The City Council of the City of 3.ytown, Texas met in regular session on Wednes-
day, April 23, 1958 at 7; CC o'clock p.m, in the Council Room of the Baytown City Hall
with the following mer_bers in attendance:

The Mayor called the meeting to order, whereupon, Councilman Swain moved to
dispense with the reading of the Minutes of the Regular Meeting or April 9th, 1955
and they be approved. Councilman Fears seconded the motion. The roll call vote

Report Councilman Ward Trip Okmule e Ckla Inv stiaate City Lana er Applicant
Councilman :lard presented a lengthy report on the recent trip he and T'ayor
Pruett made to Okmulgee, Oklahoma in order to obtain possible background inform. -
tion on City Manager Applicant, James W. iarrison. His report revealed that
they contacted persons from different classes; students, laborers, business
firms, bankers, attorney, educators, retail credit bureau's manager and the Paptor
of the First Methodist Church, J.J. Stowe and with the exception of one or two
unfavorable comments, Mr. Harrimn was highly praised for his administrative capability,'
interest in local civic affairs, and good management in the overall operation of the
City of Okmulgee with a population of some 22,CCC to 26,CCC persons. M;r. Ward
concluded his report with the presentation of editorials from the Gkmulgee Daily Times
relative to the political faction, during the last election. He re- eaphasiaed the
intent of the report was for informative purposes and not promotional. The Council
accepted the report, however, Councilman Lusk asked that Applicant Dudley Bayne
be phecked also. He had presided at an informal meeting with Councilmen Clayton, Mears
Garrison and Applicant Dudley Dayne on Friday, April 16th and was favorably impressed
by T.$% Bayn =_'s qualifications.

Councilman Lusk roved to authorize Mayor Pruett to execute an application
for Federal Grant for Sewage Treatment Works under 33 U. S. C. 466 for additions to
sewage treatment plants and necessary interceptor sewer lines and pump stations and
the agreement authorizing the.7. {J.Rady & Cor..pany, engineering firm, so to act.

Jack Lanier - Old Ferry Lamdin� Cedar 3e'✓ou Closed
Jack Lanier presented a p•oblem which had arisen as a :result of his closing
the Old Ferry Lending road on Cedar 3epu. He explained that the ferry lending site
had always beonged to the McClain estate, however, the County had operated a small
hand operated ferry at the crossing for a number of years but it has been out of oper-
ation for a number of years and the site was being used as a boat launching location.

Recently the conduct of so;ae who fragnently used the launching site had become so
anoying as to become a publice nuisance, hence, the closing of the boat launching
site. Some had protested vigorously and he wanted the Council to take sore action in
aiding him to keep the site closed to the public. Mr. Chandler suggested that a deed
may be conveyed with reservations stipulated for a 1C' easement for drainage pipe.
:a. Lanier agreed to the easement grant, afterwhich, Councilman Garrison moved to
instruct the City Engineer to prepare the field notes on the ground site; submit
same to the City Attorney- and he draw up the necessary deed instrument with the
10' easement reservation included therein. Councilman Fears seconded the motion.

Councilman Clayton moved to adopt an ordinance determining the necessity for
and ordering that Maryland and Carolina Streets, from end to end, be improved; setting
forth the plans and specifications and directing the Director of Public Works and
City Engineer to prepare an estimate of the cost. Councilman Ward seconded the
motion, The Roll Call vote was as follows:

The Ci Cy Attorney was given unanimous approval by the City Council to
negotiate with the property owners for easements to lay interceptor lines from
Utah. Lift Station to hest Main Disposal Plant. He was instructed to do all
things deemed feasible, however, should sone refuse to grant an easement he
is further instructed and authorized to start condemnation suti to obtain same.
Leon Chase - Delinauent dater Bill
Leon Chase, a local resident, submittal a statement of an arrears assess-
ment which had been levied against him for water from 1956 until February, 1955
total amount being :;85.00. lie informed the Council that upon receipt of the
statement he had contacted :Y. Berber, Finance Director, and assured him that
payments had been made at all times on the water and garbage assessment, but, he
was unable to surrender a cancelled water card, check or any other relating ratter
substantiating his claim. Mr. ,Barber told the Council that Mr. Chase could not have
paid as his name was not even shown on the sheet and meter assigned to the house,
however, upon further questioning he admitted that it was a gross oversigbt in the
department. After some further discussion, Councilman .lard moved to instruct ;✓m. Barber
to write -off the c85.CC arrearage assessed against bir. Chase. Councilman Lusk seconded
the motioq.

Mr. Koehler, with the Hedrick, Stanley and Lightfoot engineering fire, again
offered his services to the City in some of the forthcoming engineering projects
outlined for the City of Baytown. Ile informed the Council that an office had been
opened at 2C3 Pruett Building, and he would be most happy to have an opportunity
to serve in any canacity the Council should so direct. Air. Chandler, City Attorney,
was instructed to confer with A+r. Loehler, relative to the street paving project
and the constitutional provisions forbidding any city to lend its funds for major
improvements.
Clothine Allowance - Juvenile Officer
Councilman lord moved to approve a �2C.CC per north clothing allowance for
the Juvenile Officer, J. C. Bickerstaff. Councilman Mears seconded the motion.
