Ap r i 1 .8,..196 5 The City Council of the City of Baytown, Texas met in regular sessfonron Thurs- day, April 8, 1965 at 6:30 p.m., in the Council Room of the Baytown City.-Hall with the following members in attendance: ................ Liggett Councilman Councilman Councilman Councilman Councilman Mayor Pro Tem City Manager City Attorney City Clerk Mayor The meeting was called to order by Mayor Pro Tem Huron, the.Invocation was offered afterwhich he called for the minutes of the March 25th meeting. Councilman Badgett moved to dispense with reading of the.minutes; they be approved as submitted in written form. Councilman Lively seconded the motion. The vote follows:- Ayes: Councilmen Barnes; Mayor Pro Tem Huron Nays: None Committee Reports Clark, Badgett, Braswell, and Lively Councilman Lively reported that the Electrical Ordinance Committee has met and the recently approved Electrical Ordinance will go in to effect on May 10th. This Will allow time for the examinations and other provisions of the ordinance to be met by the various craftsmen of the electrical field. Applications for an examination to apply to "traveler" electricians will be furnished the Master Electricians. Councilman Barnes reported the Park Committee has met and laid its framework for the Community Center. Three things were decided at this meeting. First, The Committee Is to be a working group which would report any significant recommendations to the Citizens Committee; if they concur, it will then be brought to the City Couail for appropriate action; Second, tentative schedule to start clearing the site by May 1st; Third, start construction of the building on or about January, 1966 with 'a completion date projected for September, 1966. This schedule makes no provision for unforeseen delays but does provide an orderly series of steps toward the completion of the project. Pawn Brokers Ordinance Councilman Badgett moved to adopt an ordinance providing for the regulation and operation of pawnbrokers doing business or offering to do business,in the City of Baytown. Councilman Clark seconded the motion: The vote follows: Ayes: Councilmen Barnes, Clark, Badgett, Braswell, and Lively Mayor Pro Tem Huron Nays: None The caption of the ordinance follows: ORDINANCE NO. 746 AN ORDINANCE DEFINING THE TERM "PAWNBROKER "; PROVIDING FOR THE REGULATION AND OPERATION OF PAWNBROKERS' PROVIDING FOR SUPERVISION AND CONTROL BY THE POLICE DEPARTMENT; REQUIRING A SURETY BOND; REPEALING ORDINANCES INCONSISTENT HEREWITH; CONTAINING A SAVINGS CLAUSE; PRESCRIBING A MAXIMUM PENALTY OF TWO ($200.00) DOLLARS AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE THEREOF. 3038 Resolution - Transfer of Funds Councilman Badgett'moved to adopt a resolution providing for the transfer of $1,700.00 from the Council Contingency Fund; $1.200 to be credited to Warrant Officer fees and $500.00 for tow service - abandoned vehicles.- Councilman Lively seconded the motion. The vote follows: Ayes: Councilmen Barnes, Clark, Badgett, Braswell and Lively. Mayor Pro Tem Huron Nays: None The caption_of the resolution follows: RESOLUTION NO. 72 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHORIZING THE CITY MANAGER TO TRANSFER SEVENTEEN ($1.700.00) DOLLARS FROM THE COUNCIL CONTINGENCY FUND TO BUDGET ACCOUNTS 103 -7 -8 AND 201 -64A. Approve Installation Mercury Vapor Street Lights - Alexander Drive and Baywav Drive Councilman Badgett moved to accept the recommendation of City Manager Lanham and approved the installation of mercury vapor street lights as follows: 9 - Alexander Drive between the intersections of South Main and Highway 146, removal of two (2) incandescent lights presently installed. 14 - Bayway Drive beginning at north end and Decker Drive proceeding southerly and easterly to the intersection of Park Street, removal of ten (10) incandescent lights presently installed. 1 - East side of bridge on 'West Texas Avenue Councilman Lively seconded the motion. The vote follows: Ayes: Councilmen. Barnes. Clark, Badgett, Braswell and Lively. Mayor Pro Tem Huron Nays: None Purchase Equipment - Inject Sodium Hexametaphosphate Into 'Water Line - Prevent Red Water Director of Public Works Jack Morton gave the council a report on the problem of "red water" presently existing in sections of Baytown; recommended the purchase of equipment and chemical to eliminate the greater portion. He stated that some of the water has a high content of iron and recently an analysis was run by the State Department of Health and the concentration was found to be above normal in Wells No. 9 on Park Street; No. 4 on North Main; No. 5 on East James; and No. 6 in East Bay- town. The chemical. sodium hexametaphosphate, will cause the iron particles to be "bound" in the water and will not allow it to oxidize. The chemical is recommended by the American Waterworks Association and is being used in many cities and water districts. The equipment will cost about $700 per well and monthly chemical cost of $400. The City is presently spending about $2.000 per year, for labor to flush the lines but the rusty content returns at intervals. After some discussion, Council- man Clark moved to authorize the purchase of equipment and chemical to service water wells Nos. 4, 5, 6 and 9. Councilman Badgett seconded the motion. The vote follows: Ayes: Councilmen Barnes. Clark, Badgett. Braswell and Lively. Mayor Pro Tem Huron Nays: None Appointment Library Board Members Councilman Badgett moved to accept the recommendation of City Manager Lanham and approve the appointment of Mrs. Edna Gray. Dave Moore and Mrs. Eugene Lovering as members of the Sterling Municipal Library for the two ensuing years. Councilman Lively seconded the motion. The vote follows: Ayes: Councilmen Barnes. Clark, Badgett. Braswell and Lively. Mayor Pro Tem Huron Nays: None 3039 City Hall Closed - Good Friday The City Council agreed to allow the city employees to observe Good Friday as a holiday rather than April 21st, San Jacinto Bay. City Manager's Report An auction will be held on May 8th for scrap iron and abandoned automobiles held in the custody of the City of Baytown. Bids will be received and tabulated on the installation of the water line to the new school building and the purchase of a new car for the police department; and they are to be received on Tuseday, April 13th and Wednesday, April 19th. Adjournment Councilman Barnes moved for the meeting to ajourn. Councilman Clark seconded the motion. The ayes were unanimous and the Mayor Pro Tem declared the.meeting adjourned.
