1962 01 08 CC Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN January 6, 1962 The City Council of the City of Baytown, Texas, met in special session on Monday, January 8, 1962 at 4:00 P.M. in the Council Room of the Baytown City Hall with the following members in attendance: Seaborn Cravey W. L. Ward C. A. Hansen Velma J. Ansley Roy H. Hughes J. M. Bryan Councilman Councilman Councilman Councilman Councilman Councilman Al Clayton Mayor J. B. LeFevre City Manager George Chandler City Attorney Edna Oliver City Clerk The Mayor called the meeting to order and the Council began its dis- cussion of the need of a Bond Election for paving of thoroughfares and res- idential streets within the City of Baytown. Ernest L. Brown. Jr. - Baytown's Fiscal Agent Mr. Ernest L. Brown, Jr., Representing Moroney, Beissner G Company of Houston, submitted schedules outlining tax rates and collections based on 95% collection as estimated in the City's present budget. Should the Council decide to confine the bond election to a $2 million issue for tho- roughfare and residential street improvements, the increase would be approx- imately six cents. The schedule prepared by Mr. Brown was based on a $2.5 million dollar issue and required a tax increase of nine cents as an increase would be necessary to retire bond maturities. The present bond sinking fund requires 31 cents of the City's present tax rate of $1.72 per $100 of assessed valuation. He explained that his information was based on the assumption that any bonds issued could be sold at 4% interest; it is poss- ible that the interest rate can be lower than the assumed 4 %, when sold. A schedule listing $300,000 for various bonds was shown which was in addi- tion to the $2.5 million. This would require an additional 3R tax, making a total increase of 12Z if the Council should decide to include additional projects other than the $2 million for thoroughfares and residential streets. Setting Bond Election Date After hearing Mr. Brown, the Council discussed the most feasible date to call the bond election. Some thought was given to delaying the election until March, 1962 and others were of the opinion that the election should be ordered for the month of January. After some deliberation, Council- man Ward moved to order the bond election to be held on Saturday, January, 27, 1962. Councilman Hansen seconded the motion. The vote follows: Ayes: Councilmen Cravey, Ward, Hansen, Ansley, Bryan, Hughes Mayor Clayton Nays: None Mown Advisory Board's Assistance Asked (.Gw �� 1 713) Since the Baytown Advisory Board had proved to be of such great assis- tance to the City Council in its reports and recommendations for thoroughfares, the Council decided to ask the Board to make a study and recommend whether to include the additional projects of City Hall, Drainage and Park Sites in the Bond Issue at this time.
