1962 07 17 CC Minutes, Special1789 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN July 17, 1962 The City Council of the City of Baytown, Texas met in special session on Tuesday, Jly 17; 1962, at 5 :00 p.m. in the Council Room of the Baytown City Hall with the following members in attendance: Seaborn Cravey Councilman IV. L. Ward Councilman C. A. Hansen Councilman Velma J. Ansley Councilman J. C. Huron Councilman J. M. Bryan Councilman Al Clayton Mayor J. B. LeFevre City Manager George Chandler City Attorney Edna Oliver City Clerk The Mayor called the meeting to order and the following business was trans- acted: Adopt Ordinance - Calling Special Election - Policemen - Salary Increase The City Manager introduced and read an ordinance ordering a special election to be held on the 25th day of August, 1962, for the purpose of permitting the qual- ified voters of the City of Baytown to decide whether or not the salaries of each member of the Police Department, covered by Civil Service, should be increased by $45.00 per person per month, Councilman Ansley moved to adopt the ordinance as read. Councilman Bryan seconded the motion. The vote follows: Ayes: Councilmen Cravey, ;yard, Hansen, Ansley, Huron, Bryan Mayor Clayton Nays: None The caption of the ordinance follows: ORDINANCE NO. 655 AN ORDINANCE AUTHORIZING AND ORDERING A SPECIAL ELECTION TO BE HELD ON THE 25TH DAY OF AUGUST, 1962, FOR THE PRUPOSE OF PERMITTING THE QUALIFIED VOTERS TO DECIDE WHETHER OR NOT THE SALARIES OF THE MEMBERS OF THE POLICE DEPART- MENT, COVERED BY CIVIL SERVICE, SHOULD BE INCREASED BY FORTY -FIVE ($45.00) DOLLARS PER PERSON PER MONTH; PROVIDING THAT SUCH SALARY INCREASE SHALL BE- COME EFFECTIVE NO LATER THAN OCTOBER 1, 1962, SHOULD SUCH RAISE RECEIVE THE FAVORABLE VOTE OF THE ELECTORATE; PROVIDING FOR A FORM OF BALLOT; PROVIDING FOR ELECTION OFFICIALS, DESIGNATING THE PIAMS AND MANNER OF HOLDING SAID ELECTION; PRESCRIBING THE HOURS AND PROVIDING FOR THE POSTING AND PUBLICA- TION OF NOTICE. The Council discussed its obligation to the remaining City employees if the voters approve the pay raise issue for policemen. The $45.00 pay increase, if approved, will increase the salary of each policeman 11% and the majority df the Coun- cil felt that this would morally obligate them to grant an increase, of lesser percent, to all other employees. Such an increase would necessarily require an increase in the tax rate. At the suggestion of Councilman Hansen, Mayor Clayton appointed a committee, composed of Councilmen Cravey, Ansley and Hansen to study the .proposal, develop the Council's position - whether for or against the issue - and proceed to clarify its position by giving reasons which were definitely established during the study. Execute Lease - County Owned Jail Building Councilman Ward reported that he and City Manager LeFevre had met with the Harris County Commissioners Court for clarification of Section VII of the new city- county contract vhich provides for one jailer, whose salary shall be paid by the County. This provision was set forth in the 1956 contract but a full -time jailer was••not provided; r r r 1790 the Council was of the opinion that the problem should be resolved before executing the new contract, The Commissioners Court has agreed to consider the Counil's re- quest for a full -time Jailer at budget time. If it is found that funds are not a- vailable, the lease contract will be rewritten to change that portion of Section VII of the contract. In order for the county to pay its agreed pro rata share of the recent major improvements done to the county -owned jail building, Councilman Ward moved to authorize the Mayor to execute the contract between Harris County and the City of Baytown for lease of the county -owned jail building located at 305 South Main Street. Councilman Cravey seconded the motion. The vote follows: Ayes: Councilmen Cravey, Ward, Hansen, Ansley, Huron, Bryan Mayor Clayton Nays: None Miscellaneous Councilman Ward reported that Commissioners Court is presently processing rights - of -way for construction of a drainage ditch which will alleviate the drainage problems in Bowie Subdivision and other outlining areas. Councilman Ward reported that the Harris County Library Branch will be moved to the Lakewood area as soon as the Sterling 6unicipal Library is completed. The City Manager was instructed to consult with the County Librarian as soon as possible; go over the inventory of books and resolve what books will be retained by the county and what portion will be transferred to the new municipal library. City Attorney Chandler and Mayor Clayton will meet with Harris County officials to discuss the agreement which will relieve the City Manager and Council of any re- sponsibility should an accident occur when the Baytown Fire Department responds to a "fire call" outside the city limits and within Harris County, Some portions of an agreement drafted by City Attorney Chandler has been rejected by County Attorney Joe Resweber. These will be reviewed and revised if agreed upon by the two government bodies. Eddie Huron Day - July 18 Mayor Clayton announced that Wednesday, July 18 will be Eddie Huron Day in Baytown and invited all members of the Council and department heads to attend a reception to be held in his honor at the Chamber of Commerce Building. Mr. Huron, rather of Councilman J. C. Huron will be honored for his many and varied civic activities. Adjournment Councilman Ansley moved for the meeting to adjourn, Councilman Cravey seconded the motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
