1956 12 13 CC MinutesMINUTES OF THE REGULAR MEETING OF THE CrN:COUNCIL OF THE CITY OF BAYTOWN, TEXAS December 13, 1956 The City Council of the City of Baytown, Texas, met in regular session on Thurs- day, December 13, 1956, at 7 :00 o'clock p.m. in the Council Room of the Baytown City Hall with the following members in attendance: P. H. Mears W. C. Swain Al Clayton R. B. Bergeron C. D. Middleton Edna Oliver Absent: R. H. Pruett H. M. Campbell Lacy Lusk George Chandler Councilman Councilman Councilman Mayor pro tem City Manager City Clerk Mayor Councilman Councilman City Attorney ,The,meeting was.called to order by the Mayor pro tem, afterwhich, Councilman Clayton moved to dispense "with the reading of the minutes of the regular meeting of November 22nd, and they be approved. Councilman Mears seconded the motion. The roll call vote was as follows: Roll Call Ayes: Councilman Clayton Nays: None Councilman Swain Councilman Mears Mayor pro tem Bergeron Table - Final Disposition Sweeper Bids Due to the absence of the Mayor and two Councilmen from the regular meeting, Councilman Clayton moved to table final disposition of the sweeper bids which were re- ceived and tabulated in the November 22nd council minutes. Councilman Mears seconded the motion; the roll call vote was as follows: Roll Call Ayes: Councilman Clayton Nays: None Councilman Swain Councilman Mears Mayor pro tem Bergeron Police Cars - Bids Opened The bids on the police cars were opened and are tabulated as follows: Franta Motor Co. (4) Plymouth - Less trade -in (2) $ 6,817.00 Thad Felton's (4) Ford - Less trade -in (2) $ 59752.00 Buck Turner (4) Chevrolet- Less trade -in (2) $ 6,318.11 Higginbotham's (4) Plymouth - Less trade -in (2) $ 79654.80 ., Councilman Swain moved to accept the bid of Thad Felton as low bid and to authorize purchase of the four Standard sedans at the price of $5,752.00. Councilman Clayton seconded the motion. The roll call vote was as follows: Roll Call Ayes: Councilman Clayton Nays: None Councilman Swain Councilman Mears Mayor pro tem Bergeron Solicit Bids - Rental Purchase Plan New Fire Truck Councilman Clayton moved to authorize the City Manager to solicit bids, from in- terested fire fighting equipment dealers, on a Rental- Purchase Agreement toward the purchase of a new fire truck for the City of Baytown. The Agreement to be quoted on a 2, 3, 4 and 5 year plan. Councilman Mears seconded the motion. The roll call vote was as follows: 79 V Roll Call Ayes: 1#21' Councilman Clayton Councilman Swain Councilman Mears Mayor pro tem Bergeron Appropriation Ordinance Nays: None Councilman Swain moved to adopt an ordinance appropriating $3,361.00 from the Unappropriated Surplus Water Fund to pay for a Standard Testing Machine and asses - ories and a LeRoi Compressor, all of which have been recently purchased with the ap- proval of the Council. Councilman Mears seconded the motion. The roll call vote was as follows: Roll Call Ayes: Councilman Clayton Nays: None Councilman Swain Councilman Mears Mayor pro tem Bergeron The caption of the ordinance follows: ORDINANCE N0, 380 AN ORDINANCE AMORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO APPROPRIATE THREE THOUSAND THREE HUNDRED AND SIM -ONE ($3,361.00) DOLLARS FROM THE UNAPPROPRIATED SURPLUS WATER FUND TO BUDGET CLASSI FICATIONS 1002 Z -2 and 1002 Z -10 Cubb and Gutter - East Fayle - Kelly Residence Messrs. Kelly and Rheaume came before the Council relative to installation of curb and gutter along East Fayle Street fronting the Kelly property and abutting Kings Machine Shop. Mr. Kelly proposed to give the city an additional 5 -foot ease- ment in order to have the curb and gutter installation approved. Should the curb!`and gutter be laid at the present width of the street it would be a hazard and by the additional dedication a curbline could be established throughout the length of the street. The Council agreed to the installation of the curb and gutter provided the additional 5 -foot easement be granted to the city. A committee was appointed by,.; the Mayor pro tem Bergeron, composed of City Manager Middleton, Public Works Director Grantham and City Engineer Busch, to work with Mr. Kelly toward the completion of the additional easement and the proposed curb and gutter project. Water Meters. Pipe and other Materials Since the cost of materials is rapidly rising and, in order to take advan- tage of the price quotations of a contract bid the city now has with the Utility Sup- ply Co. of Houston expiring December 31, 1956, the City Manager was instructed to pro- ceed with the purchase of additional water meters, cast iron pipe, copper tubing and other assessories before the expiration date; the number to be determined by the available funds. The Council assured Mr. Middleton that the appropriation for the payment of the supplies would be approved at the time the appropriation ordinance is presented, such ordinance to be taken from the Unappropriated Water Surplus Fhnd. Permission Advertise Materials - Public Works Councilman Swain moved to instruct Mr. Barber to advertise for materials., and supplies now needed but not included in the present contract bid of Utility Si ply Company. Councilman Clayton seconded the motion. The roll call vote was as follows: Roll Call Ayes: Councilman Clayton Nays: None Councilman Swain Councilman Mears Mayor pro tem.Bergeron Employees - Payroll Savings Plan The Council heard a Mr. Arthur, a' representative of the Great Southern Life Insurance Company, on the installation of a payroll savings plan for city employees.. which earries a $5,000 Life Insurance Policy with liberal cash or loan values'after the third year, and also Paid Up and Extended Insurance features. The Council thanked 03H Mr. Arthur for his presentation, however, no action was taken on the proposal. Ad3ournment Councilman Clayton moved for the_ meeting to adj.ourn., Councilman Swain. seconded the motion. The ayes were unanimous and the Mayor pro Lem declared the meeting adjourned. R. B.
