1959 06 11 CC Minutes1342 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN June 11, 1959 The City Council of the City of Baytown, Texas met in regular session on Thursday, June 11th, 1959, at 7:00 o'clock P.M., in the Council Room of the Bay- town City Hall with the following members in attendance: P. H. Mears Councilman W. L. Ward Councilman K. E. Badgett Councilman W. D. Hollaway Councilman Al Clayton Councilman Lacy Lusk Councilman R. H. Pruett Mayor James W. Harrison City Manager Edna Oliver City Clerk Absent: George Chandler City Attorney The Mayor called the meeting to order and the Invocation was offered, afterwhich, the Mayor called for the minutes of the regular meeting of May 28th to be read. Councilman Mears moved to dispense with the reading of the minutes, however, the following correction was made, to -wit: "Street Lighting - Business Areas: In order to approve a more unified program, Mr. Strickler reported that he had received similar requests from the Market Street and West Baytown's Bus- inessmen's Association, and his request included these business areas plus the businessmen along State Highway 146 (Alexander Drive)." With this correction, Councilman Clayton seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Clayton Nays: None It Ward " Badgett " Hollaway " Mears " Lusk Mayor Pruett Approved Two Fire Hydrants - Negro Housing Units At the request of Housing Authority Commissioner, Burt J.. Davison, the Council approved the installation of two (2) fire hydrants along Airhart Drive, near the recently constructed Federal housing units for colored tenants. The installation will be made within the next few weeks. Open Bids - Paving Scott, Harvey and Hawthorne Streets The bids for the paving of Scott.. Hawthorne and Harvey Streets were open- ed and tabulated as follows: Gulf Bitulithic Company Brown & Root, Inc. Russ Mitchell S84,864.80 Total Bid 82,677.40 Total Bid 85,891.50 Tbtal Bid The City Engineer retired to another room to verify the tabulation of the bids and returned with the statement that the bids were in order and Brown & Root, Inc., was the low bidder. Councilman Badgett moved to accept the low bid of Brown & Root, Inc., in the amount of $82,677.40, for the paving of Scott, Harvey and Hawthorne;the Mayor be instructed to execute contract documents in behalf of the City of Baytown. Councilman Clayton seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Clayton Nays: None " Ward " Badgett " Hollaway r1 Mears " Lusk Mayor Pruett Proposed Exterminator's Ordinance - Rabulation Tabled The Council unanimously agreed to table, for an indefinite period, an 1344 ordinance proposed to regulate the operation of any and all persons engaged in the.business of pest control by exterminating within the City of Baytown. Request - Junior Chamber of Commerce - Policing Quack Shack Cecil Sutphin, representing the Junior Chamber of Commerce, presented a formal request for an annual gratuity appropriation of $768.00 which will' be used to provide police protection at the Quack Shack, a teen -age recreation center. The Quack Shack opens 128 nights during the year, members of the Junior Chamber of Commerce are sponsors of the project and members and wives serve alternately in the supervision. Police protection for the center is almost essential, however, funds are not available. It was the thought of the Jaycees that the Council would approve such an expenditure, to assist in the supervision of the Quack Shack, if given an opportunity. It was the recommendation of Mr. Sutphin, that Patrolman Wayne Barfield be assigned to the job as he has been working with the Jaycees in the patroling; the teen -agers like him very much and respect his orders. City Manager Harrison stated that this can be classi- fied as over -time pay and placed in the forthcoming proposed budget for 1959 -60, however, any current expenditure will have to be appropriated. Councilman Badgett stated that he felt the Council should give the Jaycees this support, in cooperation with Chief Montgogomery, for the summer and moved to approve an additional appropriation of $768.00 to the police budget to pay a City patrolman to police the Quack Shack for the 128 days it is in operation. Councilman Mears seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Clayton Nays: None " Ward it Badgett it Hollaway to Mears of Lusk Mayor Pruett Vote of Confidence - City Manager Since City Manager Harrison has been with the City a year as of the 26th of