Texas met in regular session on Thursday. October 22, 1%4 at 6:30 p.m. in the Council Room of the Baytown City Hall with the following members in attendance: J. Robert Barnes Councilman David C. Mayor Edna Oliver City Clerk Minutes recorded by Mrs. Oliver's Secretary in her absence: The Mayor Pro Tem called the meeting to order, the Invocation was offered, after - which the City Clerk was instructed to read the minutes of the October 8th meeting. Councilman Badgett moved-to dispense with the reading of the minutes; they be approved as submitted in written form. Councilman Cravey seconded the motion. Mr. Chandler mentioned the fact that Thad Felton owes de- linquent taxes, therefore he could not be awarded the bid on the truck chassis. The bid was then awarded to the next low bidder, which was Kemp & Tony. Coundlman Lively moved to accept the bids of Gar -Wood and Kemp & Tony. Councilman Badgett seconded the motion. The vote follows: Ayes: Councilmen Barnes, Clark, Badgett, Cravey and Lively Mayor Pro Tem Huron Nays: None Bids for sale of Junked Motor Grader Two bids were received for the sale of a junked motor grader, They are as follows: Baytex Aviation Service Manuel R. Pease $125.00 177.50 The Motor Grader was fold to the high bidder. Discussion - Home Owners Participation in Street Improvements The Council discussed at length the policy of home owners participation in the street improvements. Councilman Clark suggested a new policy of improving streets whereby the city would make improvements where and when needed and not wait on petitions to come in. The present policy being one whereas the home owners present petitions to the Council for approval, and if approved work is then done and the home owner is assessed. Councilman Lively moved that the committee, which is made up of Councilman Clark, Mr. Lanham, Mr. Chandler and himself draw up a resolution and present it to the Council at a later date. Councilman Clark seconded the motion. The vote follows: Ayes: Councilmen Barnes, Mayor Pro Tem Huron Nays: None Traffic Committee Report Clark, Badgett, Cravey and Lively Mayor Pro Tem Huron reported that the Traffic Committee was making.a study .of in- stalling a traffic control light at West Lobit and Decker Drive. He stated that they would come back to the Council with cost figures for consideration. City Manager Lanham reported the County Commissioner is having a study made of the intersection of Park Street and Decker Drive. He stated the County may be interested In paying the cost of putting in controls with left -hand signals. City Manager Lanham was instructed to set up a meeting with County Commissioner, V. V. Ramsey., for discussion of several items, one which.would be the need for a County courthouse annex in Baytown. Councilman Barnes commended the city employees for their participation in the United Fund drive. Abandon - Roadway from Kilaore Road to Cedar Bayou Stream Councilman Badgett moved to abandon an old roadway from Kilgore Road to Cedar Bayou Stream through the Bayliss Tract; the necessary instruments to be brought to the next meeting. Councilman Lively seconded the motion. The vote follows: Ayes: Councilmen Barnes, Clark, Badgett, Cravey and Lively Mayor Pro Tem Huron Nays: None Mr. Victor Cook - Water Bill Mr. Victor Cook appeared before the Council regarding his water bill of 15.69, which he felt was too high. He stated his bill had averaged between $7.00 and $9.00 during the summer months for the past eleven years. The meter was checked and there was no explanation of the high bill. Councilman Cravey moved to lower the water bill to $8.00. Councilman Lively seconded the motion. The vote follows: Ayes: Councilmen Barnes, Badgett. Cravey and Lively Mayor Pro Tem Huron Nays: Councilman Clark 1 2072 ; E. H. Dommert - Water Service on Decker Drive Mr. E. H. Dommert appeared before the Council to request water service be extended to his property on Decker Drive. The extimated cost of the extension would. be $16.000.00 to service five buildings, four of which already have water. Three of those getting water from Fresh Water Distric No. 27 and one from a well. Councilman Cravey stated he did not feel the Council would be justified in spending this much money to serve only one customer who does not now have water. It was suggested that City Engineer, Jack Morton and Mr. Lanham talk with Jack Kelly of Fresh Water District 27, to deter- mine if it would be possible for