1956 08 23 CC MinutesZVI MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN August 23, 1956 The City Council of the City of Baytown, Texas met in regular session on Thursday, August 23, 1956 at 7:00 o'clock p.m. in the Council Room of the Baytown City -Hall with the following members in attendance: P. Councilman Clayton moved to dispense with the reading of the minutes of the regular meeting of August 9th and the ...special meeting of August 10th and they be approved. Councilman Mears seconded themotion. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None " Bergeron if Swain " Clayton " Lusk Mayor Pruett Mercury Vapor Light - Grace Methodist Church Councilman Clayton moved to authorize the installation of a 15,000 lumen mercury vapor lamp at the corner of West Murrill and North Pruett for the Grace Methodist Church. Councilman Bergeron seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None of Bergeron it Swain it Clayton " Lusk Mayor Pruett Petition -- Traffic Light - School Children-- Hill Terrace A petition, with 57 signers, was presented by Mrs. Harold F. McCarthy, 1000 Largo StreetT from Hill Terrace residents asking that a traffic light control be installed to protect children crossing Highway 146 to and from Hill Terrace Addition to the James Bowie Elementary School. She suggested that the light be a push button type light which will be used only during the hours of going to and from the school. It was also suggested that the speed limit be reduced on that portion of the highway near the shhool and a walkway be opened for children walk- ing to and from the shhool After some discussion Councilman Lusk moved to instruct the City Manager to make application to the State Highway Department for permission to install a push button control traffic light on State Highway 146 between Largo Street and Need Road. Councilman Bergeron seconded the motion. The roll calll vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None " Bergeron " Swain " Clayton " Lusk Mayor Pruett It was agreed that a Patrolman will be placed in the vicinity 66 6bntaoltfmaffic while the children are crossing Highway 146 going to and from the school. q 5c Mr. Tyson Barefield, 312 East Fayle, presented a petition, with 28 signers, with the statement that the undersigned are of the opinion that the street of Baytown are unsafe for law abiding motorists, pedestrians, and children because of the non - enforcement of speeding and traffic violations. Because of the in- adequacy of the present police force, they petitioned the City Council and Manager to take steps to increase the present police force to such strength as necessary to correct the condition. Mr. Barefield expressed his willingness to pay more taxes, if necessary, in ofder to provide proper protection and law enforcement. The Mayor informed W. Barefield that the Council was aware of the need but could not promise any definite solution until the Council has had another look at the proposed budget for 1956 -57. It maybe that two (2) or more additional police may be provided for and included in the budget appropriation, however, he would not make a definite commitment at this time. Redeemer_ Lutheran Church - Opening Hunnicutt and Lobbit to Danubins The Council agreed to extend the same proposal to the Redeemer Lutheran Church as was given the property owners along Tenth Street on the opening of East Hunnicutt and East Lobit to Danubina Street. The Church has property abutting the undeveloped street on which a new church building-,will be erected. The Council agreed that if the property owners will participate 100% in the purchase of the street base materials, as recommended by the Director of Public Works and City Engineer, the City will set stakes, cut a 30 -foot street to grade, haul dirt, spread shell and properly stabilize the street with city equipment and manpower. Appropriations Ordinances Councilman Clayton moved to adopt an ordinance appropriating $630.00 from the unappropriated surplus general Fund to pay the city's proportionate share of City Employees' Hospitalization Insurance for the fiscal year ending September 30, 1956. Councilman Bergeron seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None " Bergeron } Swain i " Clayton " Lusk Mayor Pruett The caption of the ordinance follows: