MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
March 1, 1962
The City Council of the City of Baytown, Texas met in special
session on Thursday, March 1, 1962 at 5:00 p.m. in the Council Room of
the Baytown City Hall with the following members in attendance:

The Mayor called the meeting to order and Mr. V. A. McElfresh was
asked to give his report.
McElfresh Report
V. A. McElfresh, accountant retained by Council to make an examination
of the books of the Houston Natural Gas Corporation, submitted his findings
in a hand written report listing four schedules. His examination included
the company's earnings, wage income, interest and income tax payments, depreci-
ation, rate base estimate and apportionment of operating expenses to Baytown.
He reported that he found the figures to be correct with no marked differences;
it was his opinion that the company was being conservative in its rate increase
request and presentation. He intimated that if the rate increase is denied by
the Council, the company will appeal and probably receive a larger rate, than
it is presently-requesting, formthe Texas Railroad Commission. The Council
retained the hand written report that Mr. McElfresh was asked to file type-
written copies of the report with City Attorney Chandler and further disucssion
was tabled until a later meeting.

Report - Meeting Held County Officials - City County Jail
Mr. LeFevre reported that he and Councilman Ward had met with County
Judge Elliott and V. V. Ramsey, Councty Commissioner relative to the County -
City Jail contract executed in 1956. Mr. Ramsey stated that the Court has
accepted the original proposal and will pay 50% of the repair costs on the
Jail building provided the costs do not exceed $800. Also, an officer has been
made available through the Justice of the Peace office and if the City has fail-
ed to use him, it is the fault of the city administration. City Manager LeFevre
was instructed to advertise for bids on the repair of the jail building an d to
continue negotiations with the County to determine if they will supply one man
for the City jail as set forth in the original contract.

Opening Green Street
The Council discussed and agreed to take no definite action on the condemna-
tion of property to open Green Street until a meeting has been held with Mrs. Herman
Ash, by committee or Council appearance, to discuss the offer of B. B. Williams
relative to the sale of a tract of land lying to the north and abutting upon the
present church site.
Execute Agreement
Councilman Hansen moved to instruct the City Attorney to negotiate agree-
ments with both Harris and Chambers Counties which will release the City of any
liability should accidents occur when City fire trucks are answering fire calls
to areas lying outside the City limits and within the said counties jurisdicition.
Councilman Cravey seconded the motion. The vote follows:

Execute Contracts - Gasoline. Kerosene and Diesel Fuel
Councilman Hansen moved to accept the bid of Humble Oil and Refining Company
for gasoline and Gulf Oil Corporation for Diesel Oil and Kerosene; said materials
to be delivered to the City of Baytown for a period of one year as per bid prices.
Councilman Cravey seconded the motion. The vote follows:

Resolution
The City Manager introduced and read the following resolution:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN AUTHORIZING
THE CITY MANAGER TO TRANSFER THREE THOUSAND EIGHT HUNDRED THIRTY -
SEVEN DOLLARS AND FIFTY ($3,837.50) CENTS FROM THE COUNCIL CONTINGENCY
FUND TO BUDGET ACCOUNT 402 -10 -2.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:
THAT the City Council of the City of Baytown resolves that the City Manager
be authorized to transfer Three Thousand Eight Hundred Thirty -Seven Dollars and
Fifty ($3,837.50) Cents from the Council Contingency Fund to Budget Classification
402 -10-2. to purchase Chipper.
INTRODUCED, READ and PASSED by the affirmative vote of a majority of the
City Council on this 1st day of March, A.D., 1962.

The Council agreed that it was not practical to execute contracts on the
purchase of auto and heavy equipment parts so this item was deleted from items of
unfinished business.
City Attorney Chandler has the necessary easement intrument from the
Southern Pacific Company for the opening of Oak Street. The City will proceed
to do some preparatory work while waiting for proper executed of the instrument
by all interested parties.
City Manager Le Fevre asked the Council to table passage of an ordinance
regulating operations of wreckers within the city limits on rotational basis.
Chief of Police Montgomery has called a meeting of all wrecker operators and
patrolmen and present violations will be discussed thoroughly. At this meeting
patrolmen will be instructed, in the presence of wrecker operators, to enforce
the city's present wrecker ordinance and violators will be apprehended and given
tickets in accordance with the provisions of the ordinance.

Councilman Cravey moved for the meeting to adjourn. Councilmen Ansley
seconded the motion. The ayes were unanimous and the Mayor declared the meeting
adjourned. i
