MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN

The City Council of the City of Baytown, Texas met in special session on Monday.
September 16, 1963 at 5 :30 p.qt. in the-Council Room of the Baytown City Hall with
the following members in attendance:

Mayor Pro Tem Cravey called the meeting to order, the Invocation was offered,
afterwhich the following business was transacted:
Award Bid Water Line - John 0. Trimm
City Manager LeFevre submitted a detailed break -down of the water main bids
opened at the September 12th meeting. He reported that John Q. Trimm Construction
Company was low bidder on the base, alternate 1 and alternate proposals. The council
discussed the bids at length as heretofore only cast iron pipe has been used for
water mains and the city's subdivision ordinance prevents the use of cement
asbestos pipe. By accepting the cement asbestos water line bid, the city will realize
a possible savings. After careful and lengthy discussion, Councilman Lively maed to
accept the Alternate Bid proposal No. 2, cement asbestos water line for the Garth
and Baker Road projects. Councilman Badgett seconded the motion. The vote follows:

Councilman Cook then moved to accept the low bid of Trimm Construction Company
in the amount of $62,031.10 as contractors for the installation and completion of
the Garth and Baker Road water line projects. Councilman Badgett seconded the motion.

A. J. Busch, Jr. - Engineering Firm - Massey- Tompkins and Bob Smith Road Project
City Manager LeFevre reported that he had consulted and hired A. J. Busch,: Jr.,
as consulting engineer to make a detailed study an the Massey- Tompkins -Bob Smith
Road projectbased on projected long -range planning installation. Councilman Badgett
moved to instruct the City Manager to proceed with such engineering. Councilman Ansley
seconded the motion. The vote follows:

Mater and Sewer Service Lines - Normandy Apartments
Mr. Bill Ehrhardt again appeared before the council for a decision on his
request for city participation in the costs of extending water and sanitary sewer
services to a proposed apartment project, namely. Normandy Apartments. At the last
meeting the council had asked for a cost estimate on the difference in cost of the
2 -inch water main and recommended 6 -inch water main; the 4 -inch sanitary sewer main
and the recommended 8 -inch sewer main. City Manager LeFevre reported that the
entire difference in cost was $1.350.00. Of this amount $160.00 is sewer line and
$1.190.00 water line. The council readily agreed upon paying the difference in
cost of the sewer main but several alternates were suggested for the water main.
After some time the developer proposed to secure the necessary easement, tie -in and
lay a 6 -inch water main from East Texas Avenue to a point agreed upon by his Fire
Insurance Carrier; the city can then continue on with the installation of a 6 -inch
main to the county drain ditch, bearing the difference in cost of the pipe, and
complete the extension with a 2 -inch main under Tri City Beach Road to loop with the
Roseland Oaks 6 -inch main. This proposal was agreed upon by the Council but a
written agreement will be executed by both parties setting forth the intent and
purpose of the negotiation. Councilman Lively moved to approve the expenditure of
the difference in cost of the 4 -to 8 -inch sewer main and the 2 -to 6 -inch water main
service extensions to Normandy Apartments as per written agreement; the city to
complete the loop under Tri -City Beach Road with a 2 -inch water line to tie -in to
the Roseland Oaks Subdivision 6 -inch water main. Councilman Badgett seconded the'
motion. The vote follows:

Transfer Resolution
Councilman BadgetV,moved to adopt resolution transferring $700.00 to pay for
expenses of the Council and office supplies:.and postage for the tax department.

The Council again discussed the waterline extension on Fisher Road. They agreed
that a need existed but the city was in no position to bear the entire cost of
such installation. Councilman Ansley moved to authorize the City Manager to contact
all interested parties with a proposal for them to buy the pipe and the city will
use its manpower and equipment to install. Councilman Cook seconded the motion.

Execute Contract Agreement - City of Baytown - Griffenhagen- Kroeger. Inc.
The Council discussed the terms of agreement set forth in an instrument by and
between the City of Baytown and Griffenhagen - Kroeger, Inc., management consultants.
The agreement was outlined in nine parts, all of which were approved with the
exception of part nine (9) which provided for the consultant to be paid an additional
amount based on actual profession staff time without provided for negotions between
the city and the consultant. It was proposed that Vie section be amended to read:
"In the event that City desires the service of G -K in connection with the further
study of administrative problems or the implementation of approved recommendations.- 17
G-K shall tie paid an additional amount to be negotiated between the City of Baytown
and G-K or based on actual professional staff time, inc." Councilman Ansley moved
to approve the contract agreement, as amended, and authorized the excution of the
Instrument by the Mayor of the City of Baytown, Councilman Cook seconded the
motion. The vote follows:

Commendation - Chief of Police Forche'
The Council praised Police Forche' for the excellent job he is doing in
the operation of the police department. Councilman Huron moved to commend Chief Forche'
for the excellent and proficient job he is doing in the operation of the Police
Department. Councilman Cook seconded the motion. The vote follows:

Dedicate 1963 -69 Budget - City Manager LeFevre
Councilman Ansley moved to dedicate the 1963 -69 budget to City Manager LeFevre;
David Funderburk, City Controller, be instructed to write the Budget Message.
Comcilman Lively seconded the motion. The vote follows: -

Miscellaneous
The City Manager was instructed to ask for bid proposals on all printing work
to be done by the City of Baytown.
The City Manager was asked to list all city employees using city vehicles, and
because of the nature of their work, taking them home after work hours. Also, to
see that decals have been stamped on all city -owned equipment.
The Council informally agreed to expend monies to send one or more council repre-
sentatives to investigate city manager applicants in cities where they are presently
serving as City Manager after the list has been carefully reviewed and a selection of
three or four candidates has been submitted by the City Manager Committee.
A Committee will study the city's present Fire Zone Ordinance and bring it up to
date to include the recently annexed areas along North Main, Decker Drive, and Bayway
Drive. The revisions will be presented to the Council for approval upon completion.

Councilman Badgett moved for the meeting to adjourn. Councilman Lively seconded
the motion. The ayes were unanimous and the Mayor Pro Tem declared the meeting adjourned.
