The City Council of the City of Baytown, Texas met in special session on
Tuesday, January 1.4, 1958 at 5:01clock p.m• in the Council Room of the Baytown
City Hall with the following members in attendance:

The Mayor called the meeting to order.

The City Manager introduced and read the new proposed Trailer Courts Ordinance
for council discussion and possible adoption. After some minor amendments, Coux il-
man Ward moved to adopt the ordinance, as amended. Councilman Swain seconded the
motion. The roll call vote was as follows:

AN ORDINANCE DEFINING AND PROVIDING FOR THE REGULATION OF AUTOMOBILE
TOURISTS COURTS, COMBINED AUTOMOBILE TOURIST COURTS AND TOURISTS COURTS,
COTTAGES AND HOUSE CARS; PROVIDING FOR THEIR LOCATION WITHIN THE CORPORATE
LIMITS OF THE CITY OF BAYTOWN; DEFINING CERTAIN TERhS; PROVIDING FUR
LICENSING; IR VID339 FOR DRAIRAGE; WATER SUPPLY AND METHOD OF OCCUPANCE;
: MOVIDING FOR TOILETS, GARBAGE RECEPTACLES, KITCHEN SINKS, REFUSE AND
SEWAGE DISPOSAL; LIGHTING; REPEALING ORDINANCES INCONSISTENT HEREWITH:

DATE HEREOF.
In the discussion of the proposed subdivision ordinance, the City Attorney
informed the Council that, according to a law passed by the 1955 Texas Legislature,
the City Council no longer had the authority to accept or reject plats of new
proposed subdivisions but the powers has been passed into the hands of the City
Planning Commission of any community where a Planning Commission exists. Since
the Council had only a portion of the members present it was felt that no action
should be taken on the proposed subdivision ordinance at this meeting but should
be deferred until the next regular meeting of the Council which is January 23rd.
It was agreed that the Fladning Commission will be asked to meet-'with the Couhcil
at this date also and a full discussion will be had on the matter at this time.
Councilman Ward moved to approve payment of civil damages suffered by Joe
Holec in the amount of $1,700.00. Councilman Swain sedanded the motion. The roll
call vote was as follows:

The Council was asked to decide on who has authority over the-jailers, the
Chief of Police or Corporation_Judge. It was felt that Chief Of Ablice Montgomery
should have complete authority since he is directly responsible for what happens
to the pri:saners while in jail but the problem was referred to the Corporation
Court Committee for study and a report. of. its findings• These_ findings will be
presented at the January 23rd meeting.

The Council gave the City Manager permission to. install a storm sewer
by-pass at rear of the West Main Dmsposal Flant•
Adj ourn.
Councilman Swain moved for the meeting to adjourn. Councilman Ward seconded
the motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
