MINUTES OF THE SPECIAL
MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS

The City Council of the City of Baytown, Texas met in special session on Thurs-
day, May 13, 1965 at 5:00 P. M., in the Council Room of the Baytown City Hall with
the following members in attendance:

The meeting was called to order by Mayor Cravey and City Manager Lanham was
asked to explain the reason for the special meeting being held.
Garbage Collection - Brownwood and Lakewood Areas
Because of financial difficulties, Norman Cowan, the operator of a garbage
collection and disposal business in the Brownwood- Lakewood subdivisions, has.closed
his collection operations. He is the principal collector in the two subdivisions, and
as a result of his closing, some of the people in the area have not had a garbage
pick -up in several days.
As an emergency measure, the City Manager proposed to send two or more trucks
Into the area on Saturday, May 15, 1965 to pick up all garbage and trash which residents
place at the curb line. Furthermore, he proposed to publicize that garbage pick -up
service would be offered to this area on a temporary basis; collection days to be
on Wednesday and Saturday of Each week. The collection could be made by the city's
present personel on overtime basis temporarily until a permanent arrangement could
be decided upon. To aid in the collection, the purchasing department will be authorized
to advertise for bids on a new truck and body suitable for the pick -up service.
The Council offered several suggestions on the method of communicating the necessary
Information to the residents of the two areas. Also, the Administration was asked to
study the feasibility of going to a 6 -day work week on garbage collection and possibly
eliminate the purchase of another garbage collection unit. Presently the City is
operating this department on the basis of a four (9) day 10 -hour work week; other
departments, on a five (5) day 8 -hour basis. It was finally decided that on Saturday,
May 15, 1965, the City will begin collecting the garbage on an emergency temporary basis;
to advertise for bids on additional equipment; if necessary, to hire an additional
man in the garbage department; to report back to the council on the results of the'
proposals when studies are completed and before additional equipment is purchased and
additional men are employed in excess of the one previously approved.
Adiournment
Councilman Barnes moved for the meeting to adjourn. Councilman Hullum seconded
the motion. The ayes were unanimous and the Mayor declared the meeting adjourned. 1 7
