1957 12 03 CC Minutes, Specialj MINUTES OF TBE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS December 3, 1957 The City Council of the City of Baytown, Texas met in Special Session on 7aasdagt, December 3, 1957 at 7:00 o'clock p•m• in the Council Room of the Baytown City Hall with the following members in attendance: R. Councilman Clayton seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Clayton Nays: None " Ward Garrison Swain " Lusk Mayor Pruett The City Manager presented an estimate of cost on a manually operated hydraulic ladder and Hi- Ranger hoist which is needed in the i:perations of the electrical department of the city. The estimate included the cost of a 1 -ton truck as the 1/2 ton truck is too light to carry the heavy equipment. The total cost was 68,945.00. It was agreed that a study will be made of the estimate and the hoist and ladder purchased if at all possible. Mr. Ernest Brown, Jr.., representing the Moroney, Beissner and Company, investment brokers, met with the Council relative to the decision of the Council on the amount and type of bonds to be sold. He proposed that the Council sell as many bonds as practical in order to get the best offer interest- wise. He stated that the State Board of Education has an option to buy the bonds and its acceptance or rejection will determine how soon they can be offered for sale. His advise to the council was the sale of 61 million in revenue bonds and 61,million in tax bonds with the Council perfecting a plan which will use most of the funds the first year and one -half or two years. This would earn a savings for the City, however, should the bond money not be used within this period it could be invested in U. S. Government Bonds and earn three percent interest. He explained to the Council that the bonds were going to beoffered for sale at a time when the bond market will be crowned and should the sale be designated too low it would only attract Texas Markets, however, should a 62 million sale be approved Eastern buyers will be attracted which will give the city a lower interest rate. He did not stipulate a certain date for the bonds to be offered for sale but he did designate the week of January 27th, 1955• This would allow time for a brochure to be prepared, copies to be mailed out and all pertinent businness attended which will make the issues attractive to prospective buyers. After some discussion, Councilman Ward moved to authorize Moroney, Beissner & Company to proceed with the sale of $2 million i•:: worth of tax and revenue bonds, sale to be made within the week of January 27th. The amounts designated as follows: 0300,000 drainage improvement bands, $7002000 street improvement bonds and $1 million water and sewer revenue bonds. Councilman Clayton seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Clayton Nays: None " Ward " Garrison " Main " Lusk Mayor Pruett Mr. Brown presented two (2) schedules on the maturities for the $1 million revenue bonds and asked the Council fdr its approval of either schedule. The first did not show maturities on the present issue until the year 1967 at which time the present bonds now outstanding will have been paid and the revenue for the fiscal year is requirement will be the same as in former years. With Schedulg two (2) is much shorter in maturities dates, from 1955 through 1974 however, the total revenue requirement will be of such_pproportion to almost prevent the sale of further revenue bonds until the complete issue is paid. Councilmab Ward moved to approve the long range Schedule No- 1, interest maturi- ties only through 1966, afterwhich, bond and interest maturities through the year 1950. Councilman Ward seconded the motion. Massey Members of each Committee The Council discussed the feasibility of the City doing a major portion of the improvement projects rather than contract the work. The.Mayor_ expressed his desire for the city to do the greater portion thereby de- riving an approximate 25% savings on the -cost. Councilman Ward and some members of the Planning Commission, who were present, felt that the work should be given to reputable contracting firms. The Mayor dismissed the discussion after some length, no definite decision having been reached. Adjournment Councilman Swain moved for the meeting to adjourn. Councilman Lusk seconded the motion.
