Middleton City Manager George Chandler City Attorney t Edna Oliver City Clerk The Mayor called the meeting to order, Councilman Bergeron movedto dispense with the reading of the minutes of the regular meeting of July 11th and the minutes be ap- proved. Councilman H. M. Campbell seconded the motion. The roll call vote was,as fol- lows: Roll Call Ayes: Councilman Mears It Bergeron " Campbell of Swain of Clayton to Lusk Mayor Pruett Nays: None Replace - Incandescent Street Light Councilman Clayton moved to instruct the City Manager to order the replacement of a 2500 lumen incandescent street light at the corner of North Pruett and West Qdoue. Councilman Lusk seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None of Bergeron of Campbell Swain " Clayton ' " Lusk Mayor Pruett Appropriation Ordinance Councilman Lusk moved to adopt an ordinance appropriating $1,235.00 for the pur- chase and installation of an actuated traffic light at the intersection of Park-and North Jones. Councilman Campbell seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: Councilman Clayton of Bergeron to Campbell it Swain to Lusk Mayor Pruett The caption of the ordinance follows: ORDINANCE NO. 349 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO APPROPRIATE TWELVE HUNDRED THIRTY -FIVE ($1,235.00) DOLLARS FROM THE UNAPPROPRIATED SURPLUS TRAFFIC IMPROVEMENT FUND TO CLASSIFICATION - 2000 Z -3. Authorize - Traffic Light - East Favle at Highway 146 Councilman Lusk moved to authorize the City Manager to make purchase of an actuated Traffic Light to be installed at the intersection of Easy Fayle and Highway 146. Councilman -)1441 Mears seconded the motion. The roll call vote was as follows: Roll Call: ayes: Time Deposit Resolution Councilman 'Nears Nays: None It Bergeron of Swain of Clayton of Lusk Mayor Pruett The City Manager introduced and read the following resolution: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAYTOWN AUTHORIZING AND DIRECTING THE CITY MANAGER OF THE CITY OF BAYTOWN TO DEPOSIT, FOR A MINIMUM PERIOD OF NINETY DAYS, A TOTAL OF FORTY THOUSAND ($90,000.00) DOLLARS IN THE OFFICIAL DEPOSITORY OF THE CITY OF BAYTOWN. "BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN: "THAT the City Manager of the City of Baytown is hereby authorized and directed to deposit a total of Forty Thousand ($40,000.00) Dollars in the official depository of the City of Baytown for a period of ninety days, said sum to be placed in time deposit account on August 1, 1956, to mature November 1, 1956. /s/ R. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None of Bergeron to Campbell to Swain " Clayton " Lusk Mayor Pruett Complaint - Disposal Plant - West Main R. C. Galloway, 1105 Barrymore Drive, registered a complaint with the Council concerning the obnoxious odors pervading Lee Heights Subdivision from the Test Main Disposal Plant. The Mayor explained the recent action on the part of the Council in the passage of an ordinance forbidding any petroleum products being emptied into the sanitary sewer system of the City after it was found that this was being done by some of the service stations. These products kills the bacteria which is so necessary for effective operation of the disposal plants. He assured Mr. Galloway that all necessary precautions are being taken to prevent such a recurrence and the Countil will do all things deemed feasible for the proper operation of the plant and the elimination of excessive odors. McElwain - Dog Ordinance Violations P. C. McElwain, 2105 Wright Blvd., made a complaint to the Council against the City Human Officers in the enforcement of the recently enacted Dog Ordinance. He charged that several calls had been made at his home relative to complaints filed concerning d6gs running loose and on one occasion his wife was asked tbz;tiehupt - his dog which was lying in his yard. Councilman H. M. Campbell asked that the Council go on record callinf for a serious reprimand of the Humane Officers for violating their instructions, if they had received instructions as the Council directed, if not, the one responsible for giving them instructions should be reprimanded. The Council gave instructions that the ordinance was to be inforced to the letter only. y4Z Assistant Clerk - Police Department Councilman H. M. Campbell moved to approve the hiring of an additional clerk for the record department of the Police Department. The new clerk will assist in keeping of records at the Police Station; her salary to be on an equal basis with the Clerk at the Corporation Court, and the position will be of a temporary nature until the 1956 -57 Budget Review. Councilman Swain seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None " Bergeron " Bempbell Swain Clayton Lusk Mayor Pruett Move and Reset Fence - Morgan Road Director of Public Works Grantham was authorized to proceed with negotiations for an additional right -of -way easement to widen Morgan Road, the City guaranteeing the resetting of the fence on either side of the dedicated right -of -way. Councilman Bergeron seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None Bergeron Campbell " Swain Clayton Lusk Mayor Pruett Adjournment Councilman Bergeron moved for the meeting to adjourn.
