October 11, 1955
The City Council of the City of Baytown, Texas met in regular seasinn on Tues-
day, October 11, 1955 at 7:00 o'clock p. m. in the Council Room of the Baytown City
Hall with the following members in attendance:

Mayor Pro tem Bergernn called the meeting to order. Councilman M. L. Campbell
moved to dispense with the reading of the minutes of September 22, 1955 and they
be approved. Councilman Mears seconded the motion. The roll call vote was as follows:

Since Mrs. Ruby Moyers had asked for part -time employment at a salary of $100.00
fff per month, Councilman Clayton moved to approve the salary adjustment of FloydzG.
Adcox, $375.00 monthly, A. J. Odgen, $365.00 monthly and Robbie Muckelrny, $365.00
monthly; adjustments to beenme effective as of October 1, 1955. Councilman M. L.
Campbell seconded the motion. The roll call vote was as follows:

Housing Authority - Annual Check
Mr. C. H. Olive, treasurer of the Baytown Housing Authority Board, presented
a check in the amount of $1,108.81 as payment in liey of taxes for the year ending,
June 30, 1955. Councilman M. L. Campbell moved to accept the check in the amount
and for the purpose presented. Councilman Clayton seconded the motion. The roll
call vote was as follows:

Neer 'd Subdivision - Chambers County
Since the present Subdivision ordinance of the City of Baytown governs the plat-
ting and subdividing of land within the corporate limits of the city and within. five
(5) miles thereof, aiotAe-y Robert Strickland, representing a proposed negrnid sub-
division in Chambers County, presented the plat for council observation. He asked
that the Council take into consideration the location of the proposed subdivienn
and stated that he only "wanted the city to leave them alone" in the development of
same. Since this request ws not in keeling with the policy of the City Council,
Councilman M. L. Cspflpbell moved to accept the plat map as presented; refer same to
City Manager Middleton and departments heads for study and recommendation at next
regular meeting of the City Council. Councilmen Lusk aecnnded the motion. The roll

Martin Ditch - Pruett Addition-- Hazard
Ed Catheriner, Jr., spokesman for a delegation of residents from Pruett
Addition, Section 2, protested the safety hazard caused by the Martin drainage
ditch. He stated that the ditch was apprnximately 14� deep in some places and it
presented a dangerous hazard since there were many children in the neighborhood
and if any should fall into the ditch it may be fatal because of the depth of it.
It was suggested that the city lay storm sewer in the ditch and cover over, hot► -
ever, this would result in quite a sum of money which the city does not have
available at this time. The drainage ditch is a county -city project and Commissioner
Ramsey was present to hear the protests. He propnsed,tn,prnvide some equipment, labor
and money if the city could furnish some funds and trucks to haul excessive dirt for
fill -in purposes. After a lengthy discussion Mayro Prn tem Bergeron appointed
a Committee composed of Councilmen Tusk, Meare31'7City Manager Middleton and Mayor
Pruett to make a study of the sitpation at hand and make any recommendations
deemed feasible for the city.

Since the city's contract with the present auditor, 2. E. Dossey� Jr_., expired
as of September 30, 1955, Councilman Lusk moved to instruct and authorize the Mayor
Pro tem to appoint a committee to study the feasibility of re- hiring the present
auditor or engaging the services of a new certified public accountant for the next.
fiscal year beginning October 1, 1955. Councilman Clayton sdcouded the mnticn.

Mayor Pro tem Bergeron appointed a Committee composed of Councilmen Clayton,,
M. L. Campbell and Lusk. The Committee will meet at the convenience of all and
make a report to the Council at a later date.

Councilman tusk moved to give final approval of the W. Z. Jones Subdivisinn,
Danubina Courts Section 2-B. Councilman Mears seconded the motion. The roll

Ehrhardt - Permission Probe Water &e- Sewer Location
Bill Ehrhardt, State Land Surveyor, asked permission from the Council to probe
for the exact location of the water and sewer lines on Davis Road in order for him
to complete his platting of a proposed subdivision belonging to Mr. Cuba Greer,
and abutting Davis Road. Councilman M. L. Campbell moved to grant Nay. Ehrhardt
permission to make whatever examination necessary in the locating of the water
and sewer lines, depth, etc, however, if any damage is done to the present
lines it is to be repaired by YAr. Ehrhardt at his expense. Councilman Lusk
seconded the motion. The roll call vote was as follnwss

