THE CITY COUNCIL OF THE CITY OF BAYTOWN
June 27, 1963
The City Council of the City of Baytown, Texas met in regular session
on Thursday, June 27, 1963 at 6:30 p.m. in the Council Room of the Baytown,
City Hall with the following members in attendance:

The Mayor called the meeting to order. the Invocation was offered, after -
which the City Clerk was instructed to read the minutes of the June 13
meeting. Councilman Ansley moved to dispense with reading of the minutes;
They be approved as submitted in written form. Councilman Cook seconded
the motion. The vote follows:

Accept Bids - Compressor - West Main Disposal Plant
Councilman Cravey moved to accept the recommendation of the Director
of City Operations and approved the low bid of Gardner - Denver Company on the
compressor to be installed at West Main Sewage Treatment Plant; bid price, 71
$5.595.00. Councilman Lively seconded the motion. The vote follows:
Ayes: Councilmen Cravey, Cook, Badgett, Ansley. Lively and Huron

Adopt - Civil Service Handbook
Councilman Cook, spokesman for the Committee appointed to review the
Civil Service Handbook, reported that meetings ha& been held, discussed and
met mutual agreement and understanding on a number of points, found that
revised rules as set forth in the Handbook are satisfactory and recommended
that the Council adopt the rules as set forth in the Handbook of Civil
Serv1m Rules for Firemen and Policemen of Baytown. Councilman Lively
moved to accept the recommendation of the Committee; the Rules as set forth
be adopted by the Council. Councilman Badgett seconded the motion. The vote
follows:
Ayes: Councilmen Cravey, Cook, Badgett, Ansley. Lively and Huron

Unfinished Business
Wood Shingles Fire Department has completed approximately 75% of
the survey; will resume the work when vacation schedules are over.
Truck Route City Attorney will check with Humble Legal Department
relative to required right -of -way.
Fruit & Produce Ordinance City Council received copies of a proposed

Fruit and Produce Ordinance which will be studied during the interim; the
Council will dispose of this order of business at the next regular meeting.
Barker Eau Plant The egg plant is in the process of being closed as the
owners have plans to dispose of the plant at its present location. In the
meantime. sanitary measures are being followed as recommended by the City
Sanitarian Muennink in order to suppress odors, flies and other health hazards.
Locatina Boat Rama -Goose Creek Stream City Attorney Chandler will work with
the City Manager and City Engineer in locating a suitable site along Goose
Creek stream for a boat ramp easily accessible to the Gulf Hill Parksite.
Hugh Echols, local banker, has offered to assist with a portion of the cost
if this is found to be necessary to acquire a suitable site; also. County
Commissioner Ramsey will build the ramp when the site has been definitely
located, at no cost to the City.
Ordinance - Abandoning Street Wooster Baptist Church
The Council received a request from the Wooster Baptist Church 'for the
City to abandon a traffic circle at the end of Winkler Drive, a dead -end
street located behind the Wooster Baptist Church. The Church has recently
purchased all of the property abutting upon the dedicated street easement
and plans are being made to develop the entire area as recreational facilities
for the church. The Council was in agreement with the request and the
City Manager introduced and read an ordinance abandoning and quitclaiming all
interest in said portion of Winkler Drive. Councilman Ansley moved to
adopt the ordinance as read. Councilman Lively seconded the motion. The
vote follows:

ORDINANCE NO. 688
AN ORDINANCE DISCONTINUING, ABANDONING FOR PUBLIC USE, AND CLOSING
A PORTION OF WINKLER DRIVE ADJACENT TO LOTS 6. 7. 8. 9, 10, 11
AND 12 IN BLOCK 22 OF LAKEWOOD SUBDIVISION, SECTION "DII, AND
ABANDONING AND QUITCLAIMING ALL INTEREST OF THE CITY OF BAYTOWN
AND THE PUBLIC IN AND TO SAID PORTION OF WINKLER DRIVE, AND
AUTHORIZING THE MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST
AND DELIVER A CONVEYANCE TO THE ABUTTING OWNER.
Committee Reports
Councilman Lively gave a brief report on the meeting of the Waterways
Development Committee with the Army Corps of Engineers in Galveston relative
to progressive development of this type program for Baytown. Mr. David Moore
of the Chamber of Commerce is chairman of the Committee. Mr. Blackwood
of Gulf Oil Corporation was also added to the listing as a member.
Councilman Lively was named as a member of the Industrial Attractions
Committee; the City Manager and City Attorney will conduct a survey to
determine if the new Gulf Oil Corporation plant on Highway 73 will be
within a 2 -mile radius of Baytown. This survey is to be completed prior to
August 18th.
Dr.'M. E. Hunter was named as the 8th member of the Park and Beautifi-
cation Committee. 'Councilman Ansley gave a written report on the work
done at the June 18th and 25th meetings and presented several recommendations,
such as. (1) Looking toward future by acquiring land by donation, purchase
or condemnation of property for delinquent taxes; (2) Parksite in the
Ponderosa - Craigmont area be named McElroy Memorial Park in honor of the
Late Nelson'McElroy; (3) contact each Church and Civic Club relative to the
sign to be erected near the Baytown -La Porte Tunnel; this contact to be
made in writing so each may be better informed and solicit their cooperation
in assisting in the cost by paying for the cost of their own sign plus an

