1966 06 02 CC Minutes, Special9192 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOAN June 2, 1966 The. City Coucncil of the City of Baytown, Texas met in special session on Thurs- day, June 2, 1966 at 5:00 p.m., in the Council Room of the Baytown City Hall with the following members in attendance: Patrick Ball Councilman C. M. Massey Councilman Don Al. Hullum Councilman Albert Fanestiel Councilman A. M. Braswell Mayor Pro Tem Fritz Lanham City Manager Edna, Oliver City Clerk Absent: Raymond T. Donnelly Councilman Seaborn Cravey Mayor George Chandler City Attorney Approve Plans - Advertise Bids Garth Road Extension - Park to Decker The Council met to review plans of the Garth Road extension from Park to Decker Drive. A. J. Busch, Jr., engineer, informed the Council he is to meet with Air. Langford, Flood Control Engineer, to discuss the possibility of coordinating the construction of the Park Street project, as proposed by Gray Enterprizes and accepted by the City, with this portion of the Garth Road extension. If this can be arranged, the 72" culvert pipe set forth in the bid specifications, can be deleted from the contract. He recommended that bids be received June 23 and after acceptance.a work order can be issued for work to begin July 1st. He is of the opinion that work can be expedited on the project since no property owner assessments are involved and estimated 75 working days to complete the project. In co- operation with the project, Busch recommended a traffic signalization study of Decker Drive at Memorial Drive, East Sterling, and E. Lobit. He has arranged a meeting with Air. Carmichael and Mr. Ramsey to discuss signalization on Decker as a left turn refuge will be needed on Decker Drive to execute a safe left turn on Garth Road - Too, it has been suggested that Decker Drive be designated as a State Highway and complete reconstruction be instituted. The Council discussed an amendment to provide an alternate of bituminous or grass surfacing on esplanade and leaving the completion date open and ask contractor to quote time schedule, afterwhich Councilman Ball moved to authorize the Engineer to go out for bids on the Garth Road extension, as amended, with alternate provision for surfacing of esplanade and leaving the working days open for the contractor to quote the completion date. Councilman Fanestiel seconded the motion. The vote follows: Ayes: Councilmen Ball, Massey, Hullum and Fanestiel Mayor Pro Tem Braswell Nays: None At the suggestion of Mr. Busch, the Council will meet with Air. R. H. Pruett to discuss right -of -way extension of Garth Road from Decker Drive to Market Street through the Pruett Estate properties. Air. Pruett is presently planning to construct a shopping center in the area and it is needful for an agreement to be reached relative to the right -of -way acquisition prior to this construction even though the city does not have funds available to complete the construction of the extension at this time. Also, Councilmen Ball and Massey and Mr. Busch will study the city's present policy relative to driveways and propose some changes if it is found to be advantageous to the city. 4143 Aoorove Maps - Tax Department At the April 26th meeting, the Council deferred action upon the proposal of Guy Holman to draw maps to be used in the tax department in order for the City Manager to get the school administration's reaction to a joint effort on the proposal and to con- tact Sanborn Map Company, Inc., for possible acquisition of current block maps suitable for this use. At this meeting, Mr. Lanham reported that he had ,contacted the school representative and the offer was declined at this time. He read a letter from the Sale: Manager of the Sanborn Map Company who informed him that current block maps, covering approximately 65% of the built up areas or approximately 20 -25% of the entire city, are available at $140.50 per set. Should the Council desire,an, extension of the mapping to cover the entire city, the custom charge for the survey and publication of 100' scale (22" x 26 ") supplemental pages is $300.00 each. The Council agreed that the current Sanborn maps could be used in other departments, therefore, Councilman Ball moved to authorize the purchase of one set of the existing map sheets from Sanborn Map Company at a cost of $140.70; to inter into contract with Guy Holman to prepare reproducible maps of the areas not covered by the Sanborn maps at $11.50 per sheet. Councilman Hullum seconded the motion. The vote follows: Ayes: Councilmen Ball, Massey, Hullum and Fanestiel. Mayor Pro Tem Braswell Nays: None Miscelleanous The Council unanimously approved a suggestion for the City Manager to confer with Turner, Collie & Braden Engineering Company and see if a preliminary conferenc can be arranged with the Fort Worth District Office personnel relative to P.L. 117 funds. Councilman Hullum asked the City Manager to have the City Engineer prepare cost estimates on the reconstruction of Ashby Street with a heavy base similar to the type used on North Street. The estimates were requested for the June 9th meeting, if possible. Adjournment Councilman Ball moved for the meeting to adjourn. Councilman Hullum seconded the motion.
