1955 01 06 CC Minutes7.3 -1 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS January 6, 1955 The City Council of the City of Baytown, Texas met in regular session on Thursday, January 6, 1966 at 7:00 P. m. in the Council Room of the Baytown City Hall with the following members in attendance: R. H. Pruett Mayor R. B. Bergeron Councilman P. H. Mears Councilman M. L. Campbell Councilman Lacy Lusk Councilman Al Clayton Councilman H. M. Campbell Councilman C. D. Middleton City Manager George Chandler City Attorney Edna Oliver City Clerk The Mayor called the meeting to order. Councilman Mears ieved to the reading of the minutes of the regular meeting of December 9, 1954 accepted as presented. Councilman Lusk seconded the motion. Campbell Street Lights - Fair Park Subdivision dispense with and they be call vote A delegation of home owners from the Fair Park Subdivision, petitioned the Council to consider the possibility of street lights for the area. Since the 1954 street light allotment, of 27 lights, was nearly depleted it was suggested that the city pay for the installation of the requested street lights. After some discussion, the Mayor referred the request to the Street Lighting Committee for study and recommendations. The Committee will consider both routes, using the 1955 allocation or city bearing expense of the required street lights. De Bruhl - Water Service - Bob Smith Road Messrs. De Bruhl and Williams, met with the council regarding the extension of a water line to five residents along the Bob Smith Road. This area was recently annexed by the city and the homes in question have only a water supply from shallow wells. Mr. De Bruhl stated that the owners were willing to pay tapping fees if it was possible to make such an extension. Councilman Bergeron moved to instruct Mr. Grantham, Superintendent of Public Works, to reroute a two -inch water line and service be.extended to the five homes along Bob Smith Road. Campbell Final Approval - Section 3, Fair Park Subdivision Councilman H. M. Campbell moved to grant final approval of Section 3 Fair Park Subdivision, however, the developer will be expected to complete the installation of an additional fireplug, place lids on catch basins and complete the looping of the 6-inch water line. Campbell Lammers - Fire Station Estimate Lowell Lammers, architect, presented an estimate of $12,516.00 due W. J. Dalphes on the construction of a Fire Station and Drill Tower for No. 2 station. Councilman Bergeron asked that the inferior work being done in the interior of the building be discussed before the council vote on the certificate payment. Mr. Lammers explained that he had notified the sub - contractor, W. W. Bartlett, that the work was not satisfactory on two different occasions and he promised that Aomething would be done before further payment is made to the sub-contractor.. Councilman H. M. Campbell moved to approve payment of the certificates in the amount of $12,516.00 with the understanding that the interior the work will be corrected. Councilman Lusk seconded the motion. Campbell moved to accept the recommendation of the Equipment Committee and the tractor, back hoe and highlift be purchased from the McCa119Gardner Machinery Company for a total price of $5,653:62: Councilman Mears seconded the motion. Campbell Councilman Clayton moved to reject all street sweeper bids as presented and tabulated at the meeting of December 99, 1954. Councilman Lusk seconded the motion. Campbell The City Manager was instructed to have a service employee of the Highway Equipment Comparq check the Austin-Waster Sweeper and get a quotation on the complete repair bill. The repair estimate will be referred to the Equipment Committee for study and recommendation of final disposition at the next regular meeting of the council. Photographer and Magazine Ordinances The Council instructed the City Attorney to prepare an amendment to the present photographer's ordinance setting forth a lower operation fee. He, too, was instructed to prepare an ordinance regulating Magazine Subscription solicitations within the corporate limits of the city. Those will be presented at the next regular meeting of the city council. Study - ProEosal City Attorney office - Corporation Court Councilman M. L. Campbell moved to refer the proposal of Corporation Court Judge Girardeau, to move the