1962 08 23 CC Minutesimm MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN August 23, 1962 The city council of the City of Baytown, Texas met in regular session on Thursday, August 23, 1962 at 5:00 p.m. in the Council - Room of the Baytown City Hall with the following members in attendance: Seaborn Cravey Councilman Velma J. Ansley Councilman J. C. Huron Councilman Al Clayton Mayor J. B. LeFevre City Manager George Chandler City Attorney Edna Oliver City Clerk Absent: W. L. Ward Councilman C. A. Hansen Councilman J. M. Bryan Councilman The-Mayor called the meeting to order, the Invocation was offered, afterwhich, the City Clerk was instructed to read the minutes of the August 9 meeting. Councilman Ansley moved to dispense with reading of the minutes; they be approved as submitted in written form: Councilman Cravey seconded the motion. The vote follows; Ayes: Councilmen Cravey, Ansley and Huron Mayor Clayton Nays: None Protest Application - On Premise Beer License - Airhart Drive at Hunter The City Manager presented a petition bearing the signatures of i7 nine persons protesting the approval of an application for an On- Premise Beer License at Domingo's Bar; said bar to be located at the corner of Airhart Drive and Hunter Street. The original applica- tion was filed, within the-5-day waiting period, with the City Clerk. According to Ordinance No. 491, those protesting the issuance of such a license must live within 300 feet of the proposed location., The City Manager was instructed to have the footage checked; if as many as five (5) persons, shown on the petition, reside within the 300 foot radius, he is to bring the problem back to the council and a proper hearing will be held. If not, he is to authorize the City Elerk to sign and return the application if it has met the approval of the Fire Marshal. Electrical.Inspector and Health Officer. Approve - Paving ,& Site Work - Sterling Municipal Library Lowell Lammers, Architect, presented a drawing of the proposed paving and site work on the grounds of the Municipal Library site. The plans included paving, curbs and gutters, walks, sprinkler systen, stone fill, fence, fill soil and grass and flagpole; total cost of improvement approximate $22,000. These plans had the approval of the Library Advisory Board. In addition, Mr. Lammers proposed the construction of two planters on the grounds with the identification lighting of Sterling Municipal Library. These were not included in the estimate of cost. After some discussion. Councilman Ansley moved to approve the paving and ground site as outlined; the architect be instructed to advertise for bids on the plans of the proposed improvements, excluding the planters. Bids for these will be sought after the Council has reviewed the cost estimates. Councilman Cravey seconded - the motion. The vote follows: Ayes: Councilmen Cravey, Ansley and Huron Mayor Clayton Nays: None I r 1802 Complaint - Strickler Traffic Congestion -One Way Streets Jack Strickler, President of the Harris County Savings 8 Loan Association and Robert Gillette of the Reid, Strickland, Gillette and Ramsey, Attnys firm petitioned the Council to restore 2 -way traffic on North Gaillard Street from W. Defee to W. Sterling to eliminate a congestion which.is caused by persons trying to get to the two business firms. Mr. Strickler stated that their present parking lot facilities are inadequate to care for the regular clientele and customers of the two firms; he proposed an alternate of removing all parking meters on West Sterling, forbidding any type parking on the street and making it a two way traffic artery. After some discussion, the Mayor referred the request to the Traffic Committee for its perusal. A report will be made on its findings at a later meeting. Resolutions The City Manager introduced and read the following resolution: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS AUTHORIZING THE CITY MANAGER TO TRANSFER, WITHIN THE GENERAL FUND BUDGET, CERTAIN FUNDS FROM ONE CLASSIFICATION TO ANOTHER. