1966 02 15 CC Minutes, Special4078 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN February 15, 1%6 The City Council of the City of Baytown, Texas met in special session on Tuesday, February 15, 1966 at 5:00 p.m., in the Council Room of the Baytown City Hall with the following members in attendance: Robert Barnes Councilman C. M. Massey Councilman Don M. Hullum Councilman A. M. Braswell Councilman J. C. Huron Councilman Seaborn Cravey Mayor Fritz Lanham City Manager George Chandler City Attorney Edna Oliver City Clerk Absent: Raymond T. Donnelly Councilman The meeting was called to order by Mayor Cravey for the purpose of discussing the proposed annexation of additional property in the vicinity of Mont Belvieu with a group of interested citizens from Mont Belvieu and surrounding areas of Chambers County. Resume of Discussion Gordon Speer, spokesman for the delegation from Mont Belvieu, told the Council that the community of Mont Belvieu had been considering incorporation for the past several months by mutual agreement but no definite plans have been formulated as yet. However, the action of the City Council of Baytown at its last meeting on calling a public hearing for February 24th for annexation of an additional 2 -mile strip in the direction of Mont Belvieu had caused some concern. He assured the Council that the residents of Mont Belvieu were not interested in extending its proposed incorporated area south of Interstate Highway 10 nor west of Cedar Bayou but it was interested in keeping the school site within the corporate limits of Mont Belvieu rather than Bay. town. During the course of the discussion, a map was shown which outlined the ten- tative plans for incorporation, including the incorporation of the water district at Mont Belvieu and possible extension of a strip to surround the school site as a pro- tective measure. Mayor Cravey explained that the action of the council in its plan to extend fingers around the entire area is for protective reasons only since Baytown can only grow toward the north and west. He expressed an unwillingness to discontinue plans for the continued annexation and even though he expressed no objection to the proposed plans for Incorpora- tion of Mont Belvieu, he refused to curtail or deviate from the proposed plan of the City Council. Since the Council has called a public hearing for February 24th, he in- formed the group that nothing could be resolved satisfactory at this time. He was opposed to any move toward incorporation by Mont Belvieu until the City of Baytown had completed its strip annexation as annexation by petition would be in order, should the residents of the outlying areas of Chambers County request such a desire. After a rather lengthy discussion, Mayor Cravey concluded the question and answer period with an invitation to attend the public hearing on February 24th. Resolution - Approvina Part A. Offer and Acceptance. Public Law 6nO Councilman Braswell moved to adopt a resolution accepting a federal grant in the amount of $488,370.00 as designated on Part A, Public Law 600. Councilman Hullum seconded the motion. The vote follows: Ayes: Councilmen Barnes, Massey, Hullum. Braswell and Huron Mayor Cravey Nays: None 4079 The caption of the resolution follows: RESOLUTION NO. 98 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYIM AUTHORIZING THE MAYOR OF THE CITY OF BAYTOWN TO SIGN OFFER AND ACCEPTANCE ON PART A, PUBLIC LAW 600. Resolution - Sympathy Passing of Congressman Albert Thomas Upon suggestion of Councilman Huron, Councilman Barnes moved to adopt a resolution recognizing the services rendered the City of Baytown by the late Congressman Albert Thomas and expressing sympathy for his untimly death. Councilman Massey seconded the motion. The vote follows: Ayes: Councilmen Barnes, Massey, Hullum, Braswell and Huron Mayor Cravey Nays: None The caption of the resolution follows: RESOLUTION NO. 99 A.UNANIMOUS RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYIDWN, TEXAS, FORMALLY RECOGNIZING THE MANY SERVICES RENDERED TO THIS AREA BY THE LATE CONGRESSMAN ALBERT THOMAS; EXPRESSING THE SINCERE SYMPATHY OF THIS CITY FOR HIS UNTIMELY DEATH AND AUTHORIZING AND DIRECTING THAT THIS RESOLUTION BE EXECUTED AND PRESENTED TO MRS. ALBERT THOMAS. Adiournment Councilman Barnes moved for the meeting to adjourn. Councilman Huron seconded the motion.
