1966 03 21 CC Minutes, Special4100 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN March 21, 1966 The City Council of the City of Baytown, Texas, met in speical session on Thurs- day March 17, 1%6 at 6:45 a.m., in the Holiday Inn with the following.members present: Absent : Robert Barnes C. M. Massey A. Al. Braswell J. C. Huron Raymond T. Donnelly Seaborn Cravey Fritz Lanham Jack Morton Don M. Hullum George Chandler Edna Oliver Councilman Councilman Councilman Councilman Councilman Mayor City Manager City Engineer Director of Public Works Councilman City Attorney City Clerk The Mayor called the meeting to order . . . . . and the following business was transacted: Chance Policy - Library Card Fee Councilman Barnes moved to accept the recommendation of the Library Board that the policy of requiring persons living outside the city limits to pay a fee of $5.00 per year for the use of the Sterling Municipal Library be changed: that persons living within the Game Creek Consolicated Independent School District be provided library cards without charge. Councilman Massey seconded the motion. The vote folbws: Ayes: Councilmen Massey, Barnes, Huron and Donnelly. Mayor Cravey Nays: Councilman Braswell Authorize Preparation Plans and Specifications - East District Sewage Treatment Plant Messrs. Nat Turner, Ivan Langford and Paul Voinis of the Engineering firm of Turner, Collie & Braden were present to discuss with members of the Council the proposed sanitary sewer improvements included in this year's bond program. Councilman Donnelly moved to authorize the engineering firm to proceed with the preparation of plans and specifications for construction of the East District Sewage Treatment Plant. Councilman Braswell seconded the motion. The vote follows: Ayes: Councilmen Barnes, Massey, Huron and Donnelly. Mayor Cravey Nays: None Adiournment Councilman Donnelly moved for the meeting to adjourn. Councilman Braswell seconded the motion. The ayes were unanimous and the Mayor declared the meeting adjourned. Edna Oliver, City Clerk