office of the City Attorney to the Corporation Court Building, to the Corporation Court Committee for study. The committee will give a report on its findings and make any recommendations deemed advantageous at the next regular meeting of the council. Councilman Bergeron seconded the motion. Campbell Re- districting Ordinance The City Attorney introduced and read an ordinance providing for the re- districting of the City of Baytown. Councilman Clayton moved.to adopt the ordinance as read. Councilman Mears seconded the motion. Campbell The caption of the ordinance follows: ORDINANCE NO. 257 AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF BAYTOWN PROVIDING FOR THE RE- DISTRICTING OF THE CITY OF BAYTOWN AS PROVIDED BY SECTION 172 ARTICLE II OF THE CHARTER OF THE CITY OF BAYTOWN; AND PROVIDING FOR THE PUBLICATION AND THE EFFECTIVE DATE THEREOF. The kayor thanked the Re Districting Committee for the copperation and splendid work done on the approved re- districting of Baytown. He also dismissed the Committee after a job well done. Ordinance - Appropriations Councilman M. L. Campbell moved to adopt an ordinance authorizing the City Manager to appropriate a total of $5,623.20 from the general fund unappropriated surplus to provide for waste collection, motor vehicle equipment, sewers and sewage disposal. Campbell The caption of the ordinance follows: ORDINANCE NO. 258 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN LO APPROPRIATE ONE THOUSAND EIGHT HUNDRED NINETY -NINE DOLLARS ($1,899.00) FROM THE GENERAL FUND UNAPPROPRIATED SURPLUS TO CLASSIFICATION 402 -Z -4; ALSO THREE THOUSAND SEVEN IMORED TWENTY- -FOUR DOLLARS AND TWENTY CENTS ($3,724.20) FROM THE GENERAL FUND UNAPPROPRIATED SURPLUS TO CLASSIFICATION 401 -Y -6. Councilman Bergeron moved to adopt an ordinance authorizing the city manager to appropriate $5,700.00 from the Water Fund unappropriated Surplus to pay for the recently purchased tractor and back -hoe attachment. Councilman H. M. Campbell moved to adopt an ordinance authorizing the City Manager to appropriate $6,189.00 from the Unappropriated Water Fund Surplus to pay for water mains and fire hydrants. Campbell The caption of the ordinance follows: ORDINANCE NO. 260 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF FAYTOWN TO APPROPRIATE SIX THOUSAND ONE HUNDRED EIGHTY - NINE DOLLARS ($6,189.00) FROM THE UNAPPROPRIATED WATER FUND TO CLASSIFICATIONS 1002 -E-9 AND 1002 -Z -14. Resolution The City Manager introduced and read the following resolution; A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF BAYTOWN AUTHORIZING THE CITY MANAGER OF.THE CITY OF BAYTOWN TO TRANSFER TWO HUNDRED SEVENTY-FIVE DOLLARS AND FORTY CENTS ($275.10) FROM THE COUNCIL CONTINGENT FUND TO CLASSIFICATION 201 -D-1. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN: THAT the City Council of the City of Baytown hereby resolves that the City, Manager of the City of Baytown be authorized to transfer Two Hundred Seventy - Five Dollars and Forty Cents ($275.40) from the Council Contingent Fund to Classification 201 -D -1, Police Department Building Maintenance. Campbell Traffid Problem - Reroute The Council discussed the traffic problem in the down -town business area, especially West Defee, West Sterling, North Gaillard and North Jones. The situation has been discussed at other times by the council however, no suitable solution has been presented as yet. Councilman M. L. Campbell moved to instruct the Police Chief to make a careful study of the congested area, and if necessary one -way streets may be designated to lessen the traffic hazard. Councilman H. M. Campbell seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Pruett Nays: None Councilman Bergeron " Mears " M. L. Campbell " Lusk " Clayton " H. M. Campbell Radio - Ambulances Mayor Pruett appointed a Committee composed of Councilmen Lusk, H. M. Campbell and Al Clayton to study the request of morturaries for radio equipment for ambulances, which will operate on the same frequency as the Baytown Police Department. Councilman Clayton asked the council for an expression at the meeting and after hearing both favorable and unfavorable comments, the Mayor appointed the Committee which will give a report and recommendation at a later meeting. Adjournment Councilman M. L. Campbell moved for the meeting to adjourn. Councilmen Lusk seconded the motion.
