MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS
September 13, 1956
The City Council of the City of Baytown. Texas met in regular session on
Thursday, September 13, 1956, at 7 :00 o'clock p.m. in the Council Room of the
Baytown City Hall with the following members in attendance:

The Mayor called the meeting to order. Councilman Clayton moved to dispense
with the reading of the minutes of the regular meeting of August 23, 1956, and
they be approved. Councilman Mears seconded the motion. The roll call vote was
as follows:

Advertise'Bids - Fire Station - Ward Road
Councilman Bergeron moved to approve the construction of a fire station on
Ward Road; the City Manager be instructed to advertise for bids on the construction
of the station according to specifications as set forth by the City Engineer.

Councilman Lusk moved to adopt an ordinance appropriating $300.00 from the
Unappropriated Surplus Water Fund to pay for a new water line and fire hydrant
which has been installed in the 3900 block of Illinois Street. Councilman Swain
seconded the motion. The roll call vote was as follows:

AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO APPRO-
PRIATE THREE HUNDRED ($300.00) DOLLARS FROM THE UNAPPROPRIATED WATER SURPLUS
TO CLASSIFICATION 1002 Z -9.
Councilman Bergeron moved to adopt an ordinance appropriating $216.50 to
pay for one typewriter, one typewriter table and one Steno chair for use at
the Police Station. Councilman Swain seconded the motion. The roll call vote
was as follows:

ONE HUNDRED ($216.50) DOLLARS FROM THE UNAPPROPRIATED
SURPLUS TRAFFIC IMPROVEMENT FUND TO CLASSIFICATION 2000 2 -1.
Councilman Lusk moved to adopt an ordinance appropriating $3,308.50 to pay
for workover of new waterwell on Lee Drive. Councilman Bergeron seconded the

CENTS ($3,308.50) FROM THE UNAPPROPRIATED WATER SURPLUS TO CLASSIFICA-

Councilman Mears moved to adopt an ordinance appropriating $2,500 from the
Unappropriated Surplus General Fund to replace transfer made from account 202 A -3 to
pay for radio equipment for the Fire Department. Counclman Bergeron seconded

APPROPRIATE TWO HUNDRED SEVENTY ($270.00) DOLLARS FROM THE UNAPPRO-
PRIATED SURPLUS GENERAL FUND TO CLASSIFICATION 107 D -1.
Budget Ordinance
The 1956 -57 Budget Appropriation Ordinance was introduced and read by the
City Attorney. Councilman Lusk moved to adopt the ordinance as read. Councilman
Mears seconded the motion. The roll call vote was as follows:

CHARTER AND ORDINANCES OF THE CITY OF BAYTOWN; AND PROVIDING FOR THE

Tax Rate Ordinance
The City Attorney introduced and read an ordinance fixing the tax rate and
tax levy for the City of Baytown for the fiscal year ending September 30, 1957,
Councilman Bergeron moved to adopt the ordinance as read. Councilman Mears se-
conded the motion. The roll call vote was as follows:

ORDINANCE NO. 369
AN ORDINANCE FIXING THE RATE AND TAX LEVY FOR THE CITY OF BAYTOWN. TEXAS,
FOR THE FISCAL YEAR ENDING SEPTEMBER 30, 1957, IN CONFORMITY WITH THE LAWS
OF TEXAS AND THE CHARTER PROVISIONS AND THE ORDINANCES OF SAID CITY; AND
REPEALING ALL ORDINANCES OR PARTS OR ORDINANCES IN CONFLICT HEREWITH.
Praise - Firemen - Recent Fire Losses
Councilman Mears moved to commend the fire and police departments, the vol-
unteer firemen and all other groups who gave such performance in handling and
helping to fight the two recent fires within the City of Baytown. Councilman
Clayton seconded the motion. The roll call vote was as follows:

Additional.Chairs - City Hall Auditorium
Councilman Swain moved to approve the purchase of 50 chairs from H. E. 6'r6nson
for use in thb City Hall auditorium, at a cost of $25.00; the City Manager be in-
structed to make appropriation necessary to complete purchase transaction. Coun-
cilman Mears seconded the motion. The roll call vote as follows:

Water Service - Cedar Bayou Area
Air. Eddleman, a Cedar Bayou resident, petitioned the Council for approval
of water service.to approximately 25 or 30 property owners along Cedar Bayou
Crosby and Massey- Tompkins Roads if the pipe be furnished by the property owners.
The Mayor informed Mr. Eddleman that the line would have to be dedicated uncon-
ditionally to the City and the property owner would be assessed the usual tap-
ping fee for each water service connection before the City would extend service,
however, the City would sell the 2 -inch galvanized pipe to the property owner,
at cost, and lay the line with City labor and equipment. Mr. Eddleman assured
the Councilman that this agreement.would be satisfactory with the petitioners,
after which, Councilman Clayton moved to approve the installation of a 2 -inch
water line from Smith's Store, on Highway 146, up Crosby -Cedar Bayou Road and
east on Massey- Tompkins Road to provide water service for 25 or 30 homes provided
the property owners pay for the cost of the materials. Councilman Swain seconded
the motion. The roll call vote was as follows:

Councilman Clayton moved for the meeting to adjourn. Councilman Lusk
seconded the motion. The ayes were unanimous and the Mayor declared the meeting
adjourned.
