MINUTES OF THE SPECIAL MEETING OF
THE CITY COUNCIL OF THE CITY OF BAYTOWN
November 19, 1964
The City Council of the City of Baytown met in special session on Thursday,
November 19, 1964 at 6:30 p.m. in the Council Room of the Baytown City Hall with
the following members in attendance:
David C. Clark Councilman
Fl� Kenneth E. Badgett Councilman
Seaborn Cravey Councilman
M. E. Lively Councilman
J. C. Huron Councilman
C. L. Liggett Mayor
Fritz Lanham City Manager
Absent: J. Robert Barnes Councilman

The meeting was called to order by Mayor Liggett, the Invocation was offered,
afterwhich Mr. Ash of Bernard Johnson, Inc., Consulting Engineers - Planners was
called on to present the preliminary capital improvements portion of the compre-
hensive city plan for Baytown.
Mr. Ash presented a concise report of the capital improvement needs of the
City of Baytown for the five year period 1965 through 1970.. The report indicated
a need for the following capital improvements:

Drainage
Parks
Public Buildings
Airport
Water
Sewer

`Mayor Liggett excused from meeting. .
The meeting was recessed for five minutes afterwhich Mayor Pro Tem Huron
called the meeting back to order in the absence of Mayor Liggett.
In the absence of both Mayor Liggett and Councilman Barnes, Mayor Pro Tem
Huron suggested that the Airport Committee's report be postponed until such time
that a full council would be in attendance. The council agreed, and the report
was postponed to a time to be arranged by the City Manager.
Bids - Uniforms for the Police Department
Bids on uniforms for the Police Department were received and tabulated as
follows:

Councilman Lively moved that the low bid be accepted. Councilman Clark se-
conded the motion. The vote follows:

Bids on one 20 cubic yard packer type collection body, rear end loader, were

Mr. Lanham suggested that bids on the packer body be tabled until Mr. Morton,
Director of Public Works, has an opportunity to inspect the• Pak -Mor unit. The
Pak -Mor rear end loader is comparatively new on the market, and before recommending
that the low bid be accepted, Mr. Lanham felt the unit should be thoroughly checked
out by the Public Works Department. Councilman Badgett moved that the low bid of
Pak -Mor Mfg. Co. be accepted, subject to approval by the Public Works Department.
The motion was seconded by Councilman Cravey. The vote follows:

Mr. Lanham recommended that the low bid be accepted. Councilman Lively
moved for the acceptance of Thad Felton's bid. The motion was seconded by Council-
man Badgett. The vote followes:

Councilman Badgett recommended that all bids on police cars be tabled and that
a committee of two councilmen together with Mr. LeFevre and Mr. Lanham be appointed
to review the specifications on police cars. The council was in agreement with Mr.
Badgett's recommendation, and Mayor Pro Tem Huron appointed Councilman Earl Lively
and Councilman Kenneth Badgett to serve on the committee with Mr. Lanham and Mr.
LeFevre.

Mr. Lanham recommended that the two pick -ups in Item #1 be purchased from
Thad Felton of Baytown, and one pick -up in Item 92 be purchased from Buck Turner
Chevrolet Co. Councilman Lively moved that the City Manager's recommendation be
accepted. Councilman Clark seconded the motion. The vote follows:
Ayes: Councilmen Clark, Bedgett, Cravey and Lively
Mayor Pro.Tem Huron
Nays: None
Adiournment
Councilman Cravey moved for the meeting to adjourn. Councilman Lively se-
conded the motion. The ayes were unanimous and the Mayor Pro Tem declared the
meeting adjourned.
