MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN

The City Council of the City of Baytown, Texas met in regular session on Thursday.
December 22, 1964 at 6:30 p.m. in the Council Room of the Baytown City Hall with the
following members in attendance:

The meeting was called to order by-the Mayor. the Invocation was offered, afterwhich
the Mayor called for the minutes of the previous meeting. Councilman Lively moved to
dispense with reading of the minutes; they be approved as submitted in written form.

the bids to the low bidders. Units 1 & 3 to Kemp & Tony's Equipment Company and Unit 3

tubes, and relating services to the City of Baytown for the ensuing year. Councilman

Coucnilman Lively moved to award the contract to the low bidder, Diamond Alkali, for
the ensuing year. Councilman Clark seconded the motion. The vote follows:

Aid Sought - Improvement of Bayway Drive
Members of the Wooster Chamber of Commerce and the Lakewood Civic Association were
recognized by Mayor Liggett and although no one had asked to placed on the agenda,
he gave some time to their spokesman, W. J. (Bill) Strickler relative to the consideration
of major improvements for Bayway Drive, a thoroughfare which extends from West Baytown,
westerly and northerly, to intersect with Decker Drive on the north. Baytown Drive had
been omitted from the proposed $3 million street improvement program proposed for con-
sideration in the February City -bond election because it is a county road. Mr. Strickler
Informed the council that this main artery had been endorsed for improvement by the
Baytown Chamber of Commerce after the Chamber's Highway Committee conducted a thorough
study of the need of such improvement. He urged the Council to include this project
in the study and recommended the reference of the project to the Citizens Street Committee,
Chaired by Harry F. Massey for implementation. Councilman Lively asked to be placed on
a Committee for the purpose of-meeting with V. V. Ramsey, County Commissioner, to discuss
the need for a study for the improvement of Bayway Drive by joint participation between
the City and County. It is hoped that such a study may be conducted in conjunction with
the Citizens Street Committee. The Council approved the recommendation and Mr. Massey
will be requested to include the major improvement of Bayway Drive in the Committee's
study in order for plans to be formulated which will fit into the City's capital improve-
ment program. _
Tom Roeder - Human Relations Council
Tom Royder, Chairman of the Humans Relation Committee, met with the Council to make
public the recommendation-of the Committee, to name one colored and one Latin - American
to the five -man Baytown Housing Commission as 50% of the units are occupied by negro
citizens and 7%, occupied by Latin Americans. The terms of two commissioners expire in
April, 1965.
Hearing - On Premise - Beer License - Sportsman's Lounue
At the December 10th Council meeting, a petition was presented with fourteen signatures
protesting the issuance of an on- premise beer license to operators of the Sportsman's Lounge
1812 North Main Street. The Council ordered a hearing for this meeting. The Council heard
Lynn J. Lenamond, who indicated that corrections will be made in the operation of the lounge
and past offenses will be eliminated or kept on a minimum basis; Bart J. Antle, owner of
the property, stated he had never been annoyed by the noise or confusion and his premises
had not been littered with beer bottles and cans. S. T. Taylor, Mr. & Mrs. Davis T. Taylor,
George West, and Mrs. E. A. Kirk, residents living near the lounge and signing the petition,
told of the littering, loud noises from the juke box, cursing and general nuisance creat-
ed by the operation of the lounge; the place was a definite nuisance to respectable families
living within the neighborhood and property values had declined since the lounge had opened.
Mayor Liggett questioned Police Chief Blair Mann relative to complaints registered against
the place of business and the number of times the police have made personally to restore
order. After a lengthy discussion, Councilman Lively moved to table further discussion
and to hold the application until further study can be made by the Council; if it is to
be resolved at the next regular meeting, all parties will be notified of the time and
place. Councilman Clark seconded the motion. The vote follows:

City's Manager Report
City Manager Lanham reported that the original plan to raise the elevation of Ferry
Road, near the bridge, to a 6 -foot level will be 2 -feet above the culvert at the bridge.
He recommended that the original plans be amended to raise the elevation of the road
up to the same as the bridge, which will be four (4') feet. The Council talked of
possibly putting a fill on the bridge and raising the elevation of the bridge the addi-
tional two feet. It was agreed that the City Manager should meet with the County Com-
missioner and review the plans and probelems of the Ferry Road elevation project. He
will report his findings and the Council will then make its decision relative to the
proposed amendment.
Councilman Lively moved to deny the request of Mrs. Elizabeth Hahn to waive the
interest in the amount of $430.13 on the paving lien fronting.160.55 feet on the south
side of East James Street, said assessment being in the amount of $1,285.20 accruing
interest at the rate of 6% per annum since May 28, 1959. Councilman Clark seconded
the motion. The vote follows:

motion. The ayes were unanimous•and the Mayor declared the meeting adjourned.
