraisal, the plant facilities alone were valued at $5,191,400.00. a Councilman Ball excused from meeting. 9199 Award Contract - Enlargement West Alain Treatment Plant Mr. Johnson returned with the report that the bids had been tabulated and every- thing was found to be in order. It was his recommendation that the contract be awarded to the low bidder, Couch Construction Company on the base bid of $365,595.00. The Council discussed the large discrepancy between the engineer's estimate of $312,000 which was approved by the Council and the contractor's base bid of $365,595.00. Mr. Johnson admitted the engineer's estimate was low but some changes have been made in the original enlargement plans and the firm did not have the advantage of knowing the w soil conditions at the time. The City had received a grant of $988,370.00 under the ' I provisions of Public Law 660 for five improvements projects; $90,600 of this grant will be credited to the enlargement project but a large defiO t will remain for City funds to cover. The Council discussed a delay in awarding the contract in order to negotiate possible changes but this would require a delay of possibly thirty days or more for a second wage determination request which most be made a part of all construction contracts which have applied for and received Federal grants. Too, there is the possi- bility of an increase in the base contract bid. After some discussion, Councilman Fanestiel moved to accept the low base bid of Couch Construction Company, for enlarge- ment of the West Alain Sewage Treatment Plant, as recommended by Mr. Johnson of Collie, Turner & Braden, Engineering firm, subject to approval of Department of Health, Education and Welfare. Meanwhile, the engineers and contractor will review the plans for possible changm which will tend to lower the cost without altering the efficiency of the plant, Councilman Massey seconded the motion. The vote follows: r Ayes; Councilmen Massey and Fanestiel Mayor Pro Tem Braswell Nays: Councilman Donnelly, Adjournment The motion.was made and seconded that the meeting adjourn.
