1962 07 26 CC Minutes1791 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN July 26, 1962 The City Council of the City of Baytown, Texas, met in regular session on Thursday, July 26, 1962, at 5:00 o'clock p.m. in the Council Room of the Baytown City Hall with the following members in attendance: Seaborn Cravey Councilman W. L. Ward Councilman C. A. Hansen Councilman Velma J. Ansley Councilman J. C. Huron Councilman Al Clayton Mayor J. B. LeFevre City Manager George Chandler City Attorney Edna Oliver City Clerk Absent: James M. Bryan Councilman The Mayor called the meeting to order, the Invocation was offered, afterwhich, the City Clerk was instructed to read the minutes of the regular meeting. Council- man Ansley made the following correction to the minutes: "Library Equipment Con- tracts - Issue purchase orders for Library equipment to the following: Remington - Rand, $11,936.90; Art Metal, $18,555.78; Matherne's, $3,738.36." With this correc- tion, Councilman Ansley moved that the minutes be approved, as amended. Council- man Ward seconded the motion. The vote follows: Ayes: Councilmen Cravey, Ward, Hansen, Ansley, Huron Mayor Clayton Nays: None Final Approval - Ridgewood Subdivision, Section II Mr. W, D. Broyles, representing the developers of Ridgewood Subdivision, asked Council for final approval of Section II. City Manager LeFevre.reported that he and City department heads, directly affected by the subdivision construction, have in- spected the development and the major requirements are in place. Several minor details must be completed, however, such as, clean up, back -fill, etc. It was his recommendation that final approval be given subject to completion of the minor details; the linen plat to be held by the City Clerk until she receives delivery instructions from the City Manager. Councilman Ward moved to grant final approval to Ridgew66d Subdivision, Section II,, subject to approval of the City Dlanager; the City Clerk be instructed to hold linen plat until she receives instruction from City Manager to deliver executed linen plat to developer. Councilman Cravey seconded the motion. The vote follows: Ayes: Councilmen Cravey, Ward, Hansen, Ansley, Huron Mayor Clayton Nays:= None Henceforth, developers will be notified that all details, including clean -up, back -fill, valley - gutter, etc. must be completed prior to the'presentation of the linen plat asking the City Council for final approval of subdivision development. Resolution - Approvina Application and Cooperation Agreement - Amendment PHA B. H. Manning, a representative of the Federal Public Housing Administration and members of the Baytown Housing Authority, met with the Council to discuss the proposed construction of 50 low -rent housing units which will be occupied by elder- ly persons. In March, 1956, an election was held within the City of Baytown, for the purpose of approving of disapproving additional Federal Public Housing, not to exceed 150 units, for the City of Baytown. The election carried in favor of the construction; to date 100 of the units have been built and are now occupied. The Housing Authority is presently asking for adoption of a resolution, by the City Council (for the construction of the 50 remaining units. Mr. Manning and housing authority commissioners answered questions directed to them by members of the Council; the City Manager introduced and read the following resolution: RESOLUTION RESOLUTION APPROVING APPLICATION FOR PRELIMINARY LOAN FOR LOW -RENT PUBLIC HOUSING AND APPROVING ANIEND51ENT TO COOPERATION AGREEMENT WITH THE HOUSING AUTHORITY OF THE CITY OF BAYTOWN WHEREAS, it is the policy of this locality to eliminate substandard and other inadequate housing, to prevent the spread of slums and blight, and to realize as soon as feasible the goal of a decent home in a suitable living environment for all of its citizens; and WHEREAS, under the provisions of the United States Housing Act of 1937, as amended, the Public Housing Administration is authorized to provide financial assistance to local public housing agencies for undertaking and carrying out prelim- inary planning of low -rent housing projects that will assist in meeting this goal; and WHEREAS, the Act provides that there shall be local determination of need for low -rent housing to meet-needs not being adequately met by private enterprise and that the Public Housing Administration shall not make any contract with a public housing agency for preliminary loans for surveys and planning in respect to any low -rent housing projects unless the governing body of the locality involved has by resolution approved the application of the public housing agency for such pre- liminary loan; and WHEREAS, the Housing Authority of the City of Baytown (herein called the " Local Authority ") is a public housing agency and is applying to the Public Housing Administration for a preliminary loan to cover the costs of surveys and planning in connection with the development of low -rent housing; NOW, THEREFORE , be it resolved by the City Council of the City of Baytown, as follows: 1. There exists in the City of Baytown a need for such low -rent Housing at rents within the means of low - income families; 2. The application of the Local Authority of the Public Housing Administra- tion for a preliminary loan in an amount not to exceed $10,000.00 for surveys and planning in connection with low -rent housing projects of not to exceed approxi- mately 50 dwelling units is hereby approved. BE IT FURTHER RESOLVED that the amendment to the Cooperation