Pruett Mayor George Chandler City Attorney Edna Oliver City Clerk The Mayor called the meeting to order, afterwhich the following business was transacted: Financial Report T. B. Trotter-Company The Mayor presented copies of the semi - annual financial report, as conpiled by T. B. Trotter Company, Certified Public Accountants of Houston, and asked the Council to make a study of it. The report covered the financial condition, revenue and Expenditures, accounts receivable, investment in capital assets, accounts and rotes payable, trustee funds, refundable deposits, accrued court costs, matured bonds and coupons,payable, bonded debt, reserves, surplus and the Final certification of the company. Councilman Ward moved to purchase advertising space in the Baytown Su:n and have•the cover letter of the financial reprots published in order for the public to have a clear and concise report on the financial status of the City of Bay- town. Councilman Swain seconded the motion. Review - Decker Drive Councilmam Clayton Nays; gone " Garrison " :•lard " Swain mars " Lusk Mayor Pruett The council reviewed a preliminary plat of proposed improvements by the Texas Highway Department for Decker Drive from Lynchburg - Crosby Road to.Park & ,hodruf_° Streets in Baytown, however, no action was taken on the proposed improvements at this time. Discussion --hiring of City 'Manager The council entered into the discussion of hiring a City Manager to replace Mr. C. D. Middleton, former City Manager. Only two (2) applicants were considered, J. W. Harrison of Okmulgee, Oklahoma and Dudley Bayne of Herefore, Texas. Since the majority -of the Council favored Mr. Harrison, Councilman Garrison *roved to hire b•:Iiarrison at an annual salary of Y112C00; City to furnish a car with'a nominal expense account and $30C.CC moving expense- his employment to begin at the earliest possible date. Councilman Years seconded the motion. Harrison assured the Council of his acceptance however, he would be unable to assume office until June 1, 1956 as.he is now in the process of completing his budget for the 1958 -59 fiscal year. Lusk Studer - Group Hosoitaliztion - City .Employees A Committee composed of Councilmen, Lusk, ;lard, Hollaway ad the Department heads was appointed by Mayor Pruett t o make a study of the present group hospitalization; the possibility of additional coverage and the advertisement for bids-from interested .insurance Companies prior to the anniversary date of present hospitalization insurance which is July 1, 1958. This bid was submitted by B. T. McKinney on a 4 -acre tract off North Main Street at Bob Smith Road. The total amount off- the bid was ?1.O,000.CO. Councilman Ward moved to.accpet the bid of B. T. McKinney in the mount of $10,CCC.CC less the OOO.00 earnest money giver. MY. McKinney by City Attorney Chandler. Councilman 1•wars seconded the motion. Councilman Clayton moved to advertise for bids on the sale of land formerly owned by the No. 10 water district and incorporated within the city.in 1947. The land is not being used by the City and several have contacted different city employees relative to the purchase of same. Councilman Mears seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Clayton Nays; None " Garrison a Ward " Swain " Mears " Lusk Mayor Pruett Councilman Lusk informed the Council that he had recently had an occasion to asp tie assistance df the Fire Marshal in the investigation of the one (1) regulator used in the distribution of gas to the whole of what is known as "ole East Baytown Subdivision and a portion of Leger Addition ". He had received a complaint from a resident of the area and upon investigation found that the Houston Natural Gas Corporation had only the one (1) regulator on the low pressure system. He maintained that this should be corrected, if possible, since it could prove to be very dangerous should the one regulator fail and throw all the pressure at one time upon the line. If it should be found that it is impossible to make any change in this present pperation, it will be possible to prevent any such operation in the future. After some further discussion, Councilman Garrison moved to atithorise City Attorney Chandler to take all necessay steps to get information regarding the use or non -use of gas pressure regulators; study the possible need of an ordinance regulating or controling such operation, etc. He is to make a report after his study is completed. Councilman Ward seconded the motion. The roll call vote was as follows: Roll Call: Ayes : Councilman Clayton Nays:none " Garrison a Ward " Swain " Mears " Lusk Mayor Pruett In view of the possibility of a need of regulating "honky- tonks" within the city of Baytown should on- premises consumption be approved at the May 10th Wet -Dry Election, Councilman Ward moved to instruct the City Attorney to investigate the powers of the City regarding the regulation of sale of beer for on premise oonsumpilon within the city limits; the powers of the-City to police and regulate beer licenses within the City, and the possibility of a Zoning Ordinance being presented for adoption by the City Council. Councilman Swain seconded the motion. The roll call vote was as follows: Roll Call: Ayres: Councilman Clayton Vays: None " Garrison " Ward " Swain " Mears " Lusk Mayor Pruett Councilman Lusk moved to adopt an ordinance appropriating 81,287.45 to cover travel expense for Mayor and Councilman Ward to Okmulgee, Okla., cover clothing allowance for Juvenile Officer remainder of fiscal year, ari- conditioner Clyde Pond's office, truck maintenance and shell for fire department. Councilman Mears seconded the motion. The roll call vote wqs as follows: Roll Call: Ayes: Councilman Clayton Nays: None p Garrison " Ward u Swain " Mears " Lusk Mayor Pruett 1140 The caption of the ordinance falows: ORDINANCE N0. 477 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF BAYTOWN AUTHORIZING THE CITY TREASURER TO APPROPRIATE ONE THOUSAND TWO HUNDRED EIGHTY -SEVEN DOLLARS AND FORTY -FIVE ($1,287.45) CENTS,-FROM THE ANTICIPATED UNAPPROPRIATED SURPLUS GENERAL FUND TO CLASSIFICATIONS 1.01 F-6, 201 B-4, 202 D-10, 501 E-4, AND 701 Z-1. Councilman Lusk moved to authorize the City Clerk to advertise for bids on Sanitary Sewer Tile. Councilman Ward seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Clayton Nays: None n Ward u Garrison n Swain n Mears Lusk Mayor Pruett. , The Council deferred action on the request of Councilman Ward to reimburse A. V. Barber for expenses incurred in the operation of an automobile while attending to City business. He was asked to present an itemized statement of the expenses before the Council will take further action on the request. Publice W orks Director Grantham was instructed to contact his employees con- cerning the presentation of service awards to employees; the type of meeting, location preference, and number to be invited to the presentation ceremony. He will make - his report at the next regular meeting. 17 The council gave permission for Patrolman Baker to attend the Parking Meter Service Forum, conducted by Duncan_ Parking_ Meter Corporation. at Galveston, Texas on June 11, and June 12, 1958. At the request of Councilman Clayton, Mr. Grantham_aas instructed to clear off and level a lot, donated by the Humble Company_ to Latin Americane_ in Busch. Terrace- Addition -as a base ball diamond. The Council instructed Mr. Grantham to shell the parking area at the Colored section of the Hougina �r Commission in Baytown. This authroization was given after some members of the Housing Boaid met with the Council and presented the need. Adiournment Councilman Ward moved for the meeting to adjourn.
