MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
February 28. 1%3
The City Council of the City of Baytown, Texas met in regular session on
Thursday. February 28, 1%3 at 5:30 p.m. in the Council Room of the Baytown
City Hall with the following members in attendance:

The Mayor called the meeting to order. the Invocation was offered. after -
which the City Clerk was instructed to read the minutes of the February 19th
meeting. Councilman Ansley moved to dispense with the reading of the minutes;
they be approved as presented in written form. Councilman Hansen seconded the
motion. The vote follows:

Open Bids - Sandblasting and Painting Locomotive at Roseland Park
Bids on sandblasting and painting the locomotive at Roseland Park were
opened and tabulated as follows:
McCune Paint Company, Baytown. Texas $975.00
Umphenour Painting Co.. Houston, Texas 985.00
Phillips C Co.. Baytown. Texas 917.00
The Council accepted the bids. the City Clerk was instructed to record
same in the minutes but no further action will be taken on the bids until
a study has been made. This study will be made in cooperation with the Park
Committee.
Committee Reports
Park Site Committee - Ben Love
Mr. Ben Love gave a report on the Gulf Hill Park Site. Three points were
discussed, namely: the south property line. the stipulation of the Gulf Company
for indemnity by City on the 30 -acre tract and the concrete slabs and pits
on the ground site.. Copies of the Gulf Corporation deed instrument will be
mailed to each councilman for study before the City continues its negotiations
for the 5 -acre park site on Gulf Hill, through the City Attorney.
Contact General Telephone 4 8- -Party
Councilman W. L. Ward and City Attorney Chandler were instructed to
contact officials of the General Telephone Company relative to the charge
presently levied against persons serviced on an 8 -party service cable.
If the City and telephone officials .can agree.upon a compromise charge the
city's telephone rate ordinance can be amended to include this provisions for
8 -party service connections and a Public Hearing can be waived; otherwise
it will be necessary to proceed through channels of a public hearing, etc.

Traffic Committee - One -Way Felton From Williams to K -Mart Plaza
Councilman Ward moved to accept the recommendation of the Traffic Committee
and designate Felton Street, from Williams Street to the K -Mart Plaza a one -
way street south. This was-,done to eliminate a prevailing traffic problem.
Councilman Ansley seconded the motion. The vote follows:

Tiller - Street Maintenance Reauest - Unnamed Street - Off Kilgore Road
The Council heard the request of Glynn Tiller, a resident of an unnamed Street
lying off Kilgore Rad near Pecan Manor, for maintenance of a street which was
dedicated to the County at the time of the City's annexation of Water District
No. 30. The street does not conform with the requirements of the City's sub-
division ordinance as it does nothave a 50 -foot easement dedication, however,
it is included within the City limits of Baytown. After some discussion, Council-
man Ansley moved to agree to the maintenance of the street with the understanding
that the city, in so doing, does not accept a street dedication since it does
not conform to the designated width set forth in the City's subdivision ordinance.
Councilman Bryan seconded the motion. The vote follows:

Municipal Engineering Company - Preliminary Approval New Subdivision
Councilman Ward moved to give preliminary construction approval to a
new subdivision which is being developed by Municipal Engineering Company.
Councilman Huron Seconded the motion. The vote follows:
Ayes: Councilmen Ward, Hansen, Ansley, Huron and Bryan

Councilman Ansley moved to instruct the City Manager to aid and assist
the Municipal Engineering Company in its subdivision development project by
extending the necessary sewer and water mains to the property line of the
proposed development. Councilman Huron seconded the motion. The vote follows:

Miscelleanous Items
Copies of the recommendations from the Baytown Nuclear Defense Committee
were distributed to the City Council. A study will be made and definite
action on the recommendations will be taken at a later meeting..
The City Attorney was instructed to write for copies of a Swimming Pool
Ordinance which will require some measure of protection for private and public
swimming pools.
Councilman Huron suggested that all residents of Baytown be given an
opportunity to express by vote, on the preferred manner in which the garbage
pick -up service is to continue if the Council extends this right to the newly
annexed areas of Water Districts No. 8 and 58.
The City Manager and City Attorney were instructed to study the proposal
for property owner participation in storm sewer projects. Councilman Huron said
he had been contacted by interested parties who proposed such a plan. A report
will be made on the findings of the Committee at a later date.

The City Attorney was instructed to give a legal opinion on what should
be done with monies taken in gambling raids. Heretofore it has been the policy
to give the money taken in a raid to the person making bond for the offenders.
Street Liahts - Market Street
Councilman Ward moved to authorize the installation of eighteen (18) street
lights on Market Street between the circle and bridge crossing Goose Creek Stream.
Councilman Ansley seconded the motion. The vote follows:
Ayes: Councilmen Ward, Ansley, Hansen. Huron and Bryan

Nays: None
Street Lights - Newly Annexed Areas
Councilman Ansley moved to instruct the City Manager to proceed with plans
for the installation of street lights, as per committee recommendation, within
the newly annexed areas of Brownwood, Lakewood, Wooster, Craigmont and Country
Club Oaks Subdivisions, plus any additional lights deemed necessary for the
welfare and protection of residents within the areas. Councilman Hansen seconded
the motion. The vote follows:
Ayes: Councilman Ward, Ansley, Hansen, Huron and Bryan.

Sharp - Park Committee
The Council accepted the recommendation of the Park Committee and R. M.
(Bob) Sharp was named as a member of the Park Site Committee, presently
chaired by John Martin.
Hansen - Study Advisory Board
Councilman Hansen was appointed as a committee of one to study the Baytown
Advisory Board set up and submit recommendations for its continuance or dis-
bandonment.
Adjournment
Councilman Ansley moved for the meeting to adjourn. Councilman Huron seconded
the motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
