MINUTES OF THE BUDGET REVIEW MEETING
OF THE BAYTOWN CITY COUNCIL
September 5, 1961
The City Council of the City of Baytown, Texas met in special
session to review the proposed 1961 -62 annual budget. The following
members were present:

The Mayor called the meeting to order and the following business
was transacted:
ADPoint - Manager of Insurance
Councilman Cravey moved to accept the recommendation of the Insurace
Committee for the appointment of Fahy Godfrey as Manager of Insurance for
the City of Baytown. Councilman Ward seconded the motion. The vote follows:
Ayes: Councilmen Cravey, Ward, Ansley, Hansen, Bryan, Hughes
Mayor Clayton
Nays: None
Prepare Ordinance.- Affixing Sewer Charge
Councilman Ward moved to instruct the City Manager to have the
City Attorney prepare an ordinance setting a sewer charge of $1.00
per month per unit basis; the ordinance to be prepared for Council
perusal prior to its adoption. Councilman Ansley seconded the motion.
The vote follows:
Ayes: Councilmen Cravey, Ward, Ansley, Hansen, Bryan, Hughes

Discontinue Donation of Water - Churches and Other Non - Profit Organizations

" as requested by Baytown's fiscal agent, Ernest Brown, Jr. It was agreed that
t, 1� it would take some time to complete the installation of meters, however, the
organizations should be notified of the Council's action and its effective date.
After some discussion, Councilman Ward moved to instruct the City Manager to
discontinue the practice of donating water to churches and other non - profit
organizations effective as of October 1, 1961; the installation of meters to
begin as soon as practical, each organization being assessed the cost price
of the water meter and incidental materials used in effecting the installation.
Monthly water bill will be made on same rate basis as used on other water
customers, with one exception; Carver High Swimming Pool will not be charged
during its three months summer.recreational program. Councilman Ansley
seconded the motion. The vote follows:
Ayes: Councilmen Cravey, Ward, Hansen, Ansley, Bryan, Hughes

Adiourment
Councilman Ward moved for the meeting to adjourn. Councilman
Ansley seconded the motion. The ayes were unanimous and the Mayor declared
the meeting adjourned.
