1961 03 09 CC Minutes10,06 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN March 9, 1961 The City Council of the City of Baytown, Texas, met in regular session on Thursday, March 9, 1961, at 7 :00 o'clock P.M., in the Council Room of the Baytown City Hall with the following members in attendance: Seaborn Cravey W. L. Ward K. E. Badgett Velma J. Ansley Roy H. Hughes Lacy Lusk Councilman Councilman Councilman Councilman Councilman Councilman R. H. Pruett Mayor J. B. LeFevre City Manager George Chandler City Attorney Edna Oliver City Clerk The Mayor called the meeting to order, the Invocation was offered, afterwhich, the City Clerk was instructed to read the minutes of the regular meeting of February 23, 1961. Councilman Ward asked that the minutes be amended to read: "Miscellaneous: The City Manager was instructed to ask for bank depository bids; bids to be received on the evening of Thursday. April 6th." With this amendment, Councilman Badgett moved to approve the minutes. Councilman Hughes seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Cravey Nays: None " Ward Badgett to Ansley of Hughes of Lusk Mayor Pruett Ordinance - Creating Library Department and Advisory Board The City Attorney discussed the contents of a proposed ordinance, creating a library department and advisory board for the City of Baytown with the Council and a representative of the present Library Advisory Board, Mrs. Mattie Howard. After it was definitely decided that the ordinance complied with agreements of the origi- nal Library Advisory Board and the Council, Councilman Ansley moved to adopt the ordinance as read. Councilman Ward seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Cravey " Ward to Badgett to Ansley to Hughes Mayor Pruett The caption of the ordinance follows: Nays: Councilman Lusk ORDINANCE NO.*623 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS, CREAT- ING A LIBRARY DEPARTMENT AND AN ADVISORY BOARD TO ASSIST IN IMPLEMENT- ING AND CARRYING OUT THE FUNCTIONS AND DUTIES OF SUCH LIBRARY DEPART- MENT; PROVIDING FOR THE TERMS OF OFFICE AND QUALIFICATIONS OF BOARD MEMBERS; PRESCRIBING THE AUTHORITY AND DUTIES OF SUCH BOARD; REPEALING ORDINANCES INCONSISTENT HEREWITH; CONTAINING A SAVINGS CLAUSE AND PRO- VIDING FOR THE EFFECTIVE DATE HEREOF. 1567 Naming Library - Sterling Municipal Library After the passage of the ordinance creating a Library Department for the City of Baytown. Councilman Lusk moved that the new library be named Sterling Muni- cipal Library for the late R. S. Sterling, former governor of Texas, one of the founders of Humble Oil & Refining Company and grantor of the present library site on West Texas Avenue abutting the Citizens National Bank & Trust Company, Councilman Badgett seconded the motion. The motion was then opened for discussion by Mayor Pruett; the councilmembers and some spectators expressed approval of the name. however, some members of the Council were concerned about possible further impair - went of Council and Library Board relations. Mrs. Howard, the one Library Board member present, expressed objections to such action by the Council as this was in- cluded in the scope of duties and functions of the Library Board, according to her opinion. After a somewhat lengthy discussion, the Mayor called for the vote on the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Cravey Nays: None to Ward to Badgett to Ansley to Huhges to Lusk Mayor Pruett City Manager - Name Members of Library Advisory Board - March 23rd City Manager LeFevre reported that he was not prepared to present his-recom- mendation for thenaming of the 5 -man Library Advisory Board members, however, he will submit his recommendation at the next meeting provided the Council does not decide to abolish the Board. Advertise Bids - Concession Stand The City Manager was instructed to advertise for bids on the rental of the concession stand at Roseland Park. The bids will be sought for the 1961 swimming season of approximately 02 months, and will be received and opened at the regular' meeting of March 23rd. Sanitary Sewer Laterals - Recommended Installation The City Manager presented sketches and recommendations from the City Engineer and Director of Public Works for the installation of additional sanitary sewer mains on Park. Harvard and Jones Streets and the installation of 6" sanitary sewer laterals to serve three homes fronting on Barrymore Blvd. The total cost of the recommended improvements was approximately $9,000.00. Councilman Lusk moved to accept the rec- ommendation of the City Engineer and Director of Public Works and approved the expenditure for additional sanitary sewer improvements on Park, Harvard, Jones and Barrymore Blvd. Councilman Cravey seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Crevey Nays : None to Ward Badgett' " Ansley Hughes " Lusk Mayor Pruett Installation - Traffic Light - Douglas Drive at Missouri - State Permission �. R H. Turner, Police Sergeant. was instructed to contact State Highway offi- cials and ask permission for the City to install a traffic light at the intersection of Douglas Drive (Spur 201) and Missouri Street. He is to show need for the request by submitting records. in police files, of major accidents occurring at the inter- section and request the engineering department of the State Highway system to make a study of the aforementioned intersection it there is any doubt of the need. A traff- ic light will also be installed at the intersection of North Pruett and Park Street Lipp Sam Paine - Re- Appointed Civil Service Commission - 3 -Year Term Councilman Badgett moved to approve the recommendation of City Manager LeFevre for the re- appointment of Sam Paine as a member of the Civil Service Comm- ission Board of the City of Baytown: tenure of office to be for a 3 -year term. Councilman Ansley seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Cravey Nays: None Ward " Badgett Ansley Hughes " Lusk Mayor Pruett Miscellaneous The Mayor reminded the Council of the Houston Lighting and Power Co. Rate Hearing starting'in Houston on Thursday morning, March 16tb. He urged all to attend, if possible. The Council approved the payment of a secretary for services rendered while attending the regular meetings of the Baytown Advisory Board. Adiournment Councilman Cravey moved that the meeting be adjourned. Councilman Lusk seconded the motion. The ayes were unanimous and the Mayor declared the meeting adjourned. ATTEST: Edda Oliver.
