1955 09 08 CC MinutesMINUTES OF THE REGULAR MEETING OF THE CITY CO=IL OF THE CITY OF BAYTOWN, TEXAS September 8, 1955 The City Council of the City of Baytown, Texas, met in regular session on Thursday, September 8; 1955 at 7:00 P. M. in the Council Room of the Baytown City Hall with the following members in attend- ance: Absent: R. B. Bergeron P. H. Mears - M. L. Campbell Lacy Lusk Al' Clayton H. M. Campbell C. The minutes were corrected, after whic� Councilman H. M. Campbell moved to dispense with the reading of the minutes. This motion was seconded by P. H. Mears. Campbell " M: L: Campbell Lacy Lusk " Al Clayton Mayor Pro -Tem Rufus Bergeron Bob Stiff -- -Hill Terrace Drainage Problem Mr. C. W. Grantham, Director of Public Works, City Manager, C. Darwin Middleton, and Councilman, Al Clayton are to work with V. V. Ramsey, County Commissioner, on the above mentioned problem. Mo- tion was made by Councilman M. L. Busch as City Engineer at a salary of $ 550.00 per month, and $ 25.00 per month car allowance, to be effective as of October 1, 1955. Motion was made by Lacy Lusk, seconded by M. L. Campbell. Darwin Middleton, City Manager, George Chandler, City Attorney and Rufus Bergeron to investigate the possidlity of utility easement,to Albright residence at the end of Hafer Street and across the Railroad Tracks. The committee is to report to Council= men at future meeting. W. J. Dalpes, Final Payment for work on New Fire Station Motion was made by H. M. Campbell, seconded by Lacy Lusk, for final payment to W. J. Dalpes, Contractor for New Fire Station on Market Street Road. Campbell Mayor Pro -Tem Rufus Bergeron Humble Oil & Refining Company Supplement to Capital Improvement C. Darwin Middleton, City Manager, submittdd to the Council, a proposal to supplement $ 20,000.00 to the City, of Baytown's Capital'Improvement Fund, from the Humble Oil and\Refining Company. The proposal was made by Mr. Windlinger, Humble Tax Consultant. The City of Baytown now collects $ 120,000.00 per year from said Company. C. Darwin Middleton, City Manager, was authorized to advise the Humble.Oil and Refining Company that it's offer of $ 20,000.00 was unsatisfactory to the City Council. ,Motion was made by,M: L: Campbell, seconded by Paul H. Campbell " Lacy Lusk Mayor,Pro -Tem Rufus Bergeron Cedar Bayou Employees, Moyer, Muckelroy After a lengthly discussion by the City Council of the -City 9f Baytown after which, M. L. Campbell made the motion, seconded by H. M. Campbell -that the City employ the two employees from Cedar Bayou Water Control District #.30, The City employed Muckelroy at a salary of $ 350.00 per,,month,.and Mrs. Moyer at a salary of $ 250.00 per month, effective as of October 1, 1955. These two employees are to be treated as other City of Baytown employees. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None It Al Clayton of M. L. Campbell " ,,H.,M. Campbell. " Lacy Lusk Mayor Pro -Tem Rufus Bergeron Dedication of Windy Lane, Sandy Lane, Casey Road The City Council instructed C. Darwin Middleton, City Manager, to contact Mrs. Illfrey and ask her to dedicate the above mentioned streets to the City of Baytown. Motion was made by Al Clayton, seconded by H. M. Campbell, and the roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None " M. L. Campbell It H. M. Campbell " Al Clayton " Lacy Lusk Mayor Pro -Tem - Rufus Bergeron Delinquent Taxes --- O.B. Gibson The above mentioned met with the City Council to protest the penalty and interest on his property taxes. He was asking the City Council to waive the penalty and interest on his property taxes. The Council went on record as not forgiving any penalty and interest on taxes at the present time.- Motion was made by M. L. Campbell, seconded -by H. M. Campbell. Homan and Jones The City Council accepted the recommendation of the Light Committee that a street light be installed at the intersection of Homan and Jones Street. Motion was made by M. L. Campbell, second- ed by P. H. Mears. Campbell Rufus Bergeron 99 Recommendation was made by C. Darwin Middleton, City Manager, to install street lights at Johnston and Yupon, also a mercury vapor light at Lincoln Drive and Market Street Road, also at the "V" at Alexander and South Main Street intersection. Both mercury vapor lights to be 20,000 lumen. Motion was made by M. L. Campbell, se- conded by P. H. Mears. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None to H. M. Campbell " Al Clayton " Lacy Lusk Mayor Pro -Tem Rufus Bergeron Drainage on Briarwood n A committee of people living on Briarwood asked the City Council I to elevate a drainage problem. After a lengthly discussion this group of citizens stated they would study this situation further and report to the Council at the next meeting. East James Sewage Disposal Plant Motion was made by Al Clayton to install chlorinator, pump and nozzles at the East James Sewage Disposal Plant. Motion was second- ed by M. L. Campbell. An appropriation Ordinance was passed to pay p for these items. The roll call vote was as follows: Roll Call: Ayes: Councilman Mears Nays: None " Al Clayton Lacy Lusk " H. M. Campbell " M. L. Campbell Mayor Pro -Tem Rufus Bergeron Annexation of Cedar Bayou Methodist Church The Council - authorized the City Attorney, George Chandler, to draw up an ordinance to be presented at the next meeting, annexing that area occupied by the Cedar Bayou Methodist Church to the City of Baytown., .Said ordinance to be presented is a request of John M. Kilgore, and authorized by unanimous vote of the members of said church. Correction of Motion of Annexation of Water District No. 30 Rufus Bergeron made motion to Annex Water District No. 30 and motion was seconded by P. H. Mears. Originally read: Councilman Bergeron seconded the Motion. Councilman Clayton moved for the meeting to adjourn, Councilman Lusk seconded the motion.
