MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
August 26, 1965
The City Council of the City of Baytown, Texas met in regular session on Thursday,
August 26. 1965 at 6:30 p.m. in the Council Room of the Baytown City Hall with the fol-
lowing members in attendance:

The Mayor Pro Tem called the meeting to order. the Invocation was offered, after -
which the minutes of the regular meeting of August 12th and the special meeting of
August 13th were called for reading. Councilman Donnelly moved to dispense with reading
and they be approved with the following corrections: Regular: City Manager's Report
"Estimates on topping of West Bayshore Drive and Jones. etc; Reguest Gas Connection
The Administration is to arrange a meeting between the City Attorney, City Administration
and Mr. Young." Spe6ial Meeting: Delete Name of Councilman Hullum - was not present
at meeting." Councilman Barnes seconded the motion. The vote follows:

Adopt - Revised Traffic Ordinance
The Council discussed the draft of a revised traffic ordinance and the following
amendments were suggested:
1. Section 16: Not preclude auxiliary police
2. Section 22: 40 miles per hour speed zones: 10. Schreck Street to Decker Drive.
3. Section 31: (d) 4. West Defee Street: . . to its intersection with North Main
(d) 5. West Sterling Street: to its intersection with North
Main Street.
(d) 12. Massey Street: to its intersection with Stimson/
Stimpson Street.
4. Section 61: ".. said.veNcle shall be within (18 ") inches."
5. Section 75: Omit last sentence.
Councilman Massey moved to adopt the revised Traffic Code with the above listed
revisions. Councilman Barnes seconded the motion. The vote follows:

Adopt Ordinance - Fixing and Determining Rates

Councilman Barnes moved to adopt an ordinance fixing and determining rates and
charges as they presently are plus a section setting forth the rates under extended
area service. Councilman Massey seconded the motion. The vote follows:

EXCHANGE TELEPHONE SERVICE AN). MISCELLANEOUS SERVICES OF THE GENERAL
TELEPHONE COMPANY OF THE SOUTHWEST IN THE CITY OF BAYTOWN, TEXAS;
DISCONTINUING THE OFFERING OF FOUR PARTY SERVICE AFTER DECEMBER 31,
1965, FIXING CERTAIN EXTENDED AREA SERVICE RATES; REPEALING ORDINANCES
INCONSISTENT HEREWITH; CONTAINING A SAVINGS CLAUSE; PRESCRIBING A
MAXIMUM PENALTY OF TWO HUNDRED ($200.00) DOLLARS; PROVIDING AN EFFECTIVE
DATE FOR THE RATES HEREIN ESTABLISHED; AND PROVIDING FOR THE PUBLICATION

Mr. E. 0. Cambern, local Manager of the General Telephone Company. is to meet
with the City Attorney and update the Franchise to include the exchanges which will
be covered under the extended area service. This will not effect the wording or dates
in any manner.
Revised - City Council Parliamentary Procedure Resolution
Councilman Braswell moved to adopt a resolution providing for certain parliamentary
rules of procedure by the City Council in the conduct of its service to the City of
Baytown. Councilman Barnes seconded the motion. The vote follows:

CONDUCT IN ORDER TO ACCOMPLISH, IN THE BEST POSSIBLE MANNER, THE
WORK WHICH SUCH PUBLIC BODY HAS BEEN CREATED.
Advertise Bids - Bank Depository Receive September 16th
Councilman Barnes moved to adopt a proposed form for depository contract with
the City of Baytown; the City Manager be instructed to advertise for bids to be received
on September 16th, 1%5 at 5:30 p.m. and de ository contract to be awarded at the
September 23rd regular meeting of the City �ouncil. Councilman Massey seconded the
motion. The vote follows:

Adopt Ordinance = Calling Election Police and Fire Pay Increase Reguest

Councilman Barnes moved to adopt an ordinance setting the date of Saturday.
September 18. 1965 for a special election for thepurpose of permitting voters of
Baytown to decide on whether or not the salaries of the police and fire departments
covered under Civil Service. should be increased fifty ($50.00) per month per person.

