1962 06 11 CC Minutes, Special1119 \ MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF.THE CITY OF BAYTOWN June 11, 1962 The City Council of the City of Baytown. Texas, met in special session on Mon- day, June 11, 1%2 at 5:00 o'clock p.m. in the Council Room of the Baytown City Hall with the following members in attendance: Seaborn Cravey Councilman C. A. Hansen Councilman Velma J. Ansley Councilman J.. C. Huron Councilman James M. Bryan Councilman Absent: W. L. Ward George Chandler Edna Oliver Al Clayton J. B. LeFevre Mayor Pro Tem City Attorney City Clrk Mayor City Manager Mayor Pro Tem Ward called the meeting to order and the following business was transacted: Ordinance Suspending Oil & Gas Drilling - City Limits - Six Months Councilman Hansen, a member of the committee appointed to study the many ram- ifications of the City's Oil & Gas Drilling Ordinance, reported that primary review of the ordinance revealed that additional time of from three to six months will be required to formulate equitable rules and regJations on spacing within the city f limits. The study must include engineering, oil productivity, risk of contaminating L water sands, spacing which will be fair to both citizens and oil producer and protec- tion of property. Since this could not be resolved hastily, he proposed to suspend further drilling within 4e city limits for the interim by adopting an ordinance for 'the prupose of protection. The Council discussed present lease activities in relation to both Lessor and Lessee and holding a Public Hearing after sproper noti- fication has been given through the press, afterwhich, the City Attorney introduced and read an ordinance making it unlawful for any oil or gas well to be drilled within the corporate limits of the City of Baytown effective 10 days from date of passage. Councilman Bryan moved to adopt the ordinance as read. Councilman Hansen seconded the motion. The vote follows: Ayes: Councilmen Cravey, Hansen, Ansley, Huron, Bryan Mayor Pro Tem Ward Nays: None The caption of the ordinance follows: ORDINANCE NO. 652 AN ORDINANCE MAKING IT UNLAWFUL FOR ANY OIL OR GAS WELL TO BE DRILLED WITHIN THE CORPORATE LIMITS OF THE CITY OF BAYTOWN, TEXAS, PROVIDED THAT THIS ORDINANCE SHALL NOT AFFECT ANY DRILLING OPERATIONS NOW IN PROGRESS AND ANY WELLS HERETOFORE DRILLED MAY BE REWORKED, BUT THAT SUCH REWORKING OPERATIONS SHALL NOT RESULT IN OIL OR GAS PRO- DUCTION FROM NEW SANDS; REPEALING ORDINANCES INCONSISTENT HEREWITH; CONTAINING A SAVINGS CLAUSE; PRESCRIBING A MAXIMUM PENALY OF TWO HUND- RED ($200) DOLLARS: AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE THEREOF. Request - Houston Lighting & Power Company Present Case Next Meeting Representatives of the Houston Lighting C Power Company will be requested to appear before the Council at the June 14th meeting to discuss the basis for the rate adjustment requested at the June 7th meeting. George Chandler, City Attorney will extend an invitation to Mr. Clinton Owsley. Houston Rate Consultant, to meet with the Council at the same meeting also. 1775 Clyde Jones Civic Award - Presentation Council Meeting It was agreed that the presentation in July, of the Clyde Jones Civic Award which recognizes citizens who have made some contribution to civic welfare, will be held at a regular meeting of the Council. Literature - Radio Activity Detectors Councilman Huron will forward literature and list price on radio activity detectors to Mr. Maurice Blum of the Nuclear Defense Committee. The City will also use its personnel, stationery and stamps to mail out 10,000 circulars in the inter- est of Nuclear Defense. i Ad_i ournment Councilman Ansley moved that the meeting be adjourned..