Agreement be- tween the City of Baytown. Texas and the Housing Authority of the City of Baytown, Texas is approved and the Mayor is hereby authorized and directed to execute the amendment to the Cooperation Agreement in the name of the City and the City Secre- tary is hereby directed to seal and attest the amendment to the Cooperation Agree- ment a copy of which is attached hereto as Exhibit A. This Resolution shall become effective immediately. INTRODUCED, READ and PASSED by the affirmative vote of a majority of the City Council this 26th day of July, A.D., 1962. ATTEST: /s/ Al Clayton Al Clayton, Mayor 1792 /s/ Edna Oliver Edna Oliver, City Clerk Councilman Cravey moved to adopt theiesolution as read; the (Mayor be author= ized and directed to execute the amendment to the Cooperation Agreement, dated May 24, 1956, which modifies preceding clause (1) of Section 10 as follows: 'In addition to the Payments in Lieu of Taxes and in further consideration for Zhe pub- lic services and facilities furnished and to be furnished in respect to any low -rent housing project identified as Project No. Tex. 12 -5." Councilman Ansley seconded the motion. The vote follows: 1793 Ayes: Councilmen Cravey, Ward, Hansen, Ansley and Huron Mayor Clayton Nays: None: Accept Trifon Ditch Proposal f Councilman Ward moved to formally accept the proposal submitted by Dr. Harry Trifon, administrator of the Trifon Estate, for the closing of a natural drain ditch running through the east end of the estate abutting upon West Texas Avenue by the installation of the proper size storm sewer to provide, drainage facilities for the entire area. Councilman Ansley seconded the motion. The vote follows: Ayes: Councilmen Cravey, Ward, Hansen, Ansley, Huron Mayor Clayton Nays: None The original proposal was submitted at the June 26th meeting; it was composed of three (3) parts. First, granting of an easement to the City; second, City share in one -half the cost of storm sewer and use its equipment and man -power to install same; and, third, temporary ingress and egress permitted in order for the work to be completed. Presentation - Check - Housing Authority Commission Mr. Burt J. Davison, a member of the Housing Authority Commission, presented the Council with a check from the Housing Authority in the amount of $4,862.00 in lieu of ad valorem taxes. Resolutions The City Manager introduced and read the following resolution: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYT(X1, TEXAS, AUTHOR- IZING THE CITY MANAGER TO TRANSFER FOUR HUNDRED TWENTY -FIVE ($425.00) DOLLARS FROM COUNCIL CONTINGENCY FUND TO BUDGET CLASSIFICATIONS, 103- 10-2 AND 103 -2 -1. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS: THAT the City Council of the City of Baytown hereby resolves that the City Manager be authorized to transfer Four Hundred Twenty -Five ($425.00) Dollars from the Council Contingency fund to the following Budget Classifications, to -wit: Classification 103 -10 -2 $ 175.00 Machinery, Tools F, Equipment Classification 103 -2 -1 250.00 Office Supplies Total $ 425.00 INTRODUCED, READ and PASSED by the affirmative vote of a majority of the City Council this 26th day of July; A.D., 1962. /s/ Al Clayton Al Clayton ATTEST: /s/ Edna Oliver Edna Oliver, City Clerk Councilman Huron moved to adopt the resolution as read. City Clerk Councilman Ansley moved to adopt the resolution as read. Councilman Cravey seconded the motion. The vote follows: Ayes: Councilmen Cravey, Ward, Hansen, Ansley, Huron Mayor Clayton Nays:= None Study Proposal - Hire Qualified Tax Appraiser - Revaluation Proiect City Manager Le Fevre was instructed to pursue the proposal of Councilman Cravey to possibly hire a full time trained tax appraiser who will conduct a revaluation survey throughout the entire city. Councilman Cravey reported that in his contacts it was suggested that one trained person could be hired for about $8,000 per year. By pursuing this approach, two non - skilled field men could be hired to assist the appraiser, with one full -time clerical employee to process written data at an annual cost of approximately $16,000.00 to $l6XO.00 as compared with the $96,000.00 to $66,000.00 for a professional firm to conduct the appraisal. Too, it is possible, the City Manager may propose to permanently employ the appraiser as the City's Tax Assessor - Collector if his work proves to be satisfactory. This position has been vacant since the resignation of C.C. Redd, August 15, 1%1. Annual Budget Review The date of August 13th was set as the beginning date for the annual budget review. Renovation of City Hall The Council discussed plans for the renovation of the City Hall but no defin- ite decision was reached; some were of the opinion that the work should not be done; others felt that it would improve efficiency of operation by providing more office space. Funds are now available to proceed with the renovation or it should be pro- vided in the 1962 -63 budget if the Council approved the renovation but decided a- gainst doing the work in this budget year. Proposal = Hire City Planner Councilman Hansen asked the Council to consider the feasibility of hiring a - City Planner to assist the City Administration, Council and those committees appoint- ed by the Council, in formulating workable projected plans for the continued growth and proper development of the City of Baytown. He presented this proposal in time for the Council to give it some consideration prior to the approval of an annual budget. Adiournment Councilman Ward moved that the meeting be adjourned.