AN ORDINANCE AUTHORIZING AND ORDERING A SPECIAL ELECTION TO BE HELD
ON THE 18TH DAY OF SEPTEMBER, 1965, FOR THEPURPOSE OF PERMITTING
THE QUALIFIED VOTERS OF BAYTOWN TO DECIDE WHETHER OR NOT THE SALARIES
OF THE MEMBERS OF THE POLICE AND FIRE DEPARTMENTS, COVERED BY CIVIL
SERVICE, SHOULD BE INCREASED BY FIFTY ($50.00) DOLLARS PER PERSON PER
MONTH; PROVIDING THAT SUCH SALARY INCREASE SHALL BECOME EFFECTIVE NO
LATER THAN OCTOBER 1, 1965, SHOULD SUCH RAISE RECEIVE THE FAVORABLE
VOTE OF THE ELECTORATE; PROVIDING FOR A FORM OF BALLOT; PROVIDING

Transfer Resolution
Councilman Barnes moved to adopt a resolution transferring $5,530.00 from the
Emergency Fund to cover miscellaneous expenses. such as Janitorial supplies, maintenance
Heating and cooling systems, prisoner subsistence, salary operations and overtime pay.
Councilman Donnelly seconded the motion. The vote follows:

ING THE CITY MANAGER TO TRANSFER FIVE THOUSAND FIVE HUNDRED THIRTY
($5,530.00) DOLLARS FROM GENERAL FUND EMERGENCY BUDGET 101 TO BUDGET
CLASSIFICATIONS, 101 -6 -6. 101 -7 -1, 106 -6 -13, 107 -2 -8, 109 -5 -12,
201 -2 -1. 201 -6 -6. 201 -6 -9, 402 -1 -3 AND 402 -1 -5.
Traffic Committee Report
Mayor Pro Tem Huron submitted a.drawing to scale of a proposed traffic circle to
replace the use of traffic control lights at the Wisconsin, Market and Nevada Street
intersection near Baytown Junior High School. The proposed circle would be permanently
Installed with proper curbs, yield signs, right turn markings, to assist the traffic
flow with as little congestion as possible. The council discussed the small radius in
relation to large trucks and the City Manager proposed to lay out the design on a parking
lot, use city vehicles'and make several trial runs before its installation. He will
make a report of his findings,. at the next regular meeting.
The Council reviewed a sketch for the revision of traffic movement on Market Street
at Robert E. Lee High School. The revisions were proposed in order to get the traffic
back on the concrete street with one through lane to Baytown, put stop traffic in
second lane, move other two lanes on concrete, replace the long island with a smaller
one and purchase a new frame for the activater plate. With the city forces doing the
necessary striping and installing of the frame, the approximate cost of the change over
was $300. Councilman Donnelly moved to authorize the Administration to proceed with
the installation of the revisions, pending approval by the Police Chief and the City
Administration. Councilman Barnes seconded the motion. The vote follows:

Discuss Paving Petitions - Oak Addition
Mr. Lanham gave a report of his findings in checking the street improvement peti-
tions from Oak Addition. The percentage of property owners signing the petitions vary
from 39% to 77% and according to the policy set by the council, there must be 65% of
the property - owners signing the petition before a street can be improved on the partici-
pation basis. The overall percentage was 60.5% but of the seven streets only Willow,
Stowe, Yupon and Turner carried the 65% requirement. If any part of the street improve-
ment is done. the City Engineer pointed out that about$39,000 worth of storm sewer
work must be done to provide proper drainage. The City Manager suggested making another
effort to obtain the required percentage of signers as he was of the opinion that those
working on the projects thought they had the necessary number; the effort to be made
only on the streets below the 65% requirement. Councilman Braswell moved to authorize
the Bond Program Engineer, A. J. Busch, to proceed with preparation of plans and speci-
fications on all of the streets in Oak Addition. Councilman Massey seended the motion.