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN: THAT the City Manager of the City of Baytown be hereby to transfer, within the General Fund Budget, the following ifications, to -wit: The City Manager introduced and read the following resolution: MISCELLEANOUS INSURANCE AUTHORIZING THE CITY MANAGER TO TRANSFER FIFTY ($50.00) DOLLARS From: 702 -6 -3 Miscelleanous Service $ 47.50 To: 702 -7 -8 Medical Care that the City Manager of the City of Baytown be authorized to trans- $ 47.50 INTRODUCED, READ, and PASSED by a majority of the City on this the 23rd day of August, A. The vote follows: Ayes: Councilman Cravey, Ansley and Huron Mayor Clayton Nays: None Ordinance - Street Name Changes - Uniformity The City Manager introduced and read an ordinance changing the names of certain streets within the city of Baytown to provide greater street name uniformity. The streets effected were: Lacy Drive and Rosille Drive to Ivie Lee Drive; Cedar Lane to Narcille Street; Woodside Drive to Hartt Drive and Davis Road to Ward Road. Councilman Cravey moved to adopt the ordinance as read. Councilman Huron seconded the motion. The vote follows: Ayes: Councilmen Cravey, Ansley and Huron Mayor Clayton Nays: None The caption of the ordinance follows: ORDINANCE NO. 656 AN ORDINANCE CHANGING THE NAMES OF CERTAIN STREETS WITHIN THE CITY OF BAYTOWN, TEXAS, IN ORDER TO PRO- VIDE FOR GREATER STREET NAME UNIFORMITY; AND PRO- VIDING FOR THE EFFECTIVE DATE THEREOF. Advertise Bids - Topping of Harbor Drive City Manager LeFevre submitted a figure of $7,625.00 as an L estimated cost of topping Harbor Drive, from Market to the Missouri - Pacific Railroad tracks. The City Engineer had found the street base to be in good condition and with a few minor base repairs, the street can be topped with 2- inches of hot mix asphalt. The street will then be in first class condition. Councilman Huron moved to instruct the City Manager to ask for bids on the topping of Harbor Drive, from Market Street to the Missouri - Pacific RR tracks. Councilman Cravey seconded the motion. The vote follows: Ayes: Councilmen Cravey, Ansley and Huron Mayor Clayton Nays: None Committee Report - Garbage Contract Councilman Huron submitted a written report on the investiga- tion of the Committee appointed to study the economics of the City of Baytown contracting the pick up and disposal of domestic garbage C and trash. The yearly cost incurred by the City to operate the Waste and Disposal Department is approximately $170,000; a cost of $1.66 per month per unit based on an average of 8,500 units. The committee has secured proposals from three reputable contractors and it appears that a savings of approximately $38,000 a year can be experienced by the City as the cost per unit will be $1.29. This does not include the $18,000 proposed for the 1962 -63 budget to buy two new packer -type trucks for the Garbage Department. Other agreements were set out, such as, purchase of existing equipment at market value, hire City Employees affected by transition, assume responsibility for land -fill site, etc. The report was accepted and will be discussed more fully during the annual budget review which will begin the week of August 26th. Miscelleanous The City Manager reported that City Employees decided to renew their hospitalization contract with Great American Reserve Company for another year. The employees will absord all increase in premium costs which becomes effective September 1. I Proposed changes to Civil Service Rules were passed out j to the Council for perusal. Robert Donnelly, Director of Civil Service Commission elaborated on the reasons for the changes. No action will be taken on the proposed changes until a later meeting. The council deferred action on the recommendation of the Library Advisory Board concerning the plaque to be placed in the entrance foyer. This order of business will be concluded when all members of the City Council are present. The City Manager was instructed to advertise in Texas Town 8 Country, the Texas Municipal League publication, for a trained Tax Appraiser who will conduct a revaluation survey throughout the City of Baytown. Operational Agreement - Texas Highway Department - Park Site G. C. Carlton, representing the Baytown Junior Chamber of Commerce, solicited the assistance of the City Council in acquiring approximately 10 acres located at Highway 146 and Alexander Drive, across from East Republic Street, as a park site. It will be developed by the Jaycees but they cannot obtain the land; the city must enter into an agreement with the State Highway Department since the site is located within the City limits of Baytown. Councilman Cravey moved to instruct the City Manager to enter into an operational agreement with the Texas Highway Department for the 10 acre site which will be developed into a playground with modern playground equipment and a baseball diamond. Councilman Ansley seconded the motion. The vote follms: Ayes: Councilmen Cravey, Ansley and Huron Mayor Clayton Nays: None Ad.iounment Councilman Cravey moved for the meeting to adjourn.