additional $25 donation; (4) As a beautification matter, the Council should
study the shacks being built in conjunction with produce stands. Besides
being unsightly this situation constitutes a fire hazard; (5) the sign be
removed from the Thomas Circle site and the Circle be further beautified
by the Morrell Park Garden Club who started the project; (6) City and
Park-Committee work with the Federation of Garden Clubs in beautifying
the espanade on Highway 146. City Attorney Chandler was asked to contact
Mike Munoz and Dr. Langford relative to a written agreement to place
movable playground equipment on a proposed parksite at the end of West Humble
Street.
Councilman Huron reported that the Airport Committee is presently
working on a three -part program of City - owned. City- County owned and /or
City- private owners airports. Since any one of the 'three programs constitute
a large sum of money, it will be about 2 months before the committee has
finalized its plans and can present an intelligent report to the Council
for its perusal.
The Council discussed and approved the construction of a 10 -inch
waterline under the proposed Decker'Drive Spur 330 construction prior to
its completion. This construction is part of an overall plan included in
the proposed $129,000 improvement project recently presented to the Council
for the Decker Drive, Baker Road to Bayway Drive route. Councilman Cook
also suggested that a large size sewer main should be installed within the
easement for future sewer main expansion since it would be more economical
to do at this time. The City Manager and the City Engineer will take the matter
under study and make a report at the next meeting.
--Traffic Committee - No - Parking West Main Street
Councilman Cravey moved to accept the recommendation of the Traffic
Committee and all parking will be eliminated on West Main Street from Lee
Drive to the Goose Creek bridge NO PARKING signs to be installed at intervals.
Councilman Ansley seconded the motion. The vote follows:

Traffic Committee - SW. Defee Street Remain One-Way
Councilman Huron reported on the request of the Baytown Hospital for
the restoration of 2 -way traffic'on West Defee. A traffic count has been made
and 1,000 more cars use West Defee a one -way street than do West Pearce
a 2 -way street which is 8 -feet wider than West Defee. In making the
request, the manager of Baytown Hospital stated that many patients have
difficulty reaching the hospital without covertfi%'Jour to six extra blocks
and upon several occasions the ambulance has entered the Hospital Emergency
drive from the wrong direction because of the serious condition of a patient.
The Committee recommended that West Defee remain a one -way street. However, any
ambulance driver carrying an emergency patient from the east side of town
will not be penalized for entering West Defee from the wrong direction of
he has proper police escort and it is declared an emergency by the proper
authorities. The Council approved the recommendation and the City Clerk
will so inform Mrs. Duplantis, Manager of the Hospital, of the action of the
Council.
The Traffic Committee will be composed of Councilmen Seaborn Cravey. J. C. Huron,
R. H. Turner. Police Department, and Corporation Court Judge Ward.
Meeting - Saturday Afternoon - Preliminary Plannina
The City Council will hold an informal meeting on Saturday. June 29
relative to an economic survey of the City of Baytown in the near future.

Live Stock Control Ordinance
A Public Hearing will be held on Tuesday, July 9th on the proposed
Live Stock Control Ordinance. The meeting will be held in the Council
Room of the Baytovo City Hall at 7:00 o'clock p.m. A committee composed
of Henry Dismukes, Mr. Daniels, Mr. Anderson, Odis Muennink, Councilman
T. E. Cook and City Attorney Chandler, was appointed in conjunction with
this ordinance.
Pest Control Ordinance
The Council Discussed the contents of the proposed Pest Control Ordinance
however, further action was deferred until a later meeting. In the meantime
local exterminators will be asked to review the proposed ordinance and present
any changes deemed advisable.
Citv Maaaaer`s Report
City Manager LeFevre reported that he has made some study on the
naming of a Chief of Police for the City of Baytown. To date he has no
definite recommendations but it is possible that he will have some appli-
cants to meet with the Council at one of its special informal meeting within the
near future.
Bids have been advertised and will be received on North First, East
James and East Foyle for the July 11th meeting.
City Manager LeFevre reported that representative of the Southern Pacific
railroad has met with him relative to the painting and maintenance of
the locomotive at Roseland Park. Since the representative expressed and
Interest in a complete restoration of the engine, it was agreed that he
will send a man, who has done this type work for the company, to look at
the engine and it is possible he may have a suggestion which will be cheaper
than the bid quotations recently submitted to the Council.
Clean-Up Procram
Mayor Liggett urged the Council to give all possible assistance in
promoting the Clean -up program for the beautification of Baytown, Councilman
Badgett moved to endorse the proposal and to make awards to the persons
making the best improvements to their premises and to those making the best
suggestions for permanent clean -up and beautification of the community.
Councilman Cravey seconded the motion. The vote follows:

New Jersey Street
The Traffic Committee will meet with Director of City Operations Busch
for a discussion of the proposed improvement to New Jersey Street. Since it
is a narrow street and near two schools. some discussion is necessary on
the feasibility of restricting parking to one side of the street or making
it a one -way from Kentucky to Missouri. It was suggested that the entire
street program be reviewed on the basis that the council is not getting
enough takers. A review may reveal some manner in which the street improve-
ment program may be accelerated to effect the street improvement at an earlier date.

Councilman Badgett moved for the meeting to adjourn. Councilman Ansley
seconded the motion. The ayes were unanimous and the Mayor declared the meeting
