1966 05 06 CC Minutes, Special4126 -A MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN May 6, 1966 The City Council of the City of Baytown, Texas met in special session on Friday, May 6, 1966 at 6:45 a.m., at the Holiday Inn with the following members in attendance: Patrick Ball Councilman C. M. Massey Councilman Don M. Hullum Councilman r A. M. Braswell Councilman Albert Fanestiel Councilman Raymond I. Donnelly Councilman Fritz Lanham City Manager Absent: Seaborn Cravey Mayor Appraisals - North Main Street Project The City Council discussed the appraisals that had been prepared for the North Main Street project. On motion by Councilman Fanestiel, seconded by Council- man Donnelly, the Council voted unanimously to: (1) Contact the County Right -of -Way Department to determine whether or not their negotiators could negotiate for the right -of -way needed for the North Main sewer line by June 15, 1966, in view of the fact that our contract with the County, included both the appraisal of the right -of -way and the negotiation with the property owners; (2) If the County Right -of -Way Department cannot meet this target date, the City will engage someone to do the negotiation; and (3) Get a third appraisal of the tracts where there is a wide difference in the two appraisals that were submitted, Employ - Planning Consultant - Park Venture City and School Councilman Donnelly moved to employ Mr. Ralph S. Ellifrit, Planning Consultant, to prepare preliminary survey and report in connection with the joint use of grounds for school and park purposes. This report will cover three school sites and the cost therefor will be $650.00. Councilman Fanestiel seconded the motion. The vote follows: Ayes: Councilmen Ball, Massey, Hullum, Braswell, Fanestiel and Donnelly.
