The City Council of the City of Baytown met in regular session on Tuesday,
November 10, 1953 at 7:30 p. m. in the Council Room of the Baytown City Hall with
the following members in attendance:

The Mayor called the meeting to order and the minutes of the regular meeting of
October 27th were read and approved, whereupon, the following business was transacted:
Telephone Rate Ordi a nce
The City Attorney introduced and read an ordinance regulating the rates of the
General Telephone Copnpany of the Southwest in the City of Baytown. Councilman M. L.
Campbell moved to adopt the ordinance as read; the Mayor be authorized to execute the
necessary legal documents in order to dismiss the suit. Councilman Lawless seconded
the motion. The roll call vote was as follows:

PROVIDING A REPEALING CLAUSE; PROVIDING A SAVINGS CLAUSE;
AND PROVIDING FGR THE PUBLICATION AND EFFECTIVE DATE THEREOF.

Councilman Lusk moved to purchase the International Super A Tractor from Kemp-
Tony's Equipment Company at a cost of $1,750.00. Councilman M. L. Campbell seconded

Transfer Ordinances
The City Manager introduced and read an ordinance authorizing the transfer of
One Thousand Three Hundred and Twenty Dollars from the Traffic Improvement Fundrto be
applied to traffic lights and signal systems. Councilman Bergeron moved to adopt the
ordinance as read. Councilman Lawless seconded the motion. The roll call vote was
as follows:

($1,320.00) DOLLARS FROM THE TRAFFIC I14PROVEKMT FUND UN-
APPROPRIATED SURPLUS TO BE APPLIED TO CLASSIFICATION 2000 -Z-11.
z, The City Manager introduced and read an ordinance authorizing.the transfer of
Seventeen Thousand Nine Hundred Dollars from the Water Fund Unappropriated Surplus
to be applied to water tains and fire hydrants. Councilman Bergeron moved to adopt
the ordinance as read. Councilman H. M. Campbell seconded the motion. The roll call

AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF
BAYTOWN TO TRANSFER SEVENTEEN THOUSAND NINE HUNDRED DOLLARS
($17,900) FROM THE WATER FUND UNAPPROPRIATED SURPLUS TO BE
APPLIED TO CLASSIFICATIONS 1002 -Z-9 AND 1002 -Z-14.
meter Line Request
The Council tabled the discusssion requesting a water line extension off Decker
Drive.
Advertise Metal Building - Fire Department
Councilman Bergeron moved to authorize the City Manager to advertise for bids on
a tin building to house emergency corps equipment from Station #3. Councilman M. L.
Campbell seconded the motion. The roll call vot@ was as follows:

School_Aoard Request - Installation 60" Drainage Pipe
The City,-Manager presented a letter from the School Board requesting the City
to participate in a project to install approximately 244' of 60" storm sewer tile
along the Lamar School property line in order to close the Martin ditch and provide
better playground facilities. The Mayor asked that the request be tabled for future
action since the Council had made committment to provide drainage for the East Baytown
Subdivision before any other major project is considered.

Longevity Pay
The City Attorney presented the long evity pay ruling as recently enacted by the
Texas Legislature. He also presented a list of all firemen and policemen'.who would be
eligible to receive the longevity pay. The Council discussed the question at length.
The City Attorney advised the Council that it was mandatory to act upon the longevity
pay request as failure to do so would be a criminal offense. The Council instructed
the City Attorney to get all available information on the law and present it at the
next meeting for final action.
Salary Increase for Radio Disoatchers
Councilmen Bergeron moved to increase two radio dispatchers$ salaries an
additional $20.00 per month. This will make their salaries comparable to patrolmen.
Councilman lawless seconded the motion. The roll cell vote was as follows:

Letter to Rev. M. E. McPhail
Councilman M. L. Campbell moved to request the Mayor to write a letter of thanks
to Rev. M. E. McPhail on behalf of him self and the Cou ncil for his one year service
on the Civil Service Commission Board. .Councilman Bergeron seconded the motion. The
roll call vote was as follows:

Adiournment
Councilman M. L. Campbell moved for the meeting to adjourn. Councilman Bergeron
seconded the motion. The ayes were unanimous and the Mayor declared the meeting
adjourned.