ORDINANCE NO. 354 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO APPRO PRIATF SIX HUNDRED THIRTY ($630.00) DOLLARS FROM THE UN- APPROPRIATED SURPLUS GENERAL FUND TO CLASSIFICATION 702 F -3C Councilman Clayton moved to adopt an ordinance appropriating $285.00 from the Unappropriated Surplus Traffic Improvement Fund to pay salary of additional clerical help in the Police Department for the remainder of the fiscal year ending September 30, 1956. Councilman Bergeron seconded the motion. OF THF CITY OF BAYTOWN TO APPROPRIATE TWO HUNDRED F'IGHTY -FIVE ($285.00) DOLLARS FROM THE UNAPPROPRIATED SURPLUS TRAFFIC IMPROVEMENT FUND TO CLASSIFICATION 2000 A -2. fs'i Councilman Clayton moved to adopt an ordinance appropriating ?1,199.00 from the Unappropriated Surplus Water Fund to pay for one (1) 3-inch and two (2) 2 -inch compound water meters. Councilman Bergeron seconded the motclon. Resolution - Transfer of Funds, The City Manager introduced and read the following resolutions "A RESOLUTION OF THE CITY COUNCIL OF THE CITYOF BAYTOWNT AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO TRANSFER ONF THOUSAND FIVF HUNDRED ($1,500.00) DOLLARS FROM CLASSIFICATION 301 A -4 TO CLASSIFICATION 701 E -2. "BE IT RFSOLVFD BY THE CITY COUNCIL OF THE CITY OF BAYTOWN, T1"XAS: "THAT the City Council of the City of Baytown hereby resolves that the City Manager of the City of Baytown be authorized to transfer One Thousand Five Hundred ($1,500.00) Dollars from the General Fund Classification 301 A -4 to Classification 701 F -2, Maintenance of Equipment. The roll call vote was as follows: Poll Call: Ayes: Councilman Mears Nays: None " Bergeron " Swain " Clayton " Lusk Mayor Pruett Thanks - Health Clinic The Mayor presented a letter from Mr. Bill Hinson, Vice - President of the Baytown Health Clinic, thanking the Council for the time given the Board in presenting the Clinic's needs for medical assistance for the indigent sick during the recent budget review. Defer Action - Repair Baytown Library The Council deferred further action relative to repairs on the present Baytown Library Building until the Library Board has had time to study the proposal of the Citizens National Bank and Trust Company to buy the present building. City Manager Middleton reported that the bank took an option to bu$, the �ibrarp 'site'.2:@r 3 years ago at a figure of $37,000 and the Society of Friends of the Library has been trying to obtain a site for a new library rather than make repairs to the present building. Walkway - School Children - Fair Park Subdivision The.City Engineer was instructed to check distance and amount of shall - needed for a proposed walkway for school children leaving Fair Park Subdivision for the Alamo School. The walkway will follow a waterline easement dedicated to the City and will be shelled for a width of a walkway only. Two Inch Waterline Extension - Ward Road Councilman Bergeron moved to instruct the City Manager to extend a 2 -inch waterline down Ward Road, approximately 5801, to service the homes of Messrs. McNeil and Sebesta, provided, the required tapping fee and meter deposit are paid by the above named parties. Councilman Swain seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None " Bergeron " Swain " Clayton " Lusk - Mayor Pruett Appropriation Ordinances - Water Lane Councilman Bergeron moved to adopt an ordinance appropriating $400 from the UnappropriAted Surplus Water Rind to Classification 1002 Z-9 to pay for the 2 -inch water pipe to make the extension down Ward Road. Councilman Swain seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears " Bergeron " Swain " Clayton " Lusk Mayor Pruett The caption of the ordinance follows: ORDINANCE N0. 357 Nays: None AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO APPROPRIATE FOUR HUNDRED ($400.00) DOLLARS FROM THE WATTR FUND UNAPPROPRIATED SURPLUS TO CLASSIFICATION 1002 Z-9. Montgomery_- Traffic - Commercial Enterprise The Councilman gave Chief Montgomery permission to levy a fee on any type commercial enterprise requiring a patrolman to handle the directing of traffic to facilitate the completion of a transaction. The fee will-be paid to the off -duty patrolman whose services are required. Ad3ourmment Councilman Bergeron moved for the meeting to adjourn. Councilman Lusk seconded the motion.