May, and in view of his efforts on behalf-of the City of Baytown, and for the records of the action of the Council; Councilman Mears moved that we (City Council) - give him (City Manager Harrison) a vote of confidence for try- ing sincerely to make Baytown a better place in which to live. Councilman Badgett seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Ward Nays: None Badgett Hollaway Mears Lusk Mayor Pruett City Manager Harrison expressed his sincere appreciation of the Council's action and pledged himself to continue in his efforts to work toward the contin- ued progress of the City. Lights - Teen -Age Ball Park Mr. Wilton Roper, representing the Baytown Optimist Club, petitioned the Council for funds to pay the lighting of the teen -age ball park for this season. He stated that presently the club was using the school park by per- mission of the Board, however, they had been informed that the club must pay for the lights, an estimated expenditure of'$600.00 for the entire season. After discussing the manner in which funds may be appropriated for this request, Councilman Mears moved to grant the request made by the Optimist Club and appropriate $600.00 to pay for the lighting of the teen -age ball park for the current season. Councilman Badgett seconded the motion. E. Dossey, Jr., C.P.A. of Houston, gave a very favorable report on the condition of the City's finances and presented copies of the semi- annual audit report 6f the City's records, He further stated that the current collec- tions are baove the expectations for the budget year and offered to meet at a later date should the Council wish to discuss any phase of the budget report. Councilman Lusk moved to accept the semi - annual report as presented; the City Manager be instructed to pay Mr. Dossey $600.00 for professional services as per contract. Councilman Mears seconded the motion. Councilman Lusk seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Clayton Nays: None Ward " Badgett " Hollaway " Mears Lusk Mayor Pruett The caption of the ordinance follows: ORDINANCE NO. 546 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO APPROPRIATE FOUR THOUSAND SIX HUNDRED EIGHTY -EIGHT DOLLARS AND FIFTY -SIX (42688.56) CENTS FROM THE UNAPPROPRIATED SURPLUS WATER FUND TO BUDGET ITEM 1001 E -2. Councilman Mears moved to adopt an ordinance appropriating $2,280.91 to pay for the publication of annual report, rental fee on parking lots, barbe- que pit at Roseland Park and City employees' annual picnic. Councilman Badgett seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Clayton Nays: None u Ward " Badgett 'r Hollaway " Mears " Lusk Mayor Pruett The caption of the ordinance follows: 1346 ORDINANCE NO. 547 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO APPROPRIATE TWO THOUSAND TWO HUNDRED EIGHTY DOLLARS AND NINETY -CHE ($2,280.91) CENTS FROM THE ANTICIPATED UNAPPROPRIATED SURPLUS GENERAL FUND TO BUDGET CLASSIFICATIONS 101 F -5i 101 G-8A, 107 F -7 AND 601 Y -1. Policy - Improvement Streets - Bond Funds At the suggestion of Councilman Ward, the Council unanimously agreed to set a policy, as of this meeting, for priority street construction under the bond program. The City Manager was instructed to note the date each completed street petition is presented and the priority rating will be established in the order in which each is received. This was done in order to avoid any future misunder- standing with property owners on streets whose petitions are presented after the bond funds are depleted. Miscellaneous The City Manager reported that Fireman L. V. Bailey will serve as an Instructor at a Firemen's School which will be held at A & M from June 19th through June 24th. The Council received a letter of thanks from the Chamber of Commerce for the recently approved request for "White Way" street lighting in the business areas of Baytown. A complete report on the traffic situation at Airhart Drive and Woodruff will be presented to the Council by the City Manager at the next meeting. The City Manager was instructed to purchase three (3) more traffic counters which will be used in conjunction with any traffic survey request which the Council may authorise.. The Mayor presented an acknowledgement of appreciation from the family of Mrs. Sadie Lusk for the expression of sympathy at their recent bereavement. Adjournment Councilman Mears moved for the meeting to adjourn. Councilman Lusk seconded the motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