Mr. Dommert to make connections temporily until the Council could decide on some definite action in his behalf. Water Line Extension - Decker Drive near Craigmont Subdivision The City Manager presented a request for an extension of a water line to serve three customers on Decker Drive, being; KWBA Radio Station, Ranch Body Shop and a tavern. At the present time the city is furnishing KWBA with water and KWBA in turn, is furnishing the Ranch Body Shop and the tavern. The request was discussed at length, afterwhich the Council neither rejected or approved it. Mr. Z. H. Kuehn - Reguest Paving Three Intersections in Cedar Cove Subdivision Mr. Z. H. Kuehn appeared before the Council to request the city to pave three street intersections that lie on existing rights -of -way in the Cedar Cove Subdivision; an estimated cost of $1,070.00. After discussion, Councilman Badgett recommended letting Mr. Kuehn's'contractor do the work and the city pay him the estimated cost of $1,070.00. Mr. Kuehn agreed and Councilman Cravey moved to accept this recommen- dation. Councilman Barnes seconded the motion. The vote follows: Ayes: Councilmen Barnes, Mayor Pro Tem Huron Nays: None Flashing Light - Baker Road Clark, Badgett, Cravey and Lively The City Manager was instructed to write a letter to the Missouri Pacific Rail- road requesting them to install a flashing red light at the crossing on Baker Road. Employees Life Insurance - Increase in Rates The City Manager reported to the Council that the carrier of the employee's life insurance had notified the city of an increase in rates. The present rate is $0.97 per thousand. It is to be increased to $1.19 per thousand. The Employees Insurance Committee was asked to make a study of the different plans and present one to the Council for consideration. Mr. Funderburk, head of the Committee, presented this proposal to the Council. Councilman Badgett moved to accept this proposal. Councilman Clark seconded the motion. The vote follows: Ayes: Councilmen Barnes, Mayor Pro Tem Huron Nays: None Civil Defense - Radio Units Clark, Badgett, Cravey and Lively Mr. Fletcher Hickerson presented a request to the City Council in behalf of the Civil Defense Organization asking that he be authorized to purchase two mobile radio units at $630.00 each. One to be used by the medical co- ordinator and the other by the assistant director of Civil Defense. Councilman Badgett moved to grant- the re- quest. Councilman Lively seconded the motion. The vote follows: Ayes: Councilmen Barnes, Clark, Badgett, Cravey and Lively Mayor Pro Tem Huron Nays: None City Mana er's Report The City Manager reported that he talked with Mr. Chester Pawlik of Corps Engineers in Galveston concerning the Brownwood - Lakewood levee. Mr. Pawlik stated that they are making an intensive study of hurricane needs of the entire coastal area from High Island to Freeport, including the inland areas that are affected by high tides, such as the Brownwood- Lakewood area. He stated that no funds have been appropriated by Congress for construction of the levee, but that funds were available for the study which they hope to finish in two years. Drainage - Hartt Street and Raintree Drive City Engineer Jack Morton gave a detailed report on the drainage problem on Hartt Street and Raintree Drive. Mr. Morton recommended removing the two eighteen inch cul- verts at Hartt Street and replacing them with two twenty -four inch culverts and in- stalling a twenty -four inch culvert across Ward Road. Councilman Cravey moved to accept this recommendation. Councilman Barnes seconded the motion. The vote follows: Ayes: Councilmen Barnes, Clark, Badgett, Cravey and Lively Mayor Pro Tem Huron Nays: None The City Manager submitted a proposed salary schedule to the City Council. On motion by Councilman Barnes and seconded by Councilman Lively, the Council approved the salary schedule as submitted with the understanding that if it is found that there are individual salaries that are out of line, these will be restudied. The vote fol- lows: Ayes: Councilmen Barnes, Clark, Badgett, Cravey and Lively Maya Pro Tem Huron Nays: None The City Manager was instructed to make a report on what has been done and what can be done about subdividers leaving dead -end streets. Adiournment Councilman Badgett moved for the meeting to adjourn. Councilman Lively seconded the motion The ayes were unanimous and the Mayor Pro Tem declared the meeting ad- journed.
