MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
October 25, 1957
The City Council of the City of Baytown, Texas met in regular session on Thurs-
day, October 25, 1957 at 7:00 o'clock p•m• in the Council Room of the Baytown City

The Mayor called the meeting to order. Councilman Clayton moved to dispense
with the reading of the minutes of the regular meeting of October 10th and they
be approved. Councilman Garrison seconded the motion. 'The roll-
call. vote was

The Council heard a request from Yr. Johnson for taster and sewer service
extensions 375' north of Cedar Bayou Road facing anon- dedicated undeveloped street.
In July, 1953, the Council had received a similar request from Mr. E. H. Enderli
and after much study the Council agreed to make a water service connection only,
provided, thane would be noaeurther construction along the road until the flat
had been recorded street dedicated and developed according to the city's
subdivision ordinance. Since the agreement had been violated the Council opposed
the request. After a lengthy discussion, the Council agreed to the setting of
a aster ulster but no line extension was to be made by the city for either water of
sewer up the undeveloped street. Councilman Ward. moved to authorize Anhd approve
the installation of a 3/4" water meter on the east side of the shell, road at its
intersection with the north side of Cedar Bayou Road; it was further instructed
that no additional connections will be made to the meter by any person or persons
erecting a home on property facing the undeveloped street and lying between the,
;resent building and Cedar Bayou Road. Councilman Garrison seconded the motb

some relief on the drainage situation in the area and a possible extension of
sewage facilities, the Council instructed Mr. Grantham to clean out the ditches
along the road and lay enough shell on the road bed to provide ingress and
egress for the; property owners along the Road. No relief was promised at the present
time on the extension of the sewage facilities, however, the request will be ,
given further study.

H. E. Hovey. Jr — Consulting Engineers
The Council was presented copies of a brochure of the organization of the
H. E. Bovay, Jr., Consulting Engineers of Houston Texas, with branch offices in
Baton Rouge, Louisiana and Spokane, Washington. The presentation was made by Messrs.
Lawler and Burns with the expression of assurance that the dependability and
continuity of the company's records could be of great benefit to Baytowng in the
forthcoming improvement projects. The Mayor thanked Mr. Lawler for the presentation,
however, he expressed boubt that the Council was ready at this time to go further into
any discussion on pnginppring since any future improvement programs will depend
entirely upon the result of the Special Bond Election called for the City of Baytown
as of November 2nd, 1957.
Bids — Feeding of Priaonern — City Jail
The bids for the feeding of prisoners held within the City Jail were opened
and are tabulated as follows:

Councilman Clayton moved to accept the bid of Victory Cafe for the fiscal year
ending October 31, 1958- Councilman Ward seconded the motion. The roll call vote
was as follows:

Bid Quotations — Printing of Charter Copies
The City Manager was authorized to solicit bids on the printing of copies of
the Baytown Charter. The present supply is very low and the City Administration
receives requests each year from the Civics Class of Robert E. Lee for copies to
use in their study of the City Government.

The Council agreed to beat the coat of supply the vaccine and using the City
Health Officer Grossman and City Nurse Burke to administer the Asian Flu Vaccine to
all City Employees desiring to take the serum. Councilman Ward moved to authorize
the expenditure of making the shots available to the City Pmployees• Councilman
Mears seconded the motion. The roll call vote was as follows:

Merit Raise — Cherry snd Bounds
Councilman Ward moved to accept the recommendation of the City Hall Committee and
approved a merit raise of $15.00 per month for Mir Cherry, PBX operator and
$15.00 per month for T. H. Bounds, Fire Marshal.. These raises to become effective as of
November 1st, 1957, Councilmen Swain seconded the motion. The roll can vote was

Upon the recommendation of the Street Lighting Committee, Councilman Clayton
moved to approve the replacement of a 2000 incandescent street light with•a
15,000 mercury vapor street light at the intersection of West Main and New
Jersey Streets. Councilman Garrison seconded the motion. The roll call vote
was as follows:

Councilman Ward moved to adopt an ordinance appropriating 02,120.00 from the
Uanppropriated Surplus General Fund to cover expense of night clerk, city
jail, Corporation Judge car allowance, City Judge and City Attorney expense
to Chicago; three (3) policemen's eltpenses to meeting In Corpus Christi and
Insurance expense. Councilman Mears seconded the motion. The roll aill vote

103 A -3A, 103 F -2, 103 F-6, 106 F-6, 201 F -6 AND 702 F -3F.
Councilman Clayton moved to instruct the Director of the Civil.Service
Commission to abolish the present eligibility list of the Police Department.
Councilman Mears seconded the motion. The roll call vote was as follows:

Representatives of the Houston Lighting & Power Company met with the Council
to explain the residential billing principles; the use of the "demand" principle
in residential billing and the objective of the Company to bring electric
service to all customers "at the lowest possible price commendurate with
equitable charges to all." This type meter was placed into operation around
1929 after the number•of residential customers had increased and in recent
years, tith the introduction and use of more and more modern electrical :_
appliances, the number used to serve residential customers is 1/+,781• A tabulation
was also presented of comparison rates with other cities. The Mayor thanked
the representatives for their appparance, however, no definite action was taken by the
Council at this time) on the complaints registered by Baytown customers on the
use of demand meters.

The City Engineer was instructed to make a study of the drainage of the bottle-
neck created at Woodltawn and Dale Streets at the M. C. Whitworth home whereby
relief may be given at-the least possible cost.

The Council tabled any action on the request made by Custom T0, Inc for an
ordinance to be passed authorizing the Company to construct, erect, operate, in,
upon, along the streets, alleys and other thoroughfares of the City of Baytown,
poles, wires, for the maintenance and operation of a home movie system in the homes
through television sets or otherwise.

The City Engineer presented an estimate of cost on the improvement of the
James Bowie School Road. The total cost was $1,494.00.of which $800.00 will be for
shell and $694.00 will be used for the purchase of asphalt.
One —Way Street — Fire. Block Maeno3in
The Council instructed Police Chief Montgomery to designate the lot block of
Magnolia Street, from Market to Cedar, as a one -way going north. This is done in order
to tliminate a severe traffic hazard caused by the timing devise on the traffic
lightinstallation near this point.

Councilman Clayton asked that a drainage problem, along South Nolan Road, be
given some study.
The Council gave Police Chief Montgomery permission to use members of the
Women's Amciliary of the Civilian Defense to serve as Patrol Officers around
the Public Schools during the opening and dismissing of the classes each day.
The Council instructed the City Manager to halt any further action on the
installation of curb and gutter along the McAlister property on Barrymore Blvd.
It will be necessary for a major street improvement program to be instigated in order
to do the work and the Council was of the opinion that the financial problem of the
city will prevent such a project at this time.

Councilman Swain moved for the meeting to adjourn. Councilman Lusk seconded
the motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
