1954 09 09 CC Minutes7/7 MINUTES OF THE REGULAR METING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS September 9, 1954 The City Council of the City of Baytown, Texas, met in regular session on Thursday, September 9, 1954, at 7:30 p, m, in the Council Room of the Baytown City Hall with the following members in attendance: R. H. Pruett Mayor R. B. Bergeron Councilman M. L. Campbell Councilman Lacy Lusk Councilman Al Clayton Councilman P. H. Mears Councilman Absent: H. M. Campbell Councilman Edna Oliver City Clerk The Mayor called the meeting to order and, after a motion made by Councilman M. L. Campbell and seconded by Councilman Mears, the Council dispensed with the reading of the minutes of the regular meeting of August 26, 1954, whereupon, the following business was transacted: Pelly Housinp Authority — C. H. Olive Mr. C. H. Olive presented the City with a check for 611,071.63, which represented surplus money from the Felly Housing Authority. The City Manager told the Council that he would explain this further at the next meeting. Street Lightine Mr. Jack Kimmons and Paul Joplin, of the Houson Lighting & Power Company, appeared before the Council upon invitation of Councilman M. L. Campbell and discussed the policy of the company affecting street lighting in the City of Baytown. After a discussion, the Council decided that the light comittee should study the various possibilities in order to improve street lighting in the city. Councilmen Bergeron and Lusk presented a list of street intersections where lights should be placed and, after a discussion, the matter was referred back to the street light committee, yhich was to make its report at the next meeting. Councilman Clayton was added to the committee by Mayor Pruett. Fire Station Contract — Payment Architect Lowell Lammers made a report on the contract concerning the fire station and approved and certified that the sum of $5291.25 should be paid to the contractor, M. F. Ward & Company. Such certification was approved by the City Manager and C. W. Suesse. Councilman M. L. Campbell moved that the bill be paid upon approval of the City Manager, Mr. Lammers and the City Attorney. Councilman Bergeron seconded the motion. Campbell Lusk " Clayton Mears Budeet Arrrorrietion Ordinance The budget appropriation ordinance for the fiscal year beginning October 1, 1954, and ending September 30, 1955 was studied by the Council. Councilman M. L. Campbell moved the adoption thereof. Councilman Mears Seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Pruett Nays: None Councilman Bergeron " M. L. BUDGET FOR THE ENSUING FISCAL YEAR BEGINNING OCTOBER 1, 1954 AND ENDING SEPTEMBER 30, 1955, IN ACCORDANCE WITH THE CHARTER AND ORDINANCES OF THF. CITY OF RAYTOWN; AND PROVIDING FOR THE PUBLICATION OF THIS ORDINANCE. Tax Rate Ordinance A tax levy and rate ordinance was introduced and read by the City Attorney. Develgpm n_t of Property Adjacent to Douglas Rr_ive Mr. R. L. Van Deventer appeared before the council asking permissionnto develop a strip of land adjacent to Douglas Drive as follows: He proposed dedicating a 301 street easement with 21 feet of 5" concrete 1200 feet in length with the necessary dedication of easements for two water lines and the installation of two fire plugs - one at the south corner of Kentucky Street at its intersection with Douglas Drive and the other plug 460 feet north, adjacent to Douglas Drive. Councilman Bergeron moved that this proposal be accepted upon the condition that the necessary dedication imetruments be furnished to the city. Councilman Nears seconded the motion. Campbell rr Lusk " Clayton rr Mears County Anti - Rabies Program - Dr. Farragut The City Manager presented a letter of request from the county health officer, Dr. Farragut, asking that Baytown cooperate with the county anti - rabies program. The City Manager explained that the vetinarians would donate their time of the city would furnish the vaccine and"that such vaccine would cost the city 360 per dog. Councilman M. L. Campbell moved that the program be approved by the council. Councilman Clayton seconded the motion. Campbell " Lusk " Clayton " Mears Lakewood Civic'Association The City Manager presented a letter from the Lakewood Civic Association but postponed reading said letter until the council's next meeting on September 23. Payment of Gulf Coast Electric CgMany Mr. H. S. Berlin presented a bill from the Gulf Coast Electric Company in the sum of 23025.79, covering the wiring of the disposal plant. Payment was recommended by Mr. Berlin and approved by the City Manager and Mr. Suesse. Councilman Lusk make a motion that the bill be paid. Councilman Bergeron seconded the motion. Berlin presented a bill from the Chicago Pump Company in the sum of $2409.20, to pay for an air compressor and miscellaneous equipment. Councilman Bergeron moved that the bill be paid. Councilman Lusk seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Pruett Nays: None Councilman Bergeron M. L. Campbell " Lusk " Clayton " Nears Workmen's Compensation: The City Manager presented a report on workmen's compensation for City employees and the council asked that he make further study of various possibilities of insuring employees for death and injury benefits. Mr. Middleton was instructed to report on this at the next meeting. Classificati on Ordinance - Civil Service - Changes The City Attorney, on behalf of the Civil Service Commission, presented a proposed change to the classification ordinance. Councilman M. L. Campbell made a motion that the changes be approved and that the City Attorney have this amendment to the classification ordinance ready at the next meeting. Councilman Mears seconded the motion.
