MINUTES OF THE SPECIAL MEETING
OF THE CITY COUNCIL. OF THE CITY OF BAYTOWN
May 15, -1961
The City Council of the City of Baytown met in special session on Monday,
May 15, 1961, at 7:00 o'clock p.m. in the Council Room of the Baytown City Hall
with the following members in attendance:

The Mayor called the meeting to order, the Invocation was offered by Council-
man Bryan, afterwhich, the following business was transacted: -
Permission Given - Advertise For Bids - Police Cars
City Manger LeFevre asked the Council permission to advertise forbids
on a compact car which will be used in the Police Department by the Juvenile Officer
He explained that the police car, used by the colored Police Officer, Lemmie Canin,
had been demolished recently when struck by another car. The City had received
$400.00 in settlement and the car needed to be replaced. He proposed to advertise
for a compact car, transfer the car now being used by the Juvenile Officer to the
colored patrolman and use-the compact car in the Juvenile Department. The Council
discussed the problems of bid specifications when advertising for a compact car.
The City Manager assured them that no bids would be requested until a meeting has
been held with representatives of the car dealers. The bid specifications will be
reviewed at the meeting and any section in violation will be omitted in order to
allow each dealer to submit a bid, if he 'so chooses. The Council also discussed
the feasibility of advertising for a regular 6- cylinder car as an alternate. At
the conclusion of the discussion, the City Manager was instructed to ask for bids
on both, the compact and regular 6- cylinder car; the Council will decide on the most
economical car to purchase when the bids are presented and opened.
Preliminary Approval - Eva Maude Section 5

Messrs. Baker and Bailey, presented a plat map of Section 5, Eva Maude Subdi-
vision and asked Council for preliminary approval of same. The City Engineer, Fire
Chief and Assistant Director of Public Works confirmed that the City's subdivision
ordinance had been complied with in detail and no objections were presented by
City personnel. Councilman Ward moved to grant the developers prelininary approval
of Section 5, Eva Maude Subdivision. Councilman Hughes seconded the motion. The
vote was as follows:

Library Board - Council Joint Meeting - Ceiling $190,000 Library Building
The Baytown Library Advisory Board met with the City Council to review the
work that had been done thus far by the Library Advisory Board and Architect to-
ward the construction of the Sterling Municipal Library and to present problems
presently existing. At the April 27th meeting, the former Council had approved
plot and floor plans of the Library; these plans had been approved by the Library
Advisory Board prior to their presentation and, now, the plans for the outside of
the building were ready for review. Yirs•. Mattie Howard, a Board member, stated that
the Board did not approve the drawings of the building as they preferred something
less elaborate with a more classic design for a library building. Mr. Lammmers,
the architect, defended his plans by stating that he felt the plans presented an
attractive, bright, interesting and colorful face with the scalloped roof line,
bordered on the sides with brick to accent the center section of perpendicular
alternate glass and pre -cast columns. Max Mosesman agreed thatthe plans were

not satisfactory to the Board, as members were not sure of holding the cost to
$180,000,00 with such elaborate designing. He asked that plans be drawn with more
simple lines so that the group may make a comparison study. The preliminary plans
were submitted on a construction estimate of $180,000,00, a 10% margin allowance
up or down. The Board asked the Council to set a ceiling on the cost of the
building as the contingency fund must be held to improve entrances to the building,
parking lot, possible errors in estimates of equipment, furniture and /or books.
After subtracting some of the estimated costs from the $32,000 contingency, Council-
man Ward arrived at a remaining figure of $10,000 which could be credited to the
building costs, if needed. After some time, Councilman Ward moved to set a ceil-
ing figure of $190,000 on the cost of the Library building. Bids will be
sought on a $180,000 building, with a 5% margin allowance making a ceiling figure
of $190,000 as the peak for Library construction costs. Councilman Cravey seconded
the motion. The vote was as follows:

Mr. Lammers was also instructed to prepare alternate building plans with more
simple lines, for Board and Council review.
Adjournment
Councilman Ward moved that the meeting be adjourned. Councilman Cravey
seconded the motion. The ayes were unanimous and the Mayor declared the meeting
adjourned.
