1954 02 11 CC MinutesMINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF BAYTOWN, TEXAS February 11, 1954 The City Council of the City of Baytown met in regular session on Thursday, February 11, 1954 at 7:30 p. m. in the Council Room of the Baytown City Hall with the following members in attendance: R. H. Pruett Mayor R. B. Pergeron Councilman M. L. ampbell Councilman W. D. Reeves Councilman Lacy Lusk Councilman C. D..Middleton City Manager George Chandler City Attorney Edna Oliver City Clerk Absent: W. E. Lawless Councilman H. M.Campbell Councilman The Mayor called the meeting to order and the minutes of the regular meeting of January 28, 1954 were read and approved, whereupon, the following business was transacted: Swain - Check Messrs. 'Swain and Bass, from the Houston'Lighting and Power Company, presented the city with a check in the omount of $149936.56. This was in payment of the 1953 2% annual gross receipts from the sale of electric energy to customers within the City of Bajrtown. The Mayor expressed the thanks of the Council upon receipt of the check. The City Attorney introduced and read the following resolution: ARESOLUTION BY THE CITY COUNCIL OF THE CITY OF BAYTOWN AUTHORIZING THE CITY MANAGER OF THE CITY OF BAYTOWN TO TRANSFER THE FOLLOWING SUMS FROM THE COUNCIL EMERGENCY FUND TO THE FOLLOWING CLASSIFICATIONS: $909.00 TO CLASSI- FICATION 701 -Z-2; $550.00 TO CLASSIFICATION 301 -Z -2; $644.55 TO CLASSIFICATION 401 -Y -6; ALSO AUTHORIZING THE TRANSFER OF $1,137.50 FROM THE TRAFFIC IMPROVEMENT FUND TO CLASSIFICATION 301 -Y -10. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAYTOWN: THAT the City Council of the City of Baytown hereby resolves that the City Manager of the City of Baytown be authorized to transfer $909.00 from the Council Emergency Fund to Classification 701 -Z -2 for the purpose of paying for a grease lift for the garage; and $550.00 from the Council:-.Emergency Fund to Classification 301 -Z-2 for the purpose of paying for a concrete mixer; $644.55 from the Council Emergency Hind to Classification 401 -Y -6 for the purpose of paying for storm sewers for the Danubina Subdivision; and $1,137.50 from the Traffic Improvement Fund to Classification 301-Y-10 for the purpose of paying for street signs. Campbell Reeves " Lusk Dog Ordinance Due to the recent outbreak of rabies amoung dogs adjacent to and within the city limits,.the City Attorney introduced and reed an ordinance regulating the keeping of dogs within the City of Baytown for a period of ninety (90) days. Councilman M. L. Campbell moved to adopt the ordinance as read. Councilmen Lusk seconded the motion. Campbell " Reeves " Lusk The caption of the ordinance follows: ORDINANCE NO. 217 AN ORDINANCE REGULATING THE KEEPING OF DOGS WITHIN THE CITY OF BAYTOWN, TEXAS; REPEALING ORDINANCES INCONSISTENT HEREWITH ;; CONTAINING A SAVINGS CLAUSE; PRESCRIBING A MAXIMUM PENALTY; OF TWO HUNDRED ($200) DOLLARS; AND PROVIDING FOR THE PUBLICATION AND THE EFFECTIVE DATE HEREOF. A Committee Report - Stop Sims Kentucky Street The Committee, assigned to the study of stop signs on Kentucky Street, presented the following recommendations for Council action- 4-way stop sign on Georgia and Kentucky Streets; 4 -way stop sign on Caroline and Kentucky Streets; Stop sign on New Jersey at Kentucky Streets; 20 -mile speed limit all along Kentucky Street - this to be definitely inforced Councilman M. L.Campbell moved to accept the recommendations of the Committee and authorized the installation of stop signs at the designated points and the inforcement of a 20 -mile speed limit on Kentucky. Councilman Reeves seconded tta motion. The roll call vote was as follows: Roll Call: Ayes'. Mayor Pruett Nays: None Councilman Bergeron " M. L. Campbell " Reeves " Lusk The Mayor thanked the Committee for its cooperation and recommendations. He then dismissed the Committee. , Cooneration - Air Pollution Program Boyd Hill, spokesman, presented members of a Committee on the Advancement and Control of Air Pollution for the surrounding area. He presented the objective and aims,cinsofar, as cooperation with the proposed county wide program. He stated that by so doing this would attract the right kind of industry in the community and also provide sanitation to the area as a whole. The Bommittee expressed a willing- ness to Cooperate with the Council and give any help or furnish any information contained in its files, on the advancement of such a program. The Mayor thanked the members for their appearance and gave assurance that the Council will'so -as much as seeme'f €asible in the proposed Air Pollution program. Petroleum Ordinance The City Manager introduced and read an ordinance regulating the use of streets for the hauling of any type of liquified petroleum or natural gas products. Council- man Lusk moved to adopt the ordinance as read. Councilman Reeves seconded the motion. The roll call vote was as follows: Roll Call: Ayes: Mayor Pruett .Nays: None Councilman Bergeron if M. Campbell 'r Reeves " Lusk The caption of the ordinance follows: ORDINANCE NO. 218 AN ORDINANCE MAKING IT UNLAWFUL FOR TRUCKS, MOTOR VEHICLES, TRAILERS, AND ALL OTHER FORMS OF VEHICLES USED IN CARRYING GASOLINE, OCTANE, PENTANE, OR ANY OTHER KIND OF LIQUIFIED PETROLEUM OR NATURAL GAS PRODUCTS, TO TRAVEL ON ANY STREET OR ALLEY IN THE CITY OF BAYTOWN EXCEPT ON DESIGNATED STREETS; MAKING CERTAIN PARKING UNLAWFUL; PROVIDING FOR NOTICE TO THE POLICE DEPARTMENT IN CASE OF BREAKDOWN; PROVIDING FOR A MAXIMUM PENALTY OF TWO HUNDRED ($200) DOLLARS; PROVIDING A SAVINGS CLAUSE; PROVIDING A REPEALING CLAUSE; AND PROVIDING FOR THE PUBLICATION AND EFFECTIVE DATE THEREOF. VjtXified Clay Pipe — Disgpggal PlaDt Councilman Reeves moved to authorize the City Manager to advertise for bids on vitrified clay pipe for the Sewage Disposal Plant connections. The size and amount follows: 3,000 feet of 12t1 Vitrified Clay Pipe; 1,495 feet of 1511 Vitrified Clay Pipe; 4,193 feet of 1811 Vitrified Clay Pipe; 3,852 feet of 24'1 Vitrified Clay Pipe; Councilman M. Conway, representing the Painter's Local, petitioned the Council to use members of the local, if and when, the City has any painting to be done. • 1w :-1 Councilman Reeves moved for the meeting to adjourn.