Progress Report - Lowell Lammers
Lowell Lammers, Architect for the Civic Center development, gave the Council copies
of a preliminary report made by McClelland Engineers relative to the location.of.a land
fault in the civic center site and submittted a Sketch showing the width and length of
the fault and its relation.to the entire tract of land. He also submitted a sketch of
a general scheme 8 r development of the site showning the city hall and the other
buildings connected by covered passageways. The area he proposed to develop would be
south of the fault line with access roads coming from Market Strel and West Main Street.
The building would be enclosed by circling roads with parking areas provided at various
points around the buildings. According!; to Mr. Lammers, the scheme readily adapts itself
to expansion. He concluded his remarks by asking the Council for an expression of its
feelings on the general scheme of approach. If it is satisfactory, he will proceed with
a more detailed study in this general direction. After some further discussion..Council-
man Donnelly moved to instruct the architect to proceed with the general grouping
scceme as set forth in the tentative plans. Councilman Massey seconded the motion. The
vote follows:

Committee Report
Councilman Donnelly reported that the Fire Arms Committee has set a public hearing
for 2: o'clock p.m., Wednesday. September 1st in the Council Room of the City Hall. All
interested parties are invited to attend the meeting. This hearing will be given some
publicity through the press prior to that date.
The Craigmont- Ponderosa Street Committee held a meeting with representatives of
Diamond Alkali Company on Wednesday, August 25th. The developers were invited to attend
the meeting also but declined. The Committee will attempt to have a meeting with the
developers if it is decided tocpen a connecting street.
Councilman Donnelly commended the Skrla Construction for the effort that has been
put forth by the company to have the construction of Gentry Drive completed for the
starting of school, September 1st.
Councilman Braswell gave a brief report on the recent meeting of the Goose Creek
Stream Development Committee relative to the proposed development of Goose Creek Stream
Into a fresh water lake. Several questions were presented and members of the committee
were assigned the many parts to study. Each member will give a report on his study and
as the plans develop, the committee witl approach the City Council for funds to assist
In the development of the project. It is possible that Federal funds ibay be sought
should it develop that the committee should decide on a deep lake.

Councilman Hullum gave a written report on the activities of the Baytown Elec-
trical Board since its organization. One Hundred forty -one applications for licenses
have been reviewed, two examinations have been held, 140 licenses have been issued,
of which 47 were blaster Electricians licenses.
The City Manager was instructed to contact members of the Cerebral Palsy Board
for a report on the progress of the Board in its building project for funds.from the
Federal government under the Hill- Burton Act.
City Manager's Report
Mr. Lanham reported that the city's present wrecker ordinance has proven to be
workable. Only minor problems have arisen.since the passage of the present ordinance
as the wrecker operators are policing among themselves and attempting to meet the
requirements of the ordinance in all phases.
The City has benefited from employees under the Youth Employment Program during
the summer months and Mr. Lanham asked permission to continue the program, on a 15 -hour
per week basis, in departments where there if definite need. The school will continue
Its coordination of the program and the students will be assigned by the school. The
Council approved the continuation of the program, however, Air. Lanham was requrested
to give a report on the work that was accomplished during the summer under the pro-
gram and what is proposed for the future.
Mr. V. V. Ramsey has contacted the City Manager and indicated that the County will
use its personnel to make contacts for rights -of -way requirements under the bond program
without cost to the city. It will select the appraisors also. Mr. Lanham is to meet with
the Agents and work out the details of the various projects.
The City Council will have representation at the Highway Commission Hearing to
be held in Austin, Texas, Wednesday, September 1st relative to the continued development
on Highway 146 from Baytown to NASA. The.Council will work through the Highway Committee
in presenting the various needs for expediting construction in and through Baytown.
Mr. Lanham presented copies of a letter from V. V. Ramsey, County Commissioner.
on the request that Harris County cover the Adams Street ditch. The County will do
the same thing on the Adams Street ditch as they have done on the Jail and Pruett
Street ditches. If the City will furnish the tile the Flood Control will install and
cover. The City Manager will get an estimate on the cost of the tile and make a report
at a later meeting.
Mr. Lanham presented a written preliminary report, prepared by Bushc Engineering
Company, on the paving of North Main Street from Cedar Bayou Road to Baker Road. The
estimate is higher than the one used in the Bond Program but it includes the 4 -lane
from Spur 201 to Cedar Bayou Road and does not include the county participation assessment.
The total preliminary estimate cost of the project is $458,000 including drainage and
contingencies but does not include right -of -way costs.

Councilman Barnes moved for the meeting to adjourn. Councilman Braswell seconded
the motion. The ayes were unanimous and the Mayor Pro Tem declared the meeting adjourned.
