1962 02 07 CC Minutes, Special1716 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN February 7, 1962 The City Council of the City of Baytown, Texas met in special session on ' Wednesday, February 7, 1962 at 7 :00 o'clock p.m. in the Council Boom of the Baytown City Hall with the following members in attendance: Absent: Seaborn Cravey C. Ward Councilman Councilman Councilman Councilman Mayor City Manager City Attorney City Clerk .Councilman The Mayor called the meeting to order; the Invocation was offered, afterwhich, the City Clerk vas instructed to read the minutes of the previous meeting. Councilman Ansley moved to dispense with the reading of the minutes and they be approved with the following correction: "Policy - Compilina Future Minutes of Council Meetings The Council agreed that, henceforth, the City Manager and City Clerk shall review the minutes and agree on the items of Council policy, resolutions, ordinances and official motions of the Council before mailing the copies to Councilmembers. Items ; of general discussion will be omitted from the official minutes of the City Council." Councilman Hansen seconded the motion. The vote follows: Ayes: Councilmen Cravey, Hansen, Ansley, Hughes, Bryan Mayor Clayton Nays: None Ordinance - Canvassing_ Election Returns - Bond Election The returns of the Bond Elecion held on January 27th were canvassed by mem- bers-of the City Council afterwhich, the City Manager introduced and read an ordi- nance declaring the results of the Election submitted to the duly qualified resi- dent electors of the City of Baytown; that said Election has resulted unfavorably to the.issuance of the bonds and such bonds will not be issued. Councilman Ansley moved to adopt the ordinance as read. Councilman Cravey seconded the motion. Councilman Bryan second- ed the motion. The vote follows: Ayes: Councilmen Cravey, Hansen, Ansley, Hughes, Bryan Mayor Clayton Nays: None ,Ordinance - Sate of Abandoned Property - City Prisoners The Council reviewed and discussed an ordinance providing for sale of all abandoned, stolen or recovered property within the possession of the City of Bay- town. Two recommended changes in the first draft of the ordinance were offered: First, change the Purchasing Agent and City Treasurer to read the Director of Finance; Second, give City Manager discretion to sell property by bid and /or public Auction. After some time, Councilman Cravey moved to adopt the ordinance with the recommended changes relating to the Director of Finance and the disposition of the articles by bid and /or auction. Councilman Ansley seconded the motion. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN. TEXAS: ' THAT the City Council of'the City of Baytown, Texas, hereby resolves that the City Managet be authorized to transfer Two Hundred Fifty ($250.00) Dollars from the Council Contingency Fund to Budget Account No. 104 -6 -5 to pay for Ad- vertising for Bond Election. The vote follows: Ayes: Councilmen Cravey, Hansen, Ansley, Hughes,- Bryan Mayor Clayton Nays: None The City Manager introduced and read the following resolution: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, AUTHOR- IZING THE CITY MANAGER TO TRANSFER TWO HUNDRED EIGHTY- FOUR ($284.00) DOLLARS FROM COUNCIL CONTINGENCY FUND TO BUDGET ACCOUNT NO. 601 -9 -5. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS:' THAT the City Council of the City of Baytown, Texas, hereby resolves, that the City Manager be authorized to transfer Two Hundred Eighty -Four ($284.00) Dollars from Council Contingency Fund to Budget Account No. 601 -9 -5. to pay additional cost of curb and sidewalk at ppvilion. The vote follows: Ayes: Councilmen Cravey, Hansen, Ansley, Hughes, Bryan Mayor Clayton Nays: None Capital Improvement Program - Cash Basis Councilman Hansen submitted a proposal for a revision or modification of the plans that were adopted by the City Council and led to the bond election. He sug- gested that the City Manager request the Baytown Adirisory Board to once again look at the thoroughfare plan and make revisions consistent with view of the voters with more emphasis on improvement of existing thoroughfares rather than creating new ones 1719 secondly, revise drainage projects in order to proceed with improvements on some- what less rapid basis than proposed in bond issue; third, request Park Committee to make another study of the park project and determine where the monies can be best spent, in acquisition of land or equipment for existing parks; fourth, the possibil- ity of hiring an architect and engineer to sudy the City Hall and submit proposals for possible renovations and /or additions; and, fifth, pursue the study on effecien- cy of City operations by professional help or citizens group or Economics Committee. Several suggestions were presented as possible solutions and after some further discussion, Councilman Hansen moved to instruct the City Manager to make a thorough study of possible revisions of items included in the bond program and present his interpretation of a workable plan for Council perusal. Councilman Ansley seconded the motion. The vote follows: Ayes: Councilmen Cravey, Hansen, Ansley, Hughes, Bryan Mayor Clayton Nays: None Street Lighting Request City Manager LeFevre reported that he had received a request from the develop- ers of Ridgeway Subdivision for installation of street lights under the policy adopted by the City Council in 1958. This policy provided for the City to bear the cost of installing wooden utility poles in subdivisions at an annual cost of $18.00' for each light. Should the developer or civic committee of any subdivision desire the installation of ornamental metal poles, they assume the difference in cost on each light, from $18 to $30, for a period of five (5) years. The City will then bear the entire cost of the $30 light after the five (5) year period. The Council deferred action on the request until a new policy can be presented and adopted by the present Council. Request - Additional Patrolman The Council took no definite action on the request of City Manager LeFevre to hire a replacement in the patrolmen division of the Police Department. Adiouroment Councilman Ansley moved that the meeting adjourn. Councilman Cravey seconded the motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
