The City Council of the City of Baytown, Terms met in regular session on Thurs-
day, July ll, 1957 at 7:00 o'clock p•m• in the Codpcil Rom of the Baytown City

The Mayor called the meeting to order, afterwhich, Councilman Clayton moved
to dispense With the reading of the mizit6a of the regular meeting of June 2M
and they be approved. Councilman Mears seconded the motion. The roll call vote
was as follows:

In compliance With Council Action taken at the regular meeting of June 27th,
W X. McFall from the Regional Office of the Civil Aeronautics Administration, met
with the Council and memnbers of the Flying Ganders relative to a modern airport
for Baytown. Mr. MaFlall explained that the CAA would share 50 of the cost of land
and construction of an airport exclusive of hangers and control towers. No
leased land, regardless of the length of the lease, will meet the requirements
of the CAA• He suggested the selection of three possible sites, Within a 2-idle
radius of the city limit line, by the Council or a Committee appointed by the Council.
The sites should contain approximately 200 acres of ]end in eahh location, and
sketches of each location Will be submitted to the administration which will chose
one after appraisal as to the location and cost, has been made. He also explained
that fmde would not be available for such a major project until after the new
fiscal year beginning July 1, 1958• It was noted that such a project for Baytown
would require a bond issue as funds were not available for such an Anvestment• It
was suggested that a commmittee be appointed to make a study of the sites, buildings,
etc in order to make application for the CAA fund s• After same discussion, Counoi'lwan
[hard moved to instruct the Mayor to appoint members from the Baytown Planning
Commission to work with the Flying Ganders and make an extensive study of the pro-
posed airport sites, buildings, etc.; These to be submitted to the Council for
final approval prior to submission to the CAA• Councilman Mears seconded the
motion. The roll call vote was as follows:

No action was taken by the Council on the appointment of a new Commissioner to
replaot Be L. M:rphY on the Civil. Service Commission Board. &. Mmtrphy's term
expired July let and he did not choose to be re-appointed. A new Commissioner
will be appointed after some study has been made by the Council.

Councilman Mears moved to adopt an ordinance appropriating $355.00 for the
completion of repair on the Water Office — Minnesota Street and to pay collection
agency at Hathwayls• Councilman Garrison seconded the emotion. The roll call
vote was as follows:

The fence bids for locomotive at Roseland irk were opened and are tabulated

The Coanoil accepted the low bid, however, the City Engineer was authorized
to negotiate with the two (2) low bidders for an additional gate and sufficient
fora -foot fence to provide wings for a ramp from the ground through the locomotive.
The City Phgineer was given permission to close the deal and make purchase of
the lowest bid.
Councilman Ward moved to accept the recommendation of the Street Lighting
Committee and authorized the installation of three Mercury Vapor Street Lights
and one 2,500 lumen incandescent street light. The mercury vapor lights will be
located as follows: On Woodruff, Woorduff and Airhart Drive and one- Tower No. I.
The incandescent light will be located at Fayle, Strickland & Woodlawn Street;
the City Manager is authorized to pay the charge levied for the excess distance
extension. Councilman Mears seconded the motion. The roll call vote was as follows:

Advertise Bids - Water Main
The Director of Finance was instructed to advertise for bids on 2,0001 of .
8-inch water main to complete the Park Street Improvement project.
Study - Traffic Convention - Citizema Bank
The Chief of Police was instructed to continue a study of the traffic conges-
tion at West Pearce and Jones near the Citizens Bank and submit a recommendation
for the elimination of such congestion, if possible.

A Cosmittee, composed of Councilmen Mears and Clayton and P4. A. V. Barber,
was appointed to make purchase of a one and one -half ton air conditioning unit to
be installed in the conference room of the Police Department.
Change - Sneed Limita
The Chief of Police was instructed to chage speed limit regulations from
30 NTH to 40 MPH at the following locations:
Along Highway 146 from Brown's Chicken Shack No. 2 to intersection of
West -South Main Street.
From Goose Creek Stream along West Main to its intersection with Lee Drive,
Along Market Street from near Tower No. 2 to Henke- rillott Grocery.

The Director of Public Works was instructed to complete the ruining 3- blocks
of Kentucky Street in the same meaner as improved on the lower section of the street.
Mir. H. M. Johnston was assured that theCity would begin the improvement of
Wright Boulevard as soon as the schedule can be arranged to include it.
At the request of Councilman Garrison, the Mayor was instructed to write the
Texas Highway Department and request additional assistance ^in the local Driver's
License esaminerfs schedule allocation for Baytown.
Adioisnment
Councilmen Mears moved for the meeting to adjourn. Councilman Lusk seconded
the motion. The ayes were unanimous and the Mayor declared the meeting adjourned.
