MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF BAYTOWN
January 25, 1962
The City Council of the City of Baytown, Texas met -in regular session on
Thursday, January 25, 1962 at 7 :00 p.m. in the Council Room of the Baytown City
Hall with the following members in attendance:

The Mayor called the meeting to order, the Invocation was offered by
Councilman Bryan, afterwhich, the Cit y Clerk was instructed to read the minutes
of the special and regular meetings. Councilman Ansley moved to dispense with the
reading of the minutes and they be accepted with the following corrections:
"January 8, 1962: Advisory Board's Assistance Asked - The Council decided to ask the
Advisory Board to make a study and recommend whether to include the additional pro-
jects of City Hall and Drainage and the Park Committee to make recommendation for
park sites in the Bond Issue. January 10, 1962: Park Sites - Since the Park
Committee had not included, etc. - -- Councilman Hansen, sponsor of the committee.
January 11, 1962: Ordinance - Callina Bond Election - The Council assured Mr. J.
Nelson,-if the proposed Street Improvement Bond Issue passed, a drainage problem
presently existing near the Grace Methodist Church would be eliminated automatic-
ally; if it failed to pass, whatever means the City had to take care of the situa-
tion was very uncertain. January 11, 1962: Policy - Filling Vacancies - If
the Council determines that a vacancy should be filled, the City Manager shall
proceed to hire the personnel to fill such position. January 16, 1962: Policy
Relative to Street Improvements - 1. The City Council has designated certain
streets as thoroughfares. These am shown on the master plan approved by the
City Council on July 27, 1961. The streets below shall be paved by order of the
Council without a petition of signatures of abutting property owners under the
current Bond Program, all of which were recommended by the Baytown Advisory Board
and approved by the City Council. Others in the master plan may be paved by order
of the Council. Section 4: That the hbutting property, owners shall receive a
credit (which shall be deducted from his $4.00 per front foot or $8.00 per front
foot, as the case may be) for any curbs, gutters that are usuable and the City will
pay for others not usable if they were constructed according to the City's plans
and specifications and under the City's supervision provided, that such curb and
gutters were constructed after consolidation. January 18, 1962: Acceptance Water -
lira Construction Bid - Councilman Cravey stated that he felt the Council should
be more careful, etc." Councilman Hansen seconded the motion. The vote follows:

Policy - Compiling Future Minutes of Council
The Council agreed that, henceforth, items of general discussion will be
omitted from the official minutes of the City Council. The minutes shall contain
only items of Council policy, resolution, ordinances and official motions, with
a record of the results .of each Council vote.
Callina Municipal Election - Ordinance
The City Manager introduced and read an ordinance ordering the Municipal
Election to be held on the first Tuesday in April, as set forth in the Charter of
the City of Baytown. The election to be held for the purpose of electing Three (3)

Councilmen from the respective Districts Nos. 1, 9 and 5. Councilman Ward moved
to adopt the ordinance as read. ouncilman Bryan seconded the motion. The vote
follows:
Ayes: Councilmen Cravey, Ward, Hansen, Ansley, Hughes, Bryan

ORDINANCE NO. 695
AN ORDINANCE ORDERING THE MUNICIPAL ELECTION TO BE HELD ON APRIL
3, 1962, FOR THE PIRRPOSE OF ELECTING THREE COUNCILMEN FROM THE
RESPECTIVE DISTRICTS NOS. 1, 9 AND 5; PROVIDING FOR ELECTION
OFFICIALS, DESIGNATING THE PLACES AND MANNER OF HOLDING SAID
ELECTION, PRESCRIBING THE HOURS AND PROVIDING FOR THE POSTING
AND PUBLICATION OF NOTICE.
Set Run -Off Date Tentatively - April 26th
The City Council tentatively set the date of Thursday, April 26. 1962 as the
date for the Municipal Run -Off Election. This was done in order to provide ample
time for buildings to be reserved in the eight voting precincts designated within
the city limits of Baytown.
Fill Vacancy - Bookkeeping Department
Councilman Hansen moved to instruct the City Manager to fill the vacancy of
accounting clerk presently existing in the Bookkeeping Department because of the
resignation of Mrs. Juliette White. Councilman Cravey seconded the motion. The
vote follows:
Ayes: Councilmen Cravey, !Yard, Hansen, Ansley, Hughes, Bryan

Further Study - Request for Additional Patrolman - Police Department
The Council will make further study of the request of the City Manager to
replace a patrolman who is resigning from the employment of the City,
Submit Bid - Off -Set Printing Machine
The City Manager was instructed to submit a bid proposal to Humble Oil Re-
fining Company for a used off -set printing machine.
Thanks Expressed Support Bond Issue
Councilmen Cravey, Ward and Hansen urged each and every one to work hard for
the promotion of the Bond Issue. Councilman Hansen stated that it has been the in-
tention of the Council to spell out the purpose and goals as clearly as possible,
as pertaining to how the bond money is to be spent, if approved. This has been
indicated by the policy and resolution of the Council. Too, he has been impressed
with the support and the help that the Council and City have received from enumerable
people and organizations. Mayor Clayton moved to extend sincere thanks to all the
people, organizations and the newspaper for their support and advice; and to the
chairmen of each group, the Speakers Panel and the women's organizations for all
the time and effort put into the promotion of the bond election since called by
the Council. Councilman Hansen seconded the motion. The vote follows:

Nays: None
Adjournment
Councilman Hughes moved that the meeting be adjourned. Councilman Cravey
seconded the motion. The ayes were unanimous and the Mayor declared the meeting
adjourned.
