1961 09 13 CC Minutes, SpecialMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN September 13, 1961 The City Council of the City of Baytown, Texas met in special session on Wednesday, September 13, 1961 at 9:30 P.M. in the Council Room of the Baytown City Hall with the following members in attendance: Seaborn Cravey Councilman Al Clayton Mayor J. B. LeFevre City Manager George Chandler City Attorney Edna Oliver City Clerk Emeraencv Repairs - Water Tower and Disposal Plants . I , 1/,' ' The Mayor called the meeting to order. City Manager LeFevre reported on the ;'need of immediate repairs to the City's Carlton Street water tower and all of the - sanitary disposal plants due to the high winds and flood waters caused by Hurricane Carla, The usual procedure of securing City contracts is by competitive bidding; {� this would require a delay of 10 to 19 days and the existing need is of such nature as to effect the health and welfare of the entire City. City Attorney Chandler poointed out that provision is made for emergency cases in the Charter if a state of emergency is declared by the City Council. Councilman Ward moved to declare a state of emergency; the City Manager be authorized to expend funds for the immediate repair of the Carlton Street Water Tower and all of the City's sanitary disposal plants,.lift stations, etc., a full cost report to be made to the Council after the repairs are completed and the tower and plants are restored to effective operation. Councilman Ansley seconded the motion. The vote follows: Ayes: Councilmen Cravey, Ward, Ansley, Hansen, Hughes, Bryan Mayor Clayton Nays: None Offer Assistance - Stricken Areas Within City and Brownwood. Lakewood The Council discussed the heavy property damage inflicted on some residents within the city limits of Baytown and those of Brownwood and Lakewood Subdivisions r in the Wooster vicinity; the sanitation problem and ways and means of rendering ;? y assistance to residents of the stricken areas. Some of the areas are presently being patroled by National Guard troops but there is need for removal of spoilage. After some discussion, Councilman Ward moved to instruct Mayor Clayton and /or City Manager LeFevre to contact County Commissioner Ramsey, members of the No. R Water District Board, Civil Defense Director Feinberg and others to offer assist- ance in the elimination of spoilage or any other services the City may render in the process of removing debris from the areas on Kilgore Road, Mayo, Mississippi, Missouri Streets, Jones Road and Brownwood - Lakewood areas, Councilman Hansen seconded the motion. The vote was as follows: Ayes: Councilmen Cravey, Ward, Ansley, Hansen, Hughes, Bryan Mayor Clayton Nays: None Adjournment Councilman Hansen moved that the meeting be adjourned.
