1964 05 20 CC Minutes, Special2022 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN May 20, 1964 The City Council of the City of Baytown. Texas met in special session on Wednes- day, May 20, 1964 at 5:30 p.m. at Holiday Inn with the following members in attendance: Seaborn Cravey Robert Barnes Kenneth E. Badgett M. E. Lively J. C. Huron David C. Clark C. L. Liggett Fritz Lanham George Chandler Jack Morton Councilman Councilman Councilman Councilman Councilman Councilman Mayor City Manager City Attorney Director of Public Works The Mayor called the meeting to order and the following business was transacted: Aaoointment of Board of Equalization APPOINTMENT OF BOARD OF EQUALIZATION ORGANIZATION OF BOARD OF EQUALIZATION BE IT REMEMBERED, that on this the 20 day of May, 1964, the City Council of the City of Baytown, Harris County, Texas, met in session at the Holiday Inn at 5:30 p.m. in the City of Baytown, Harris County, Texas, and among other things coming before said Council for consideration was the appointment of three suitable persons. to act as a Board of Equalization for said City of Baytown, Texas for the year 1964. The following members of said City Council of the City of Baytown were present' and participating: C. L. Wagett Robert Barnes Kenneth Badgett Seaborn Cravey David Clark M. E. Lively J. C. Huron Me yor Councilman Councilman Councilman Councilman Councilman Councilman On motion by Councilman Lively. seconded by Councilman Clark, the following, parties were selected to act as a Board of Equalization. all members voting in the affirmative: Mr. Carter H. Miller Mr. R. R. Pruett Dr. Charles L. Umholtz The caption of the Ordinance follows: ORDINANCE NO. 722 AN ORDINANCE APPOINTING A BOARD OF EQUALIZATION TO SERVE FOR THE YEAR 1964; FIXING THE TIME OF THE FIRST MEETING OF SAID BOARD AND AUTHORIZING SAID BOARD TO EXERCISE THE POWER AND FULFILL THE DUTIES CONFERRED UPON IT BY THE CHARTER OF THE CITY OF BAYTOWN. 2023 fL.l. i I _ c/) Appointment - Architect for Proposed Community Center The Council heard a report from a committee composed of Councilmen Lively, Clark and Badgett which had been appointed to consult with architects, review their work and qualifications and review proposed contracts. After hearing these reports, the Council, by secret ballot, appointed Mr. Lowell Lammers as the architect for the proposed Community Center, City and School Participate Costs - Storm Sewer Installation near Travis School The Council heard a report from Councilmen Barnes and Huron on a meeting held with representatives of the School Board. It was reported that the joint committee of City and School representatives recommend to the City Council. and School Board that the two bodies participate, on a 50 -50 basis, in the installation of a storm sewer in the ditch adjacent to Robin Road near Travis School. On motion by Councilman Barnes, seconded by Councilman Badgett, the recommendation was approved and the vote follows: Ayes: Councilmen Barnes, Clark, Badgett, Cravey, Lively and Huron Mayor Liggett Nays: None It was also mentioned that some of the property owners across the street from this ditch wish to participate in the installation of a storm sewer. The Council agreed that the policy previously followed by the City whereby the property owners furnish the material and the City install the pipe would be applied in this case where property owners wish to participate. Other Items - Joint Meeting Other itnes reported on as a result of the joint meeting of the City Council and School Board representatives were as follows: 1. The possibility of a joint City - School Tax Office. The City Council agreed this should be given further study. 2. The street lighting on Lee Drive near Lee College. 3. The extension of a water line from the city's main at Baker Read and Garth Road to the new school site. 4. The need for sewer service for the new high school. .In.this connection, the City Council agreed to receive a proposal from Bernard- Johnson Engineers, Inc., covering work which they would do in connection with plans for a sewage treatment plant to serve the school and the nearby area. Adjournment Councilman Badget moved for the meeting to adjourn. Councilman Huron seconded the motion.
