1966 01 19 CC Minutes, Special4064 MINUTES OF THE SPECIAL 61EETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN January 19, 1966 The City Council of the City of Baytown, Texas met in special session on Wednes- day, January 19, 1966 at 6:30 p.m., in the Council Room of the Baytown City Hall with the following members in attendance: C. M. Massey Councilman Don M. Hullum Councilman A. M. Braswell Councilman J. C. Huron Councilman Raymond T. Donnelly Councilman Seaborn Cravey mayor Fritz Lanham City Manager George Chandler City Attorney Absent: Robert Barnes Councilman Edna Oliver City Clerk The Mayor called the meeting to order and the following order of business was transacted: Wood Shingles - Permits The Council discussed the requirement of the City;s Building Code relative to the use of wood shingles in residential areas. At the Council meeting on January 3 the City Manager was instructed not to issue any building permits providing for wood shingles, as we are faced with a one -cent increase in our fire insurance key rate. Councilman Braswell moved to (1) rescind its instruction that permits would not be issued providing wood shingles and, (2) continue to operate under the present ordinance until February 24, 1966. Councilman Massey seconded the motion. The vote follows: Ayes: Councilmen Massey, Hullum, Braswell, Huron and Donnelly. Mayor Cravey Nays: None City Attorney - Frnploved Retainer Basis Councilman Huron moved to accept the proposal of City Attorney, George Chandler, that he be employed on a retainer basis as soon as details can be worked out. The retainer fee will be $17,200.00 annually. The retainer fee for the remainder of this fiscal year will be prorated. Councilman Braswell seconded the motion. The vote follows: Ayes: Councilmen Massey, Hullum, Braswell, Huron and Donnelly. Mayor Cravey Nays: None Letter Clarifying Items Utilized - Depository Contract The City Council reviewed the bank depository contract with Citizens National Bank President, John C. Echols. The City Manager was instructed to write a letter to the bank clarifying the items in the contract that we wish to utilize. '� Mayor Cravey excused from the meeting. 4065 Preliminary Report - Water System Turner and Collie Mr. Ivan Langford and Mr. Paul Voinis of Turner, Collie, and Braden, Engineers, presented a preliminary report on their study of the water system. At the conclusion of the report, Councilman Braswell moved to authorize Turner, Collie, and Braden to proceed with plans and specifications for the sewer lines along North Main Street, the 12 -inch sewer line on Massey - Tompkins Road beginning at North Main Street and extending approximately 1800 feet, and the plans and specifications for the %est Bain Treatment Plant expansion. Councilman Donnelly seconded the motion. r The vote fillows: Ayes: Councilmen Aiassey, Hullum, Braswell and Donnelly.