I, L. Lerner, developer of Central Heights, informed the council -tbit he was
ready to connect his water lines to the city if the city willextend the necessary
connections to his prrpetty line. In order to make the connections it is necessary
to extend the lines across Laredo Street which will require approximately 240' of 6"
pipe and three (3) 2 -inch extensions of about 60' for each extension. After some
discussion Councilman Clayton moved to extend, install and backfill the three (3)
2 -inch connections at the expense of the city; city to furnish equipment, man-
power to make installation of the 6 -inch extension progided the developer will
furnish material. His motion was declared dead by the Mayor Pro tem Bergeron for
want of a second, afterwhich, Councilmen Lusk moved to approve and authorize the
extension of the three (3) 2 -inch water line extensions and the one (1) 6 -inch
extension across ihredt,�'Bt_,tn subdivider's property line. Councilman M.L. Camp-
bell seconded the motion. The roll call vote was as follows: -

The Council told Mr. :dm. H*sten that the city must have 100% participation from
all prnn�_rt�y owners before the -city can begin a drainage project along Slmset
Drive. 9; it was pointed out that the work moat be dmp d ing the "slump periods"
since the work Mn -be done mostly by man -pnwer and it wr be necessary to
complete the nutstanding major projects before starting this project:

The Council took nn action on the request of Mr. Martin for water and sewer line
extension north of Cedar Bayou Road on Nolan, however, the request was referred to
City Engineer Busch and Director of Public Works Grantham for study. The Council
will accept the recommendations of the department heads.

Cafe for the feeding of prisoners for the ensuing year. Councilmen Mears seconded

Councilman Bergeron moved to accept the bid of the Bell uniform Company in the

J. J. hadv - Naginngeri.ng Rrojects
Mr. J. J. Rady and H. S. Berlin, of the J. J. Rady & Company, endgineers, met
with the council relative to its wishes concerning the several projects now in pro-
cess of construction; if the council wanted the.new city engineer, A. J. Busch; Jr
to take over the complete program or if it was the desire of the 'council fnr the
Rady firm to retain the engineering on a few of 'the major projects now nearing
completion. Mr. Rady assured the council thit his firm would be amiable to whatever
decision the council made, however, he expressed his wishes of retaining the Sewage
Disposal Interceptor Line and Martin Ditch construction projects if possible since t
the-two programs were an near completion. The City Manager presented statements
of extra engineering services rendered'on the widening of Gilliard Street.-Settling
with the comer for the drainage ditch crossing Trifon property and the cost esti-
mate to service the Lerner addition with a sewer connection, a total of 0362.20.
Councilman N. L.'Campbell moved that J. J. Rady & Company be paid for the extra
Professional Services as submitted in the letter; any action as to the future
status of engineering for the projects now under construction beheld in-abeyance
until a later date. Councilman Mears seconded the motion. The roll call vote

Councilman Lusk moved to approve payment of Engineer's estimate No. 2 on
Project 4018, Martin Ditch -, September, 1955 in the amount of $493.56. Councilman
Bergeron seconded the motion. The roll call vote was as follows:

WHEREAS, the City of Baytown needs additional space and territory to dump its
trash, shrubbery, paper and other discarded waste items; and
WHEREAS, the Parris County Houston Navigation District, is theowner of that
tract and parcel of land commonly referred to as lTngg- Ieland, adjacent to the Houston
Ship Channel near Mnrgan's Point; and
WHEREAS, said Navigation District is willing to lease said tract to the City of
Baytown for such purposes and for the consideration and subject to the covenants and
conditions set forth in said lease;
NOW, THFRTFORE, BE IT Rr SOLVED BY THE CITY COUIMIL OF THE CITY OF BAYTOWN:
SECTION 1: That the Mayor and City Clerk of the City of Baytown ere hereby
authorized and directed to execute said lease on behalf of theCity of Bettown for the
consideration and subject to the covenants and.conditions set forth in said lease;
SECTION 2: That, for greater clarity, said lease is hereby incorporated in
this resolution by reference and made a part hereto for all intents and purposes
whatsoever.

The Council deferred action on the engineer's report and proposal on drainage
of North 7th Street. Engineer Busch proposed to tear nut and replace 850' of
curb and gutter at the city's expense.

Councilman Tusk moved to leave the salary of the Corporation Court Clerk,
Gloria .Hanson, at $175.00 per month her present salary, since she had been transferred
from the Slater Department Billing Room to the Corporation Court as of October lat.
