1960 09 28 CC Minutes, Special1518 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN September 28, 1960 The City Council of the City of Baytowni Texas met in special session on liednesday, September 28, 1960, at 7:00 otclock P.M. in the Council Room of the Baytown City Hall with the following members in attendance: Seaborn Cravey= Councilman W. L. Ward Councilman K. E. Badgett Councilmam Velma J. Ansley Councilman R. H. Hughes Councilman Lacy Lusk Councilman R. H. Pruett Mayor George Chandler City Attorney Edna Oliver City Clerk Absent: J. B. LeFevre City Manager The Mayor called the meeting to order, the Invocation was offered by H. M. Campbell, afterwhich, the following business was transacted: Canvass Election Returns - Library Bond Election - Ordinance The Council canvassed the returns of the Municipal Library Bond Election held on September 20th, afterwhich, the City Clerk introduced and read an ordinance on the canvassing and declaration of the results of the Bond Election by the City Council. Councilman Ward moved to adopt the ordinance as read. Councilman Hughes seconded the motion. The roll call vote was as follows: 4 Roll Call: Ayes: Councilman Cravey Nays: None n u Ward rr ' Badgett ` Ansley Hughes Lusk Mayor Pruett The caption of the ordinance hollows: ORDINANCE NO. 614 AN ORDINANCE CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE BOND ELECTION HELD IN THE CITY OF BAYTOWN ON THE 20TH DAY OF SEPTEMBER 1960; CONTAINING OTHER PROVISIONS RELATING TO THE SUBJECT; AND DECLAR- ING THAT THIS ORDINANCE SHALL TAKE EFFECT FROM AND AFTER ITS ADOPTION Committee Appointed - Study Protest Removal Traffic Light - Main and Bayliss The Council heard protests from several persons relative to the removal of the traffic light on Ilest Main and Bayliss. At the September 22nd meeting, the Council had instructed the City Manager to have this traffic light removed from its present location and installed at the intersection of West Main and South Pruett since it was thought that the light would serve a Much greater need at this location. Those protesting the removal stated that the light served as a rross -walk for children going to and from school, grocerty or drug store and also eliminated a speed zone which would exist if the traffic light should be removed. Spokesmen urged the Council not to move the light but allow it to remain in place. Should the need arise at a later date for a traffic light at'- South Prix tt and West Main, the.City Council was asked to authorize the purchase of a new traffic light rather than remove the light at West Main and Bayliss. After hearing the several spokesmen, several members of the Council were willing to rescind the authorization for removal of the light, however, Councilman Hughes asked to hold the work order until he has had time to make a personal study of the location in order to determine how many children use the crossing for school purposes. A committee composed of Fblice Chief Montgomery, Councilmen Badgett and Hughes was appointed to make the study. The work order, for removal of the traffic light, will be held up until the study has been completed and the committee has made its report and recommendations. This report will be heard at the next regular meeting of the Council. r T. r 1519 Debate - City's Ineurance Committee Appointed Members of the Council heard a lengthy debate on the City's present insurance coverage, as presented by G. 0. Robins, representing independent insurance agencies and Steele McDonald, representing the Baytown Insurance Exchange. G. 0. Robins spoke for deviating insurance, that is, insurance sold at a rate less than the rates set by the State Insurance Commission, and de- fended its reliability. He stated that this type insurance was backed by companies as reliable and stable as those with whom the Baytown Insurance Ex- change write the present fire and casualty insurance of the City. Steele McDonald charged that many of those companies were not reliable and insisted that such companies were not sound enought to protect the City's interests during times of disaster, thus it has been the policy of the Exchange not to recommend such coverage for the City. Other - members of the Exchange reported that the City of Baytown has received good servuce during the years the Ex- change has carried its coverage and from time to time meetings have been held with the Council for discussions and studies relating to the City's inure *ce coverage. After giving ample time for representatives from each side to be heard, Mayor Pruett appointed a committee composed of Councilmen Lusk, Badgett, City Attorney Chandler, City Manager IeFevreq Chief Accountant Funderburck, Steele McDonald of the Exchange and G. 0. Robins to study the City's overall insurance program and submit a report to the Council on its findings after the completion of its study. Approve - Appropriation Policemen - Convention The Council approved an additional $200.00 appropriation for the Police Department to cover costa of sending two 2) patrolmen to the Texas Municipal Police Association Convention which is to be held in San Antonio, September 28th through October let. Approve - W. 0. Tidmon - Member of Advisory Board Councilman Cravey submitted the name of W. 0. Tidmon, as his recommenda- tion for a member of the Advisory- Board. The Council accepted the recommendation and Mr. Tidmon will be named as a member of the Board. �. Adjournment Councilman Ward moved that the meeting be adjourned. Councilman puck seconded the motion.
