1960 09 13 CC Minutes, Special1510 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN September 13, 1960 The City Council of the City of Baytown, Texas met in special session on Tuesday, September 13, 1960s at 6:00 o'clock PM. in the Council Room of the Baytown City Hall with the following Members in attendance: Seaborn Cravey W. L. Ward K. E. Badgett Velma J. Ansley Roy H. Hughes Lacy Lusk Councilman Councilman Councilman Councilman Councilman Councilman R. H. Pruett Mayor J. B. LeFevre City Amager Absent: George Chandler City Attorney Edna Oliver City Clerk The Mayor opened the session by stating that the purpose of such meeting was to continue its discussion of the proposed 1960 -61 budget as requested at the regular meeting on September 8th. City Nanager's Report City Manager LeFevre reported that he and the Cityts Chief Accountant had gone over the current figures of the 19$9 -60 budget since the last budgett review and was now able to propose an increase surplus of $25,000 in the operating fund. Adding this amount to the total shown at the past review gives a 1960 -61 total' surplus of $62,000.00. This available surplus will provide ample funds to give the Five (5 %) percent increase in salary for all City employees, effective October 1, 1960, as previously proposed and provide sufficient money to create a Contin- gency Fund of approximately 815,000.00. He concluded his statement by recommend- ing that all employees, other than himself, be granted the 5% salary increase. Councilman Hughes was of the opinion that before the 5% beet salary in- crease is approved for all employees, some consideration should first be given to salary adjustments. He referred specifically to the Firemen and Policeman, who in his opinion, should have priority over any salary increase. The proposal was discussed at length, afterwhich, Councilman Ward moved to grant a 5% Mary increase to all: employees, including -the City Amager. The increase to become effective as of October 1, 1960. Councilman Lusk seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilmen Cravey Nays: None u Ward " Badgett " Hughes Ansley Lusk Mayor Pruett Ausley - Bailey - Policemen and Fireman Salary Adjustments Further discussion was then resumed on the salary adjustment for Fireman and Policemen. B. J. Ausley, representing the Police Department, was given permission to speak in behalf of the policemen. Asst. Chief Bailey spoke briefly in behalf of the firemen. After giving each representative ample time to complete his plea for the departments he represented, the Council discussed the proposals thoroughly. After some time, Councilman Lusk moved to grant all members of the police and fire departments, an increase in an amount equal to,.$35.00 per--month increase over and above the amount paid in the 1959 -60 budget. Councilman Badgett seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Cravey Nays: None Ward Badgett Ansley Hughes Lusk Nhyor Pruett Further Adjustments - Proposed Budget Since the Council had approved the $35.00 monthly increase for Firemen and Policemen, it was now necessary to adjust other itmes in the proposed budget to mike funds available in the Police Department for purchase of radio equipments and transfer this amount to the salary accounts. The -remaining amount needed to balance the salary budget is to be transferred from the Contingency Fund. Council - man Lusk moved to adopt the 1960 -61 budget as proposed, with the above adjustments. The City Clerk be further instructed to advertise the date of Thursday, September 22nd, 1960 for the Public Hearing on the 1960 -61 budget. The City Attorney be instructed to prepare all relating ordinances for presentation at the same meeting. Councilman Badgett seconded the motion.
